(Headwater), on behalf of the Former Ticar Chemical Company (Ticar Chemical), has completed groundwater and surface water assessment activities at 32 Old Brevard Road in Asheville, North Carolina (the Site). A Site Location Map is included as Figure 1. The Site is currently owned by Jedhy, LLC, and has been deemed eligible to participate in the North Carolina Brownfields Program (Site ID # 17041-13-011). The Site is listed as a North Carolina Department of Environmental Quality (DEQ) Inactive Hazardous Site (Site ID # NONCD0002599), under jurisdiction of the Inactive Hazardous Sites Branch (IHSB). Assessment and remedial activities have been ongoing at the Site since the late-1980s. A thorough summary of historical activities is documented in the Groundwater and Surface Water Assessment Report, prepared by Anchor QEA of North Carolina, PLLC (Anchor QEA), and dated May 2018 (Anchor QEA 2018a). The most recent assessment activities included the sampling of two groundwater monitoring wells (OS-03, GW-3). Two surface water samples were also collected from existing surface water sample locations (SW-1 and SW-2). Activities were performed in general accordance with the methodology and scope of work described in the Environmental Monitoring Work Plan, prepared by Headwater, and dated October 11, 2019 (Headwater 2019). The Environmental Monitoring Work Plan was approved by the DEQ-IHSB and Brownfields Program in emails sent on October 17, 2019. 1.1 Purpose The purpose of this assessment is to further evaluate surface water and groundwater conditions. The groundwater assessment data was used to evaluate potential vapor intrusion associated with a nearby off-Site property (Johnstone Supply, a distributer of refrigeration parts and supplies). Surface water samples were collected to measure concentrations of contaminates of concern in surface water and to evaluate potential risk to receptor associated with those concentrations. Former Ticar Chemical Company—Groundwater and Surface Water Monitoring Report Headwater Geology 2 2 Site Activities Assessment activities included the collection of groundwater samples from two monitoring wells and two surface water samples on October 10, 2019. 2.1 Groundwater Sampling Groundwater samples were collected at the Site from monitoring wells OS-3 and GW-3 using low- flow sampling methods on October 10, 2019. Prior to purging, groundwater levels were measured using a water level meter. Water level elevation information is included in Table 1. A groundwater sample was collected in monitoring well GW-3 after field parameters had stabilized. Field parameters (pH, temperature, dissolved oxygen, specific conductivity, and oxidation reduction potential) were measured every 3 minutes with a calibrated YSI 556 multi-parameter water quality meter. Turbidity was also measured, using a Hach 2100Q turbidity meter. Field parameters for groundwater are included in Table 2 and field logs are included as Appendix A. Parameters were considered stabilized after three consecutive readings were within the following ranges:  pH: ± 0.1 unit  Specific conductivity: ± 3%  Temperature, dissolved oxygen, and turbidity: ± 10%  Oxidation reduction potential: ± 10 millivolts  Turbidity: less than 10 Nephelometric Turbidity Units (NTUs) (if practical) Due to low water volume in OS-3, the well was pumped dry, allowed to recharge, and then sampled. Therefore, field parameters had not stabilized before a sample was collected from this well. Samples were transferred to laboratory-provided sample containers and placed in a cooler on ice for delivery to the laboratory. 2.2 Surface Water Sampling On October 10, 2019, one upstream (SW-1) and one downstream (SW-2) surface water sample were collected at the locations shown in the attached Figure 2. Samples were collected by submerging a clean glass container into the stream and then transferring the sample to the laboratory-provided sample container. The sample containers were placed in a cooler with ice for delivery to the laboratory. Former Ticar Chemical Company—Groundwater and Surface Water Monitoring Report Headwater Geology 3 2.3 Sample Analyses Surface and groundwater samples were analyzed by Pace Analytical Services, LLC, a North Carolina-certified laboratory, for volatile organic compounds (VOCs) using the U.S. Environmental Protection Agency (EPA) Standard Method 8260B. Former Ticar Chemical Company—Groundwater and Surface Water Monitoring Report Headwater Geology 4 3 Results Surface water and groundwater results are summarized in the following subsections. Groundwater and surface water analytical results are summarized in Table 3. The laboratory analytical report is included in Appendix B. Groundwater analytical results were compared to the 15A North Carolina Administrative Code 02L .0202 groundwater standards (2L standards). Surface water analytical results were compared to the 2B standards or to the EPA Nationally Recommended Water Quality Criteria (NRWQC) Human Health surface water quality standards, effective June 10, 2019. If no 2L standard was established for a constituent, results for that constituent were compared to the applicable DEQ Interim Maximum Allowable Concentration (IMAC). Groundwater results were also compared to the North Carolina Division of Waste Management (DWM) Non-Residential Vapor Intrusion Groundwater Screening Levels (GWSLs). 3.1 Groundwater Results Tetrachloroethene (PCE) was detected above its respective 2L standard (0.7 micrograms per Liter [µg/L]) in monitoring wells: OS-3 and GW-3. Additionally, PCE was detected above its respective GWSL (48 µg/L) in monitoring wells OS-3 and GW-3. In monitoring well OS-3, Trichloroethene (TCE) was detected above its respective 2L standard (3 µg/L), but below the applicable GWSL. 3.2 Surface Water Results VOCs were not detected above the laboratory reporting limits in either of the two surface water samples (SW-1 and SW-2). Former Ticar Chemical Company—Groundwater and Surface Water Monitoring Report Headwater Geology 5 4 Risk Evaluation Headwater performed a Tier 1 Risk Screening and Tier 2 Risk Evaluation in accordance with the guidelines outlined in DEQ’s Technical Guidance for Risk-Based Remediation document dated March 2017 (DEQ 2017), and the North Carolina Department of Environmental Quality Risk Calculator User Guide dated May 2019 (DEQ 2019). A risk screening for vapor intrusion associated with off-Site Johnstone Supply is described in Section 4.1. A risk evaluation associated with surface water exposure is described in Section 4.2. 4.1 Vapor Intrusion Risk Evaluation Groundwater Analytical results for sample GW-3, located adjacent to Johnstone Supply and downgradient of the Site were evaluated to determine if a vapor intrusion risk for this location is present. Because concentrations of PCE in GW-3 are above the GWSLs, a Tier 2 Risk Evaluation was performed. The Tier 2 Risk Evaluation was performed to evaluate the groundwater to indoor air exposure pathway for non-residential workers. As such, the most elevated concentration of detected compounds in the monitoring well was used in in the most recent (Version Date: May 2019) DEQ Risk Calculator. The cumulative carcinogenic risk and hazard index calculated was below 1.0 E-05, and 1, respectively. The Tier 2 Risk Evaluation data sheet is included in Appendix C 4.2 Surface Water Risk Evaluation Surface water analytical results did not exceed the laboratory detection limits in either sample. Therefore, no unacceptable risk was identified. Former Ticar Chemical Company—Groundwater and Surface Water Monitoring Report Headwater Geology 6 5 Conclusions and Recommendations Groundwater analytical results and the results of a Tier 2 Risk Evaluation indicate that there is not a vapor intrusion risk present for the Johnstone Supply building (off-Site property, proximate to well GW-3). No constituents were detected in surface water above laboratory reporting limits. Concentrations of VOCs decreased in OS-3 but increased in GW-3. Groundwater elevations in monitoring wells were measured to have increased from previous gauging events, likely a result of above average regional precipitation in the area. The change in groundwater elevation could temporarily affect groundwater VOC concentrations and distribution. Based on these findings, Headwater recommends the following:  Headwater recommends performing one additional monitoring event of two monitoring wells (OS-3 [on-Site] and GW-3 [off-Site]) and two surface water sample locations (SW-1 and SW-2) in October 2020 to verify stability of the groundwater plume.
