marked. Ensure buffers are met on both LCID’s
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. 15A NCAC 13B .0563 (1) (a) - The facility is to be operated for the disposal of land clearing waste, inert debris, untreated wood, and yard trash. Operations must be consistent and in compliance with the local government solid waste management plan as approved by the Division of Solid Waste Management. A
gray and sandy “mud” substance was disposed of in the back LCID. Be sure all waste accepted meets rule requirements LCID’s before accepting. Screen loads more frequent to ensure compliance of your facility. Unacceptable waste includes treated or painted lumber, painted brick and block, municipal waste and construction waste. Some treated wood, painted block and some plastic was present in waste. Screen loads before dumping to ensure unacceptable waste isn’t dumped amongst acceptable waste. 3. Unacceptable waste must be removed from the LCID landfill as it is observed and properly disposed. Please be sure and removed those items discussed onsite during inspection.
4. 15A NCAC 13B.0566 (4) - Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first. Back LCID has reached size of an acre and needs cover now, if front waste has been there 30 days then also cover. 5. 15A NCAC 13B.0566 (10) - Surface water shall be diverted from the working face and shall not be impounded over waste. Standing water was discovered on working face in two places of front LCID. 6. It is recommended that the area be sloped better, so that water runs off and does not become ponded. Ratio of 3:1 is needed. This will also assist with diverting rainwater from ponding on working face as stated in #3 of this inspection. Establish good perennial grass cover to stop erosion on slopes.
7. If Hunt Construction would like to pursue a full LCID permit it is recommended you contact Ed Mussler, NC DEQ Permitting Branch Head. 8. You may also contact other local LCIDs or NC SWANA, http://ncswana.org/, for recommendations on an engineering consulting firm to assist with the full permit application.
9. The issues addressed should be fixed within 30 days of receipt and a follow up inspection conducted.

Back LCID has reached two acres in size and needs cover. Treated poles in waste should be removed. This will be very difficult to cover and to get a proper slop to manage water from rain. Be careful with digging deep beside waste, so that
you end up with waste in water. Don’t forget 15A NCAC 13B .0566 (11) Solid waste shall not be disposed of in water.

Painted block is an unacceptable waste, should be removed. Screen loads for unacceptable waste more often.
