The property is approximately 1.63 acres in size and is currently utilized as a vacant lot. A Limited Phase II Environmental Site Assessment (Phase II ESA) dated March 8, 2010 and completed by Bunnell-Lammons Engineering, Inc. (BLE) indicated that BLE also previously completed a Phase I Environmental Site Assessment (Phase I ESA) dated March 4, 2010 for the subject property. The Phase I ESA indicated that a 30,302 square foot industrial manufacturing building was developed on the subject property which was previously used for textile manufacturing. In 1968, the building was used as a valve manufacturing facility. During the completion of the Phase I ESA, the building was vacant. The Phase I ESA identified the following recognized environmental conditions (RECs) with respect to the subject site:  Rusted 55-gallon drums located on the southern side of the building, of which the historic contents are unknown;  An above ground storage tank (AST) located on the southern side of the building;  Staining along the northern wall of the building;  A loading dock with floor drains;  Two ASTs located on the interior of the building;  Multiple 55-gallon drums and 5-gallon buckets of waste oil, waste coolant, and unidentified liquids inside the building;  Heavy staining on the floor of the building; and  A network of floor drains located inside the building. As part of the assessment activities conducted by BLE for the Limited Phase II ESA, four borings were advanced for the purposes of collecting groundwater samples. The borings were located topographically downgradient and west of the building (BL-1), downgradient and near the northwest corner of the subject property (BL-2), downgradient of an AST and near the southwest corner of the building (BL-3), and adjacent to the loading dock (BL-4). The borings were advanced with a Geoprobe® drill rig to refusal, which was approximately 25 feet below the ground surface (bgs). Groundwater was identified at approximately 20 feet bgs. Four hand auger borings were advanced within the building for the purposes of collecting soil samples. The borings were located adjacent to 55-gallon drums, ASTs, and 5-gallon buckets (HAB-1), inside the machining room where heavy staining was observed (HAB-2), inside the paint room (HAB-3), and adjacent to a floor drain in the southern portion of the building (HAB-4). Trichloroethene (TCE) was identified at concentrations above the North Carolina 2L Groundwater Quality Standard (NC2LGWQS) in groundwater samples BL-2, BL-3, and BL-4. Chromium was identified at concentrations above the Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goal (PSRG) in soil samples HAB-1, HAB-2, and HAB-2. Selenium was identified at a concentration above the IHSB PSRG in soil sample HAB-4. ECS conducted a Soil and Groundwater Assessment at the subject property similar in scope to the Phase II ESA conducted by BLE (ECS Project Number 49-7572, dated October 11, 2018). However, during the assessment conducted by ECS, the building was no longer present and the property was undeveloped. ECS’ Soil and Groundwater Assessment included six soil borings for the collection of soil samples. Arsenic Report of Environmental Assessment Former PE Valve Manufacturing ECS Project No. 49:7572-B November 6, 2019 2 and hexavalent chromium were identified at concentrations exceeding the IHSB Health-Based PSRGs in each of the soil samples. Three of the soil borings were advanced for the collection of groundwater samples. A fourth groundwater sample was collected from the northwestern corner of the subject property. The groundwater sample collected from the southern portion of the subject property identified TCE at a concentration exceeding the NC2LGWQS and the Vapor Intrusion Screening Levels (VISLs). ECS recommended a soil gas assessment be conducted to evaluate vapor intrusion concerns and concluded that the property appears to be a candidate for eligibility into the North Carolina Brownfields Program (NCBP). After ECS conducted the assessment, the property owner, Mr. Peter Hall, applied for eligibility into the NCBP. On May 2, 2019, Mr. Hall obtained a Letter of Eligibility from the NCBP. The NCBP also requested additional assessment. According to a Request for Additional Assessment (RAA) letter dated June 14, 2019, the NCBP requested soil gas sampling, a historical file review, and the completion of a Brownfields Receptor Survey. This report summarizes the findings from the assessment activities which were performed as outlined in a work plan previously generated by ECS and approved by the NCBP. 2.0 SCOPE OF SERVICES The environmental assessment consisted of the collection of soil gas samples. Drilling activities were conducted using a direct push type Geoprobe® drill rig. The drilling subcontractor used for this project was JG Drilling of Easley, South Carolina. Soil gas monitoring points were installed and samples collected on September 5, 2019. A photographic log documenting the field activities is provided in Appendix A. 2.1 Public and Private Utility Locate Prior to implementing the field activities, ECS contacted North Carolina public utility locate service (811) to locate/mark public utilities at the site. In addition, ECS contracted with Blood Hound, LLC to locate/mark private underground utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. 