Request for Life of Site Permit
Dear Mr. Chao:
On behalf of the City of High Point, Smith Gardner, Inc. (S+G) would like to submit this
request for issuance of a life-of-site solid waste permit for the City’s Kersey Valley Landfill
facility. Per 15A NCAC 13B.0207(c), the following information is provided (requirement listed
in italics):
(1) A specification of the life-of-site quantified in the site development or facility plan.
(2) Landfill capacity in years, projected for the life of the site.
(3) Average monthly disposal rates and estimated variances.
The gross capacity and anticipated life expectancy of all municipal solid waste
(MSW) landfill units were provided in the approved Facility and Engineering Plan
for the site1. Table 2.1 (Total Operating Capacity and Life Expectancy) from this
plan which includes this information is provided as an attachment.
Anticipated disposal rates and estimated variances were also noted in the
approved Facility and Engineering Plan for the site1. Monthly disposal rates may
vary by +/- 20% from month to month based on past history.
(4) A copy of the local government franchise agreement or approving resolution for
the life of the site.
A copy of the approving resolution from the local government approval for the
landfill is attached. Note that a more recent resolution (including future Area 3)
was also made in July 2019.

As you are aware, the City is working on completion of a Site Study for future Area 3 of the
landfill. Upon obtaining site suitability, the City plans to submit a permit to construct (PTC)
application for Area 3 (anticipated submittal in the third quarter of 2020), which will include
updated operations, closure and post-closure, and monitoring plans for the facility.
