Enclosures El../ENM15/145- Concord Rose/UST/CIw Rptdoc Geoscience Project No. CHI5.0145.CV April 15, 2016 Page 2 SITE HISTORYAND CHARACTERIZATION As indicated on the Vicinity Map (Figure CHI5.145-1) included in Appendix 11, the subject property is located on the northwestern side of Concord Parkway (U.S. 29) at its intersection with Hudspeth Road in Harrisburg, Cabarrus County, North Carolina. The site is occupied by a single story house with the physical address of 4350 Morehead Road. Land use in the immediately surrounding area is a mixture of residential, commercial, and agricultural. The existing residence was reportedly built in the 1958. The installation and usage dates for the former storage tank (UST-1) are not known. As shown on the Site Layout and Sample Location Figures, Nos. CHI5.145-2 and -4, UST-1 was located approximately seven (7) feet northeast of the house. No other USTs have been encountered on the site, and no other USTs are known to have been used at the property. The available tank and site ownership information is summarized on Tables B-1 and B-2 in Appendix I. Based on review of the 1985 Geologic Map of North Carolina, the subject site is located within the Charlotte Belt of the Piedmont Physiographic Province. This Province is generally characterized by igneous intrusive and metamorphic bedrock that is Permian to Ordovician in age. The intrusive rock is typically overlain with a layer of soil and weathered rock, ranging in thickness from 0 to 150 feet. Bedrock within the Charlotte Belt consists primarily of the diorite -granite complex, with the granite appearing to be the predominant component of the complex. According to the Geologic Map, the subject site is underlain with Syenite of Concord Plutonic Suite. According to the 1969 (Photorevised 1988) "Harrisburg, North Carolina" United States Geological Survey (USGS) 7.5-minute quadrangle map (Figure CHI5.1456-3), the subject site is located between approximately 660 and 710 feet above mean sea level (MSL). The ground surface across the project site generally slopes downward toward the pond in the central western section of the property. The low elevation of 660 feet MSL is located on the western property boundary and the high elevation of 710 feet MSL is located in the immediate vicinity of the existing house. CLOSURE PROCEDURES Geoscience mobilized to the site on March 1, 2016 to monitor the removal of UST-1. The tank was removed by C L Duty Grading of Kannapolis, North Carolina. At the time of our arrival on site, the UST had already been removed from the ground. Photograph 1 in Appendix III depicts the excavation as it appeared upon our arrival. According to C L Duty Grading personnel, approximately 20 to 30 gallons of mixed water and fuel oil was removed from the tank prior to its removal from the ground. The product removed from the tank was placed in a plastic tank on the C L Duty Grading truck pending proper disposal. The UST and plastic product tank are visible in Photographs 2 and 3. Geoscience Project No. CHI5.0145.CV April 15, 2016 Page 3 SITE INVESTIGATION After removal of UST-1, the soils beneath it were examined for indications of a petroleum release. The soils beneath UST-1 were observed to be stained and exhibited a pronounced petroleum odor. Based on the visual and olfactory evidence, Geoscience concluded that a release had occurred from the UST system. No free product was encountered in the tank basin. Two (2) soil samples, S-1 and S-2 were collected from beneath the centerline of UST -I near the ends of the tank basin. The approximate locations of the soil samples are depicted on Figure CH15.145-4 in Appendix II. The samples were placed in laboratory -provided containers, packed on ice, and transported in a cooler under appropriate chain -of -custody procedures to Prism Laboratories, Inc. (Prism) of Charlotte, North Carolina for chemical analyses. Each soil sample was analyzed for Gasoline -Range Organics (TPH-GRO) and Diesel -Range Organics (TPH-DRO) using EPA Methods 5030 and 3550, respectively. The results of soil analyses are summarized in Table B-3 in Appendix I. As shown, TPH-GRO and TPH-DRO were detected in sample S-1 at concentrations of 740 and 14,000 mg/kg, respectively. TPH-GRO and TPH-DRO were detected in sample S-2 at concentrations of 820 and 