STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: No violations observed. Page 1 of 4 NORTH CAROLI D_EQ�� UeVnNnenl of Enrkmmenbl Ouel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. On -site January 28, 2020, for partial inspection of the active Municipal Solid Waste Landfill (MSWLF) Unit. The Treatment and Processing (T&P)/Wood Grinding area, White Goods/Scrap Metals area, leachate collection pond, and convenience center area(s) were also observed during this inspection. In addition, some facility records/certifications were reviewed. Participants from the facility included Kristy Smith, Solid Waste Manager, and James Yount, Landfill Operator. Post -inspection, facility operations were discussed on -site with Dane Pedersen, Solid Waste Director. Additionally, on February 4, 2020, the Section contacted the facility's Solid Waste Manager to discuss site operations. The following comments were noted/observed during this inspection: 2. Entrance and access roads were maintained at the facility. 3. Signage was maintained at the facility. 4. The Convenience Center area is comprised of containers which accept municipal solid waste (MSW), sharps, cardboard, and recyclables. Cooking oil, engine oil, oil filters, antifreeze, and lead batteries are also separately collected and kept under cover in this area. Stericycle removes sharps from the facility as necessary. Cardboard and other recyclables are transported, as necessary, by facility personnel to Curbside Management, Inc. Blue Ridge Biofuels collects used cooking oil as necessary. Engine oil, oil filters, and antifreeze are collected by Holston Environmental Services, Inc., as needed. Interstate Batteries removes lead batteries from the facility as necessary. Windblown debris was not observed in this area. The Convenience Center area appeared to be well managed and maintained. 5. The White Goods and Scrap Metals area appeared to be maintained at the facility. The facility currently contracts with Biltmore Iron and Metal Co. (BIMCO) for white goods and scrap metals removal/processing. Per facility personnel, white goods and scrap metals were most recently removed from the facility for processing by BIMCO in December 2019. 6. The T&P/Wood Grinding area appeared to be maintained. Wood grinding in the T&P area is either performed by facility personnel or a private contractor, on a semi-annual basis, or as -needed. As discussed during this inspection, continue to monitor for any unpermitted waste in this area. 7. The Household Hazardous Waste (HHW) operations area was discussed during this inspection. The facility currently collects HHW on designated days. For customer convenience, a container is located at the facility entrance (near the convenience center area) to accept televisions and computer monitors as necessary. MSWLF facility waste tonnage records were reviewed from August 2019 through December 2019. The waste tonnage records appeared to be maintained and no issues were observed. 10. The most recent semi-annual groundwater, surface water, and leachate sampling monitoring report for the facility dated August 30, 2019, (for Spring 2019 sampling event) was available for review. As required, continue to monitor all groundwater, surface water, and leachate sampling locations at the facility and submit reports to the Section in a timely manner. 11. Landfill Gas (LFG) quarterly monitoring records for the MSWLF Unit as sampled on 12/5/19 and 9/14/19, were available for review. LFG records were maintained and no exceedances were noted. Operations: 12. During this inspection, the working face of MSWLF (Cell 6) appeared to be well managed. No unpermitted waste was observed at the active working face and waste screening efforts appeared adequate during this inspection. As discussed, continue to ensure any unpermitted waste delivered to this unit is removed and disposed of properly. The previous day's application of Alternative Cover Material (Posi-Shell) appeared complete. As discussed on -site, continue to maintain the application of daily cover for the MSWLF Unit per the approved Operation Plan (DIN 28278). 13. Sliver/wedge fill operations were observed on -site (photo #1). As discussed during this inspection, continue to conduct and maintain sliver/wedge fill operations at the facility per the approved plan (DIN 28142). 1. Southwestern view of side -slopes and cover on Cell 3, after sliver/wedge fill operations were conducted in Cell 3. 14. The slopes of the MSWLF Unit appeared to be maintained with sufficient ground cover. Ground cover maintenance efforts on the northern slopes of the MSWLF Unit were observed during this inspection. As discussed on -site, continue to maintain ground cover for the MSWLF Unit as necessary. 15. Windblown litter collection appeared to be maintained for the MSWLF Unit. Facility personnel were observed collecting windblown debris on the southern slopes of the MSWLF Unit during this inspection. As discussed during this inspection, continue to ensure windblown litter is collected and disposed of properly at the end of each working day. 16. As discussed on -site, continue routine maintenance of erosion control measures for the MSWLF Unit including: sediment basins, ditch lines, rip -rap channels, diversion berms, slope drains, inlet/outlet stabilization structures, vegetative ground cover, etc., as necessary. 17. Per facility personnel, the annual inspection/maintenance of the facility leachate collection pond occurred in August 2019. 18. All photographs taken by Kris Riddle on January 28, 2020.
