Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On January 22, 2020, Chuck Kirchner met with Scott Stevens to conduct a comprehensive inspection of the Elon University YWN on Front Street in Burlington, Alamance County. 1. The Yard Waste Notification (YWN) is operated on property owned by Elon University on Front Street, access is via a gravel road near behind Loy Farm. 2. The YWN is owned and operated by Elon University. Only university personnel utilize the site. Landscaping is not sub-contracted. The YWN is not open to the public. 3. The area available for the YWN is approximately two acres. 4. The facility has four small windrows of mulch compost totaling an estimated 1,208 cubic yards. There is also a pile of unprocessed yard waste totaling an estimated 600 cubic yards. 5. Ensure processed and unprocessed material on site is less than 6000 cubic yards quarterly. 6. Temperature records were verified during the inspection. 7. Records showed all compost rows met, at a minimum, 3 days of internal temperatures of at least 55° C/131° F. 8. Thermometer calibration logs were observed from September 15, 2018 through January 17, 2020. 9. Temperature records were reviewed from January 2018 through January 2020. 10. A few other materials are stored along the outer edge of the YWN such as stone, dirt, a small pile of log mulch, and planting soil. 11. Unprocessed woody debris/leaf pile is processed usually at the beginning or end of leaf collection season according to Mr. Stevens. 12. Unprocessed pile was last processed in February/March of 2019 according to Mr. Stevens. 13. Ensure required buffers are maintained between compost and any wells, dwellings, railroad, utilities and adjacent property lines. 14. All active compost piles had good distance between piles and all piles were adequately sized. 15. A 25-foot minimum distance is required between processed and unprocessed compost areas and swales or berms to allow for adequate access of fire-fighting equipment. Fires shall be reported to the Division orally within 24 hours of the incident and in writing within 15 days of the incident. 16. No open burning of material is permitted on site. 17. Fire-fighting equipment shall have access to rear side of unprocessed mulch pile as discussed in the field. 18. Access roads are of an all-weather construction. 19. Facility is secured by a locked gate. Ensure facility is locked unless attended by Elon University personnel. 20. A sign is posted inside the gate with contact information. It is recommended to add ‘YWN 01-001’ to this sign or below it as discussed in the field.
