The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Lincoln County.
3. The facility accepted an average 135 tons per day. (April 2019-December 2019)
Operations Inspection of the MSW Landfill Unit:
4. The facility is currently working in Phase 3 and Phase 4.
5. No unacceptable waste streams were observed in the MSWLF.
6. Edge of waste markers were observed.
7. All access roads maintained in good condition.
8. Working face was small and compact.
9. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
10. Slight amount of windblown was observed along the northern roadway to the working face. Material was captured
by wind fence. Waste observed appeared to be no more than from daily activities. Ensure all windblown waste is
pick-up at the end of each working day.
White Goods & Scrap Metal Collection Area
11. Area is well maintained.
12. White goods and scrap metals are staged on a concrete pad with push -walls.
13. White goods were well organized and stored in an upright position.
14. CFC's are removed from all white goods by Rapid Recovery.
15. Scrap metal is collected by Southern Metals for recycling.
Scrap Tires
16. Scrap tires are collected and stored in US Tire semi -trailers.
17. Area is organized and well maintained.
Electronics Recycling
18. All electronics are collected and taken for recycling by Synergy in Greensboro, NC.
19. Electronics are staged and shipped from the white goods concrete pad.
Used Oil Collection
20. Area is clean and organized in a fenced area located on the NW side of the office building. Citizens are escorted to
the area for disposal.
21. Used oil is utilized for heating the shop at the facility.
Small Type 1 Composting — Yard Waste
22. Lincoln County owns the tub grinder used to process the yard waste. Currently it is down for maintenance but
expected to be running in two weeks.
23. Area was well organized and maintained.
24. Good access around windrows and finished pile for access by firefighter equipment.
25. After composting (1317 for at least three days) the mulch is either distributed for use at Lincoln County facilities
for beautification or given away to Lincoln County residents at no cost.
