ADDITIONAL COMMENTS
On February 13, 2020, Chuck Kirchner conducted a comprehensive inspection of the Chatham County Household Hazardous Waste Collection Facility on County Service Road in Pittsboro, Chatham County.
1. The permanent household hazardous waste (HHW) collection facility is open nine months a year (March through November), every 3rd Saturday from 9:00 am to 3:00 pm. 2. The facility HHW generator identification number is NCPH0199501. 3. The facility was not in operation during the inspection. 4. The facility is permitted to receive HHW from Chatham County and, if applicable, in accordance with agreements from other neighboring counties. Ms. Culpepper previously stated that the facility only accepts material from Chatham County. 5. The facility does not accept HHW from conditionally exempt small quantity generators (CESQG) or agricultural/large farm related materials. 6. The facility is prohibited from receiving any other types of wastes, including: radioactive wastes, explosives, ammunition, infectious or medical wastes, and polychlorinated biphenyls (PCB) waste, with the exception of fluorescent light ballasts and PCB household waste. 7. If received, prohibited wastes may be detained for appropriate disposal. 8. The collection of HHW is managed by ECOFLO, Inc., EPA identification number: NCD980842132. 9. ECOFLO, Inc. personnel receive training in accordance with 29 CFR, Part 1910.120(e) and 1926.65(e). Employee certificates of completion were observed. 10. Incoming material is screened by ECOFLO, Inc. staff via verbal confirmation with the vehicle driver. A record of the driver’s name and address is maintained. Materials are verified, unloaded, and sorted by ECOFLO, Inc. personnel. 11. Records of material brought to the HHW facility were observed for July 2017 through November 2019.
12. The facility building has a secondary containment sump and automatic fire suppression system. There are two concrete pads outside of the building each with secondary containment sump and automatic fire suppression system covered by an all-weather awning. There is a handheld fire extinguisher located inside of the building and another located outside. 13. The secondary containment sumps do not have outlets. 14. Prior to a collection event stormwater is pumped-out of the outdoor secondary containment sumps. The secondary containment sumps, if utilized, will be cleaned accordingly. 15. The three containment sumps are not connected, each function independently of the other. The facility building containment sump has an overflow reservoir, access is via concrete tile lid located
behind the building. 16. Facility supplies are stockpiled in a storage shed. A handheld fire extinguisher is located outside of the shed. 17. Facility conducts Weekly Facility Safety Inspection Log when facility is open and does inspection once a month
when facility is closed. Any problems or corrective action items are recorded on the back of the form. Records were observed from November 20, 2017 through February 10, 2020. 18. HHW collected during an event is shipped-out by ECOFLO, Inc. that week or after the next collection event. Most HHW is removed from the facility during the three months it is not in operation. 19. Other items are shipped out as needed but within one year: Batteries go to Battery Solutions in Wixom, Michigan; Electronics go to Synergy Electronics Recycling in Madison, NC; and motor oil and motor oil filters go to Clean Green in Durham, NC. 20. The facility has an emergency eyewash station. It is a portable unit mounted on the exterior wall of the facility building. Prior to each collection event it is refilled and tested. It is removed and stored when the facility is not in operation.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. During the inspection, a small amount of HHW was stored on site in containers and on pallets. Accumulation labels were observed.
22. A dumpster with water-tight lid is on site for municipal solid waste (MSW) received/generated from the HHW collection events.
23. A second recycling roll-off container is on site for cardboard received/generated from the HHW collection events.
24. The facility collects lead-acid batteries stored atop a pallet under an all-weather awning. 25. The facility collects electronic extras in covered waste cans also stored under the all-weather awning. 26. Fire extinguishers and propane tanks collected are stored under an all-weather awning. 27. In case of emergency, the facility has a handheld air horn. 28. The facility conducts pre-event and post-event inspections. Records were observed for July 2017 through November 2019. 29. The facility maintains records of the amount of HHW hauled-off. The material removed by ECOFLO, Inc. appears to mirror the quantity of HHW received. ECOFLO, Inc. sends the facility a manifest of the materials picked-up. Manifests for material hauled-off by ECOFLO, Inc. were observed from July 20, 2019 through November 16, 2019. 30. The facility tracks the type and amount of material received each collection event and incorporates the
data into a spreadsheet for analysis. 31. The facility annual report (FAR) was submitted to the SWS, dated July 17, 2019. The facility received 75,481 lbs. of HHW from July 2018 through June 2019.
32. The Chatham County Fire Marshal conducted an inspection of the facility on April 1, 2019, certificate number: PRFire 201902732. 33. T&S Fire and Security, Inc. conducted an inspection of the fire suppression system and a fire alarm
inspection/test on January 14, 2020.
34. The handheld fire extinguisher inspections are current, dated July 2019 done by United Fire.
35. The Pittsboro Fire Department can be contacted to respond to an emergency at the facility. 36. The facility is located on property containing the Division of Solid Waste and Recycling building, a closed municipal solid waste (MSW) landfill (19-01) and associated yard waste grinding operation and
convenience site, and a notified land clearing and inert debris (LCID) landfill (N0069). The property also includes three temporary disaster debris staging sites (TDDSS): DS19-002, DS19-003, and DS19-004. 37. The site is secured by a chain link fence with lock. 38. The facility has signage. 39. The PTO expiration date is October 13, 2020. 40. The PTO renewal application shall be submitted to the SWS by May 15, 2020.