2.2 Soil Gas Sample Point Installation Activities On September 5, 2019, ECS installed five (5) temporary soil gas sample points and were identified as SG-1 through SG-5. The locations of the sample points are shown in Figure 3. Each soil gas sample was constructed by drilling a 1.5-inch diameter boring using a Geoprobe® drill rig to a depth of approximately 10 feet bgs. A probe consisting of vapor implant and Nylafow or teflon® tubing was placed into each boring. The space around and approximately 6 inches above the vapor implant was backfilled with sand. The space above the sand was sealed with hydrated bentonite. The vapor probe and tubing was purged by removing three volumes of the probe and associated tubing prior to sampling after allowing the bentonite to hydrate for at least 30 minutes. Report of Environmental Assessment Former PE Valve Manufacturing ECS Project No. 49:7572-B November 6, 2019 3 Before collecting the soil gas sample, helium gas was used to serve as a quality assurance/quality control measure to verify the integrity of the probe seal. A plastic container was placed and sealed over the sampling point and purged with laboratory grade helium. During the purging stage, a steady supply of helium was released from the tank via a hose placed through the wall of the plastic container. A helium detector was connected to the sampling port and the air stream being purged was measured for helium using the detector to evaluate the integrity of the seal. If the concentration of measured helium concentration was less than 10 percent of the helium concentration inside the shroud, the seal on the soil gas probe was considered to be tight and not leaking. If the test results are not acceptable, ECS took steps to achieve a better seal and repeat the test until the results are acceptable. A shut-in test was also conducted to check the sampling set-up for leaks prior to initiating sampling. 2.3 Soil Gas Sample Collection On September 5, 2019 ECS collected soil gas samples from each of the five (5) sample points (SG-1 through SG-5 and a duplicate sample [designated SG-6] was collected from sampling point SG-5). After leak testing and prior to sampling, the sample train was purged of approximately 3 tubing volumes. The tubing was then connected to a pre-evacuated and pre-cleaned Summa canister for sampling. ECS utilized 1-liter Summa canisters which were batch certified by laboratory. Soil gas was collected from the sampling points at a rate of 200 milliliters per minute. The Summa canisters were submitted to Con-Test Analytical Laboratory (Con-Test) for analyses for volatile organic compounds (VOCs) by EPA Method TO-15. North Carolina does not certify laboratories for analyses of air/soil gas samples. ECS requested that the laboratory analyze the samples for the most current and applicable standards from the National Environmental Laboratory Accreditation Conference (NELAC) Program. The duplicate soil gas sample (SG-6) was also submitted for laboratory analysis by EPA Method TO-15. ECS maintained chain-of-custody (COC) procedures throughout the sample collection and transportation process. Copies of the COCs are included in Appendix B. 2.4 Sample Point Coordinates Using a handheld global positioning system (GPS) device, ECS recorded the coordinate locations of each sample collection points. Table 1 summarizes the recorded coordinate data. 2.5 Brownfields Receptor Survey ECS performed a Brownfields receptor survey. This survey was performed by researching various data sources through the internet and a windshield survey of the area. The Brownfields receptor survey was completed using the form provided by the NCBP. This form and associated attachments are included as Appendix C. Report of Environmental Assessment Former PE Valve Manufacturing ECS Project No. 49:7572-B November 6, 2019 4 3.0 RESULTS 3.1 Soil Gas Sample Results Laboratory analysis indicates that VOCs were detected in several soil gas samples collected on September 5, 2019. ECS compared detected concentrations for VOCs to sub-slab and exterior Vapor Intrusion Screening Levels (VISL) for residential and non-residential scenarios. The laboratory data and comparison data are shown in Table 2. Laboratory results for sample SG-1 indicate detections of several VOCs above their respective method detection limits. Of these detections, the concentration of TCE (270 ug/m3) exceeded both the residential and non-residential soil gas VISLs (14 and 180 ug/m3, respectively). Laboratory results for sample SG-2 indicate detections of several VOCs above their respective method detection limits. Of these