Pursuant to Rule .1618(a)(1), the Division hereby notifies Lenoir County that the 127-acre site, as proposed in the conceptual plan, is suitable for development of a solid waste management facility. Lenoir County is authorized to prepare an application for a permit to construct. The Permit to Construct Application shall be prepared in accordance with 15A NCAC 13B • .1617(a) and shall address the first five-year phase of landfill development. The Permit to Construct Application should be in general accordance with the conceptual plan shown in the Site Study; however, the Division will approve a specific disposal area only after reviewing the Facility Plan as required by Rule. 1617(a)(1). Solid Waste Management Rule .0201 requires the Division to issue a solid waste permit in two parts. The first part is a Permit to Construct and the second part is a Permit to Operate. This letter is not a permit. This letter only informs the applicant that they may proceed with their permit application. The final action the Division may take on a permit application is the issuance or denial of a permit. Please respond to the following concern. In regards to the wetland area in the far eastern corner of the site, submit in greater detail how this area will be protected. There is a possibility that a permit -from Land Quality will be necessary. Section II 2.1.2 — Public Water Supply Wells There are only five water supply wells mentioned in this section, which is a discrepancy from the previous Section 2.1. In Section 2.1, six wells are listed. Correct the discrepancy and submit correct number of water supply wells. • Figure I — 2-Mile Perimeter Map There are only five public water supply wells shown on map when six were listed in Section 2.1. How many water supply wells are present in the surrounding area? Correct the map and submit new map. These landfills are not mentioned in the Background, Section 1.2. There should be mention of any and all existing landfills in the background section. When did the old MSW close? Is the LCID still in operation? Add this information to Section 1.2 and submit. Appendix F — Hydrogeologic Study Text Page 6 — It is stated that "water elevation data from September 22, 1997 was used to generate the potentiometric map located on Plate 2". This is different than the statement on page 2 that says the single day water level readings used to create the potentiometric map on Plate 2 were taken from February 1, 1998. It also states in the notes portion on Plate 2 that the water level data was taken from February 2, 1998. Correct page 6 and submit new page. Tables Table 1 — There are no units displayed on this table. Display the proper units and submit new table. • Table 2 — There is no title on this table and there are no units displayed. What • data is this table presenting? Add title and units to the table and submit new one. Figures Plate 2 — Potentiometric Map The water level reading for P-2 is incorrect. According to Table 1— Groundwater Elevation Summary, the correct reading is 65.81 feet. Change the figure to display the correct water level reading and submit new figure. In the far eastern corner of the site near Phase 1 there is a good sized wetland area. This wetland extends south along the berm of Phase 1. What are the plans for protecting this wetland area? Plate 3A — Cross -Section A -A' • There does not appear to be the required 4-foot separation between the water elevation and ground surface elevation at P-9. Rule 0.1624(4) states a required 4-foot separation between post settlement bottom elevation of the liner and the seasonal high water table. For the Design Study report, submit a figure displaying the long-term seasonal is high groundwater elevations overlaying the subgrade. • Appendix A — Boring Logs Are the piezometers, marked with an "A", used to for the slug tests still present? If not, the abandonment records need to be submitted. The well construction record for P-20 is missing. Submit this record for P-20. Appendix B — Precipitation and Soil Data 4t' Page — Final Quality -Controlled Data from National Climatic Data Center thru 4/30/97 This page is blank. Submit this data. Table displaying water levels in monitoring wells This table has no units. Place units on table and submit new table. What do the values on the far right of table (total, count, media and average) represent? There is no map displaying the location of these monitoring wells. Submit map with the monitoring well locations displayed. Slug Tests • There is no formula displayed on the calculation page. Place the Hvorslev formula on the calculation sheets. For future reference, use more significant figures for the radius of the well, i.e. 0.0833 feet instead of only 0.08 feet. Soil Testing Where did the percentages for sand, silt, and clay used in the effective porosity triangles come from? What depth do these triangles represent? There is no soil laboratory data to confirm the sand, silt and clay percentages. Submit any and all soil laboratory testing data used to determine the particle size percentages. No laboratory soil testing data has been presented, i.e. no atterburg limits, no • USCS data, and no hydrometer readings. Submit all laboratory soil testing information. In the table entitled "Hydraulic Considerations", where did the permeability numbers for the non -slug test wells come from? In the table entitled "Averages for Flow Rates and Effective Porosity", there are no units presented for the flow rates.
