Current Status of LCID Landfill: INACTIVE PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This inspection was conducted at the request of the property owner, Arthur Williams, for the purpose of assessing the condition of the landfill and discussing the procedure for closure. 2. Mr. Williams stated that he had worked with a private company, Dunn, Foster and Spainhour, to develop and operate a small LCID landfill for the purpose of filling an area of his property. 3. This LCID landfill is located on the tax parcel which includes Mr. Williams' house and outbuildings. 4. A newer notified LCID landfill (N0721) is located on the adjacent vacant parcel, which Mr. Williams created in order to be able to fill another low area of his property. Field Inspection: 5. Based on walking the site and comparing observations with aerial photography of the site, the landfill area is estimated to be 1.34 acres. 6. Mr. Williams indicated that the fill was made up primarily of clean concrete and land clearing debris. 7. The landfill appears to meet the buffer requirements set forth in 15A NCAC 13B .0564(9). 8. The entire landfill cap was covered with well -established vegetation and was found to be well -maintained. 9. The southern edge of the fill area is level with the adjacent land; the northern edge of the fill area slopes down to the bottom of a small ravine. The slope is covered with well -established vegetation that is also well - maintained. 10. Erosion control is accomplished by allowing all surface water to sheet flow to the north end of the fill area and down the side slope. A small sediment basin is located near the toe of the side slope. No evidence of erosion was observed. 11. Thickness of the landfill cap was verified onsite during this inspection with six probes at random points in the fill area. Mr. Williams used a small drill -powered auger to probe the cap. Each probe hole was at least 15" deep and yielded only clean soil. No contact with waste was made in any of the probe holes. Closure Process: 12. A letter describing the closure process, along with a Notice of Closure, accompany this inspection report. Please review all documents carefully. 13. The Notice of Closure must be signed by Arthur B. Williams and notarized, then recorded in the office of the Forsyth County Register of Deeds. 14. A certified copy of the recorded Notice of Closure must be returned to the attention of Susan Heim, Environmental Senior Specialist, in the Solid Waste Section on or before April 7, 2020 at the following address: Division of Waste Management Solid Waste Section Winston-Salem Regional Office 450 W.