detections, the concentration of 1,3-Butadiene (32 ug/m3) exceeded the residential soil gas VISL of 14 ug/m3, but below the non-residential soil gas VISL of 180 ug/m3. Laboratory results for sample SG-3 indicate detections of several VOCs above their respective method detection limits. Of these detections, the concentration of TCE (490 ug/m3) exceeded both the residential and non-residential soil gas VISLs. The concentration of 1,3-Butadiene (27 ug/m3) exceeded the residential soil gas VISL, but below the non-residential soil gas VISL. In addition, the concentration of Chloroform (41 ug/m3) is at the residential VISL (41 ug/m3), but below its non-residential VISL (180 ug/m3). Laboratory results for sample SG-4 indicate detections of several VOCS above their respective method detection limits. Of these detections, the concentration of 1,3-Butadiene (18 ug/m3) exceeded the residential soil gas VISL, but below the non-residential soil gas VISL. Laboratory results for sample SG-5 indicate detections of several VOCS above their respective method detection limits. Of these detections, the concentration of TCE at 90 ug/m3 is above its residential VISL, but below its non-residential VISL. The concentration of 1,3-Butadiene (24 ug/m3) exceeded the residential soil gas VISL, but below the non-residential soil gas VISL. Laboratory results for sample SG-6 (Duplicate sample of SG-5) indicate detections of several VOCS above their respective method detection limits. Of these detections, the concentration of TCE at 78 ug/m3 is above its residential VISL but below its non-residential VISL. The concentration of 1,3-Butadiene (25 ug/m3) exceeded the residential soil gas VISL, but below the non-residential soil gas VISL. The laboratory analytical results are included as Appendix B. Based on the results of the soil gas analysis exceeding the residential and non-residential VISLs, ECS input the detections into the NCDEQ, Risk Calculator for Vapor Intrusion for residential and non- residential soil gas to indoor air. Based on the results of the risk calculator, the soil gas concentrations identified in samples SG-1, SG-3, SG-5, and SG-6 exceed the acceptable risk for residential properties; however, none of the soil gas concentrations exceeded the acceptable risk for non-residential properties. Report of Environmental Assessment Former PE Valve Manufacturing ECS Project No. 49:7572-B November 6, 2019 5 3.2 Brownfields Survey The Brownfields receptor survey identified residences in the vicinity of the site. In addition, several utilities are provided to the vicinity of the subject property including municipal water service and storm sewer collection by the City of Asheville, sanitary sewer service by the Metropolitan Sewerage District, electricity by Duke Energy, and natural gas by PSNC. Two private water supply wells were observed northeast-east approximately 720 feet and 900 feet from the site. The nearest surface water body is Sweeten Creek located approximately 2,000 feet east of the site. The Brownfields receptor survey is included as Appendix C. 4.0 CONCLUSIONS Based on the results of the field activities and laboratory analysis, ECS concludes the following: TCE was detected in soil gas samples, SG-1 and SG-3, at concentrations above residential and non- residential VISLs. TCE was detected in soil gas samples SG-5 and SG-6 at concentrations above the residential VISL, but below non-residential VISL. 1,3-Butadiene was detected in soil gas samples SG- 2, SG-3, SG-4, SG-5, and SG-6 at concentrations above the residential VISL, but below the non- residential VISL). Chloroform was detected in soil gas sample SG-3 at a concentration at the residential VISL, but below the non-residential VISL. According to the NCDEQ Risk Calculator, the concentrations identified in samples SG-1, SG-3, SG-5, and SG-6 represent a residential soil gas to indoor risk at the locations sampled. The Brownfields receptor survey identified residences in the vicinity of the site. In addition, several utilities are provided to the vicinity of the subject property including municipal water service. Two private water supply wells were observed northeast-east approximately 720 feet and 900 feet from the site. The nearest surface water body is Sweeten Creek located approximately 2,000 feet east of the site. 5.0 RECOMMENDATIONS Based on the results of this Brownfields assessment, ECS recommends the following: If residential development is proposed on the site, a vapor mitigation system appears to be required; however, if the site is to be redeveloped as an industrial/commercial facility (as is proposed in the Brownfields Property Application), a vapor mitigation system may not be required. A copy of this report should be submitted to the NCBP for their review. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of Mr. Peter Hall. Use of this report by other individuals or companies implies their acceptance of the General Conditions of Service of the original contract.
