PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos included in this report were taken by Susan Heim on February 25, 2020 during the inspection. 2. The site is permitted as a large Type 1 compost facility for the production of compost from leaves and yard waste. The facility also accepts clean wood waste, including unpainted and untreated wood and wood pallets and land clearing debris. 3. The facility is limited to a total capacity of 45,000 tons of materials received per year for both compost and wood waste processing. A permit modification is required in order to increase the capacity of the facility. 4. Wallace Farms is contracted to manage and operate the site. Wood waste is ground onsite but transported to the Wallace Farms facility in Davie County (Permit # 3004-COMPOST-2014) for composting and further processing. 5. The current Permit to Operate and approved Operations Plan are kept on file at the scale house and are available for review upon request. 6. A review of tonnage records for the period July 1, 2018 through June 30, 2019 indicated that a total of 12,624.84 tons of material were received at the facility with 4,156.03 tons coming from curbside leaf collection. It is this curbside collection material that is used to produce the compost at the facility. Of the compost produced, records indicate 3,324.82 tons were given to the public and the remaining 831.21 tons were stockpiled at the facility. 7. For the current fiscal year, records indicated that 3,357.69 tons of material have been accepted at the facility through January 31st 8. Temperature logs were provided during the inspection via email and indicated that each of the seven compost windrows had achieved temperatures that averaged between 140' and 146' for three consecutive days. 9. Thermometer calibration data is maintained by Wallace Farms at their facility in Davie County (Permit # 3004- COMPOST-2014). 10. The site is divided into two sections. Wood waste collection and processing takes place on the paved area west of the scale house on the northern portion of the site. The yard trash/composting area occupies the southern, unpaved portion of the site. 11. The facility was found to be clean and well -maintained. No windblown trash was observed. 12. Internal roadways are of all-weather construction and well maintained. The scale house and wood waste processing side of the facility is completely paved; the composting area is well -packed gravel that is maintained to prevent ponding water. 13. The facility was wet due to the continual rain events that had been occurring over the past several months. No ponding water was observed in the composting or wood waste operations areas. 14. The facility is protected by a chain link fence that surrounds the property and is secured by a locking gate that serves as both the entrance and exit to the facility. 15. Proper signage was observed beside the gate at the entrance that included the permit number, contact information, and hours of operation. 16. All required buffers appeared to have been adhered to throughout the site. 17. Mr. Tilley pointed out the new power lines that had recently been installed in the area, and that cross the property near the southern end of the composting area. He stated that he was unsure at this time what modifications, if any, would be required for operations that occur within the right-of-way of the new power lines. 18. The paved portion of the facility is sloped to direct surface water to the storm water conveyance system. A large swale, located between the wood waste operations area and the scale house, moves storm water to a grated drain at the end of the swale. Surface water that doesn't enter the swale is moved to a storm drain located on the western side of the access roadway that leads to the compost area. However, Mr. Tilley pointed out some standing water that had accumulated over one of the storm drains, located on the east side of the access roadway just north of the composting area. Mr. Tilley then called staff in to remove the wood debris from the drain's grate during the inspection, allowing the water to flow freely again. 19. Drainage ditches and storm drains appeared to be in good condition and functioning properly. 20. No fugitive dust or objectionable odors were detected during the inspection. A roll -off container was staged at the southern end of the paved wood waste operations area for the collection of any trash and unacceptable materials found in incoming loads. Waste generated at the site is taken to the Hanes Mill Road Landfill (Permit # 3402) for proper disposal. 22. All waste is weighed at the scale house, which is manned by city staff. Incoming waste is screened by the scale house operator, who then directs the load to the appropriate area where facility staff can further assess the material, assist with unloading, and remove any trash or unacceptable wastes before pushing the load up into the stockpile. 23. Stockpiles of clean wood pallets, unprocessed wood waste and ground wood waste were observed on the concrete pad of the operations area. Grinding was taking place during the inspection. 24. Seven windrows were found in the compost area, along with a pile of leftover compost from the previous season. The windrows were neatly maintained, and fire lanes of adequate size to permit access by facility or emergency equipment had been established between them. 25. No unacceptable materials were found in the composting area. An equipment operator was combing through a load of pallets in the operations area to remove plastic sheeting that had been attached to the otherwise clean wood waste. Mr. Tilley explained that Wallace Farms will accept clean wooden pallets with plastic attached if staff has the time to remove the plastic and place it in the roll -off container before the end of the workday. 26. It should be noted that the current permit to operate expires on October 6, 2020. An application requesting permit renewal should be submitted to the Solid Waste Section by April 6, 2020, and the application should include information about the location of and the right-of-way surrounding the new power lines that cross the property.
