ADDITIONAL COMMENTS
On January 29, 2020, Chuck Kirchner conducted a comprehensive inspection of the Brame LCID Landfill on Warner Road in Kernersville, Guilford County.
1. The Brame LCID Landfill is a notified land clearing and inert debris (LCID) landfill. 2. Operations of the landfill have ceased. 3. Landfill area has been covered with soil and all disturbed areas have been seeded and mulched. 4. The landfill appears to be less than 2 acres in size based the observations made during the inspection and a review of aerial imagery available online. 5. No water appears to be ponding on the landfill. 6. Continue to repair any eroded rills and seed and mulch any areas that may erode until a vigorous permanent grass cover sufficient to prevent erosion germinates in all disturbed areas around the landfill. 7. The facility has an all-weather access road. 8. The facility was secured by a locked gate which has been removed since the landfill is no longer in operation.
9. Proper signage previously noted on site has been removed. 10. No waters of the state were observed within 50 feet of the landfill as required by 15A NCAC .0564 (9)(a). 11. The landfill appears to have proper buffers. The edge of waste and property boundary must be marked and the distance between measured to demonstrate that there is at least a 100-foot buffer in place as required by 15A NCAC .0564 (9)(b). Any land clearing waste and inert debris that may be buried in the buffer area must be removed to another location in the landfill that meets this requirement and covered, or, delivered to a solid
waste facility permitted to receive the land clearing waste. 12. Per 15A NCAC .0566 (5): To document compliance with cover requirements, submit a letter of certification, signed by a North Carolina licensed professional engineer, that a minimum of one foot of suitable soil cover has been placed over the entire landfill, including landfill side slopes, (utilizing at least 4 random test holes per acre). 13. Mr. Brame stated that the facility does not plan to continue operations in the future and would like to close the facility. A Notice of Closure will be provided by the SWS for recordation in the Guilford County Register of Deeds once documentation has been received that the facility is in compliance with buffer and cover requirements. 14. Once landfill is closed no additional material may be brought to the landfill unless another LCID permit or notification is issued on site.
15. A closure letter will be sent via certified mail with a copy of this inspection report Please contact me if you have any questions or concerns regarding this inspection report.
