Underground Fuel Storage Tank Removal

On December 19, 2018 Carolina Oil delivered fuel oil to Rocky River Presbyterian Church
at 7940 Rocky River Road, Concord, NC (in the town of Harrisburg, NC). Records indicate 601
gallons of fuel oil (heating oil) were delivered into an unregulated underground storage tank
(UST) located between the sanctuary and old cemetery. A surface release was discovered on
December 22, 2018 when members noted a distinct fuel oil odor in the sanctuary. This release
extended from the fuel tank fill port downhill beside the cemetery. At some point evaluation of
the tank revealed its capacity was less than 525 gallons thus significant release occurred.
Carolina Oil personnel and contractors removed surface soil under the supervision of
David Stoner, PE, PG with SHIELD environmental. Contaminated soil was removed until
samples revealed no contamination. Soil was removed to Barefoot Oil's storage facility on Old
Charlotte Road, Concord NC by C.L. Duty Grading and Gravel, Concord, NC. SHIELD
Engineering's initial abatement report is included in Appendix A of this document.
Soil surrounding the UST was not analyzed other than by field methods and was
believed to contain contamination. Additional excavation was scheduled along with removal of
the underground storage tank. Proximity of the tank to structures was identified as a concern
related to excavation due to the sanctuary being masonry with wood joist constructed in the
early 1860's. Objectives for excavation were to remove the UST and remove contaminated soil
unless that removal would threaten structures. A structural engineer (Rebecca Wescott, PE)
was retained to guide operations and determine conditions that would threaten the
structure(s).

On August 20, 2019 soil was excavated and the UST was removed. As soil contaminated
from the fuel oil release was excavated, observations revealed the tank had also leaked over an
extended time. Soil color and on -site testing delineated these different sources of
contamination. Soil was removed to clean the spill materials horizontally (approximately 8 feet

from the tank center) but not excavated vertically. Contamination vertically appeared older
thus is presumed to have leaked from the tank. Removal was not possible without significant
engineering to shore the 1860's structure (sanctuary) according to the structural engineer. Soil
was removed to approximately two feet below the foundation wall yet contained visual
indicators of contamination, which was confirmed with field testing methods.
During excavation, discussion was held with Trudy Beverly of NC Environmental Quality
to assess ramifications of not remediating the release. She indicated restrictions will include
requirements to properly handle contaminated soils should excavation occur the area where
the release occurred and prohibition of some activities within three (3) feet of the designated
area.
Soil removed during the August 20 excavation were transported by CL Duty Grading and
Gravel to the Barefoot Oil yard on Old Charlotte Road, Concord, NC. Residue from the UST was
removed, placed into metal drums and transported by Carolina Oil for disposal. Carolina Oil
also handled disposal of the UST.
Clean fill was brought from previous excavation on the church property and compacted
in the excavation.
