The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. All photos included in this report were taken by Susan Heim during the inspection on February 11, 2020.
2. The facility is permitted as a wood waste and inert debris treatment and processing operation, a Large Type 1
compost facility and an LCID landfill.
3. The service area for the facility includes Forsyth and surrounding counties.
4. The facility was not operating at the time of this inspection.
5. The Permit to Operate and approved Operations Plan are maintained at the facility for review.
6. The Permit to Operate allows acceptance of land clearing debris, yard trash, untreated and unpainted wood
waste and wood pallets, and inert debris (unpainted and untreated concrete, brick, block, rock, used asphalt and
uncontaminated soil). Mr. Lawson stated that he does not accept lumber or pallets at the site to ensure that no
nails or foreign materials are incorporated into his mulch or compost products.
7. The Facility Annual Reports for the period July 1, 2018 through June 30, 2019 were reviewed and yielded the
following information: a total of 17,699 tons of waste had been received at the facility; an average of 340 tons
of land clearing waste was accepted for disposal weekly; 1100 tons of inert debris and 8 tons of scrap metal
were recovered; and, 12 tons of unacceptable material were separated at the facility then properly disposed of at
the Hanes Mill Road Landfill (Permit # 3402).
8. Weather conditions of light to moderate rain were encountered during this inspection. The facility was very wet
due to a continuous rain cycle over the past several weeks.
9. The entire facility was found to be clean and well maintained. No windblown litter was observed.
10. Access roadways are of all-weather construction and were found to be in good condition. Roads are stabilized
with crushed asphalt and stone and are compacted to help prevent rutting and erosion. No ponding water was
observed on the roadway. Mr. Lawson stated that roadway maintenance is performed continually during the
rainy weather.
11. Proper signage was observed at the facility entrance.
12. The facility is secured by perimeter fencing and dense evergreen growth along the road frontage and protected
from unauthorized access by locking gates. An operator is on duty whenever the facility is open for business.
13. The treatment and processing area occupies the southern portion of the site and was found to contain stockpiles
of processed and unprocessed materials, including brush, used asphalt, used concrete, compost and a small pile
of mulch. A series of concrete bunkers serves as the product storage area for piles of soil and various sizes of
crushed concrete and stone. Stockpiles were neat and of a manageable size with sufficient access for emergency
equipment if needed. No unacceptable materials were found in the treatment and processing area.
14. Mr. Lawson stated that, due to health concerns, no composting operations had taken place the previous season.
He added that the small stockpile of compost staged in the treatment and processing area was left over from
previous years. However, a stockpile of leaves had been accepted at the facility over the past few months, and
Mr. Lawson expressed his plan to compost again this year. Please ensure that temperature logs,
thermometer calibration records, and analytical results of mandated testing are maintained for the
composting operations as required by 15 A NCAC 13B .1406(10) and .1408.
15. The treatment and processing area is designed to direct stormwater runoff to a pond on the eastern side of the
facility. A drainage ditch runs along the southeastern edge of the operations and storage area into a pipe that
conveys the runoff directly down the hill to the pond. The pond, which was viewed from above, appeared to be
clean and well -maintained, as did the ditch line. The surrounding slope leading down from the operations and
storage area to the pond had well -established vegetative cover that had been recently mown.
16. The landfill was inspected from the top, looking down at the working face and the excavated area of the new

several piles of chipped wood waste that had been accepted at the site for application on the tipping area to keep
it dry and stable. No ponding water or equipment ruts were observed on the top of the landfill.
17. The excavated area appeared to be intact, with no evidence of erosion and no accumulation of ponding water.
Mr. Lawson stated that his plan is to fill up to the walls of the excavated area, then continue the waste footprint
around to the southeast along the edge of the existing fill. He explained that this would allow the site to
continue to use the existing drainage system and erosion control devices without modification.
18. The working face was inspected and appeared to be wet but stable. No unacceptable material was observed. Mr.
Lawson stated that landfill operations had been suspended off and on due to the wet weather, which made
working on the slopes dangerous and unproductive. A small pile of brush had been dumped near the edge of the
working face slope, waiting to be deposited into the landfill. No unacceptable materials were observed in the
working face.
19. A large portion of the current disposal footprint had been covered, graded and seeded, and a crop of newly
sprouted vegetation was evident.
20. The LCID landfill and surrounding operations areas are designed to direct stormwater to a sediment trap located
northeast of Area 1. The sediment trap was observed from atop the working face of the landfill and appeared to
be in good condition and functioning properly. Mr. Lawson stated that he has been cleaning the trap as often as
weather and site conditions allow to ensure that there is no build-up of sediment that might impede its function.
21. All required buffers and setbacks appeared to have been maintained at the facility, including the 100' buffer
surrounding the water supply well located in the treatment and processing area.
22. The facility's Permit to Operate is set to expire April 6, 2020. Please contact Ming-Tai Chao, Permit
