Subject:additional comments on Moore County request for HHW permit

Hi Chad:

Below are the additional comments on the submitted Operational Plan and Contingency Plan of the
proposed Moore County HHW Facility:

Operational Plan
1. Please complete the HHW facility application form, which can be downloaded from the web link
below: https://edocs.deq.nc.gov/Forms/hhw_event

2. Please add the following information pertaining to the household hazardous waste (HHW) facility.
i. Provide the descriptions of the proposed HHW collection facility including, but not limitedto, the address, the surrounding establishments – residential, commercial, or industrial,drainage features – sumps/storm drains, sewers, surface water body, stormwater/road-sideditches, engross & ingress, traffic route inside the facility, security fencing, HHW loadingand unloading area, storage area (be specific based on waste types/characteristics), andlocations of displaying or storing spill prevention and fire-fighting equipment. Theinformation must be presented in a detail site plan.
ii. Provide a USGS quadrant map of the site and adjacent areas.

3. Please provide information of the facility operation hours.

4. Please describe the facility staffing including both the County personnel and the contractor(s) -ECOFLO, the staff responsibility for waste operation and management – waste screening, handling,loading/unloading, labeling /marking waste containers, routine inspections & maintenance, training& education, record keeping, waste storage (especially for incompatiblewastes)/bulking/blending/lab packing, off-site transportation to a permitted TSDF.

5. (Acceptable Waste) Will the HHW facility collect hazardous wastes (HW) generated from
Conditionally Exempt Small Quantity Generator (CESQG) or Very Small Quantity Generator
(VSQG)? If the response is positive, please add the requirements for waste accumulation – time &
quantity according to 40 CFR 262.13, marling & label in the Operational Plan.

6. (Unacceptable Waste) Will the HHW facility accept the following wastes streams that normally
generated from a household?
i. PCB waste or PCB-contained material/substance as defined in 40 CFR 761 such as light
ballasts.
