Dear Mr. Barbour:
The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO)
received the January 31, 2020 Monitoring Report on February 5, 2020. The report recommending
continuing semi-annual sampling of monitoring and supply wells (June and December) and sampling
monitoring and supply wells was reviewed and approved on February 7, 2020. The paper report copy
will be maintained in the MRO. The electronic copy has been loaded to the DWM's electronic document
storage system (Laserfiche).
The report indicates:
• The site is a High Risk site because of supply well WSW-1 being located within 500 feet
of the site. WSW-1 has also been historically impacted with MTBE. There are other
petroleum fueling stations at this traffic intersection so we are uncertain of the true
source of the MTBE in WSW-1. Due to the no power at the well, WSW-1 was not sampled
during the December 2019 sampling event.

• Dissolved phase petroleum constituent compounds were detected in concentrations above the
15A NCAC 2L Groundwater Standards (2L Standards) in monitoring wells MW-IOB, MW-13,
and MW-16.
• The plume appears to be relatively stable. The current contaminant mass has decreased from
approximately 3,400 grams in July 2019 to approximately 1,800 grams in December 2019.
• The concentration of Benzene increased above the 2L Standard in MW-13 since the July 2019
sampling event.
• Diisopropyl ether (IPE) concentrations have decreased to below 2L standards since the July 2019
sampling event.
Per this Notice of Regulatory Requirements:
• Continue semi-annual monitoring (June and December) by conducting a groundwater
sampling event of all the incident monitoring and supply wells in June 2020 to monitor
plume stability and WSW-1 contaminant concentrations. Sample Monitoring wells MW-
2, MW-6, MW-IOB, MW-13, MW-14, MW-15, MW-16, MW-17, and well WSW-1.
• The next monitoring report is due by July 31, 2020.
Please note that sampling and correction action must be conducted in accordance with the
Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and
time specified may result in the assessment of civil penalties and/or the use of the other enforcement
mechanisms.
