Boundaries of the 2-acre notified area and edge of waste “EOW” markers are now in place for the back LCID. Be sure and maintain them. 2. 15A NCAC 13B .0563 (1) (a) - The facility is to be operated for the disposal of land clearing waste, inert The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Operations must be consistent and in compliance with the local government solid waste management plan as approved by the Division of Solid Waste Management. Unacceptable waste must be removed as soon as it is observed. Unacceptable waste includes treated or painted lumber, painted brick and block, municipal waste and construction waste. Some treated wood, painted block and some plastic was present in waste at the time of this inspection. The operator started removing the unacceptable waste during this inspection. Additional wastes observed needed to be removed, chain link fence on back and still a few painted block on top of front LCID. Better screening of the incoming waste loads needs to occur to ensure all waste accepted meets rule requirements LCID’s before accepting. Jeremy Hunt will email disposal tickets of waste removed after initial visit and also unapproved waste from today’s screenings. 3. Back LCID has been covered with a small working face open during site visit. Front LCID has had some waste along top outer edges removed, soil added and some grading done. Slopes still need more work but weather and equipment breakdown have slowed progress. Front LCID still needs to be sloped better, so that water runs off and does not become ponded on top. Ratio of 3:1 is needed. This will also assist with diverting rainwater from ponding on working face as stated in #3 of this inspection. Establish good perennial grass cover to stop erosion on slopes. This will also prevent future possible leachate issues. 4. The issues addressed should be fixed within approximately two weeks of February 17, 2020. 5. Digital photos were taken during this inspection. Posts with yellow flagging installed around back LCID. Recent rainfall has caused more erosion so sloping and soil addition is crucial. Continue work and should be completed by follow up inspection.
