Box 368 Rockingham, North Carolina 28379 PARTICIPANTS: Bryan Leggett, Richmond Co Amanda Freeman, NCDEQ - SWS David Powell, NCDEQ - SWS STATUS OF PERMIT: 7702 MSW Closed YWN Renewal received 5/22/2019 PURPOSE OF SITE VISIT: Complete Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 ADDITIONAL COMMENTS 7702-MSWLF 1. State met with Bryan to introduce new SWS staff. 2. State that GWMR was viewed and that they are only required to sample once a year. 3. Cap was viewed from distance, but looked well maintained on YWN side. Grass established and no erosion. 4. Edge of waste markers in place and a border fence. 5. The facility also manages special waste; scrap tires, white goods, scrap metal, electronics, used oil, recyclables and yard waste/debris. 6. Motor oils are taken by “Cliff’s Waste Oil”, Rockingham NC. Vegetable oil is taken by Green Energy out of Winnsboro, NC. Tires are taken by “Central Carolina” out of Cameron, NC. Tire collection is done in large metal containers ready to ship when full. White Goods are taken by “Crosscreek Metal” from Hamlet, NC or Old Mill Salvage Recyclers from Gibson, NC. Electronics are taken by USB recycling from Wadesboro, NC. 7. Household Hazardous/Pesticide Collection event done on April 13, 2019. ECO Flow collects for these events. 8. Two metal containers onsite for metal recycling and one container is for electronics. 9. 4Records reviewed included: Groundwater monitoring data, monthly solid waste summary report, HHW/Pesticide collection events YWN-77-001 1. Compost logs, including map of piles, date created and temperature were viewed while on site. 2. Compost is windrowed. 3. Pallets, chipped pallets and yard waste are being managed well. Signage directing to each stockpile and chipping yard waste and putting into windrows. 4. Be mindful of unacceptable waste, colored wood/pallets. Good grass cover and no erosion was seen on the YWN side. Recent rain prevented further inspection.