15,000 mg/kg, respectively. These concentrations exceed the State action level of 10 mg/kg established by the UST Section for TPH-GRO and TPH- DRO. In an effort to further assess the release, sample S-2 was also analyzed using Method 8260 (volatile organics), Method 8270 (semi -volatile organics), and MADEP VPH/EPH (aliphatics and aromatic hydrocarbons). As summarized on Table B-3, 1- methylnaphthalene, 2-methylnaphthalene, C9-C18 aliphatic compounds, and C9-C22 aromatic compounds were detected at concentrations that exceed residential maximum soil contaminant concentrations (MSCCs). In addition, the following compounds exceeded their respective soil to groundwater MSCCs: 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, 4- isopropyltoluene, ethylbenzene, cumene, naphthalene, n-butylbenzene, n-propylbenzene, sec-butylbenzene, toluene, xylenes, and C5-C8 aliphatic compounds. None of the detected compounds exceeded their industrial/commercial MSCCs. Copies of the laboratory data sheets provided by Prism and the chain -of -custody forms are included in Appendix IV. No impacted soils were excavated at the time that UST-1 was closed. Following collection of soil samples S-1 and S-2, the excavation was backfilled with the overburden that had been excavated to access the tank and clean soil hauled from an off -site source. POTENTIAL RECEPTORS As shown on the Site Layout figure, No. CH15.145-2, three (3) water supply wells were observed in close proximity to the former UST basin. Wells WB-1 and WC-1 are located approximately 170 feet north-northwest and 500 feet southeast of the former tank, respectively. A third well is located approximately 685 feet south of the former UST. Water supply well Geoscience Project No. CH15.0145.CV April 15, 2016 Page 4 WB-1 currently supplies potable water to the residence on the subject site (4350 Morehead Road). As a result of the nearby release at the Trickie Trailer site (Incident No. 15860 — currently in the State Lead Program), NCDEQ has been tracking the water quality of well WB-1 since at least July of 2006. The well has been sampled at least 16 times since then. The petroleum compounds naphthalene and n-propylbenzene were detected in the October 2010 sample at concentrations of 1.8 µg/L and 0.34 µg/L, respectively. These concentrations do not exceed the respective 2L limits for naphthalene and n-propylbenzene. Furthermore, these compounds were not detected prior to October 2010, and have not been detected during the five sampling events conducted since then. Based on the reported sample results, it does not appear that the release from UST-1 has significantly impacted water supply well WB-1. A copy of the laboratory results table for well WB-1 is included in Appendix V. CONCLUSIONS Geoscience has observed and documented the closure of a UST formerly located at 4350 Morehead Road in Harrisburg, North Carolina. The tank was previously used to store heating oil and was approximately 500 gallons in capacity. The installation and usage dates of the tank are not known. Soil sampling conducted during removal of the UST confirm that the soils immediately beneath the tank have been impacted by a release of petroleum. Soils remain in place that exceed both the soil to groundwater and residential MSCCs. However, none of the detected compounds are present at concentrations that exceed their respective commercial/industrial MSCCs. It is not known whether the release has impacted groundwater beneath the tank basin. However, the closest water supply well to the UST-1 release (WB-1) has been sampled regularly in association with the ongoing assessment of another release at the nearby Trickie Trailer site (Incident No. 15860). The reported sample results suggest that WB-1, which currently supplies potable water to the existing residence at 4350 Morehead Road, has not been significantly impacted by petroleum contaminants. Given that the closest water supply well is over 150 feet from the release, has not been impacted, and is being monitored on a regular basis by the State Lead program, Geoscience, on behalf of our client, requests that the heating oil release from UST-1 be classified a "Low Risk". We further request that the incident be closed pending the recordation of a Notice of Residual Petroleum approved by the UST Section.
