PURPOSE OF SITE VISIT: Meeting/Technical Assistance Report STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. The purpose of this site visit was to introduce the new Solid Waste (SW) Regional Environmental Specialist, David Powell to County staff, provide technical assistance and discuss the past violations with County management. 2. The County’s engineering consultant, Golder Associates NC, Inc. was present at the time of this site visit. 3. SW discussed best management practices for the remaining air space of the CDLF with the County and their Consultant. 4. SW permitting staff provided clarification on requirements for future cell 6 of the CDLF. 5. At the time of this inspection the working face was maintained in accordance with the rule 15A NCAC 13B .0542 (f)(1). 6. Please remember that soil cover placement logs for the CDLF must be kept in the operating record on site. 7. Windblown waste management had improved since the last inspection. Windblown must be collected and properly disposed at the end of each workday. 8. An apparent effort had been made by the County to reduce the volume of vegetative material on site. 9. Some of the vegetative material on site was being used as a soil amendment on the slopes of the CDLF and Closed MSWLF. 10. SW staff provided clarification on yard waste management requirements for processing and recordation of temperatures. 11. Mr. Taylor with Golder stated he would be able to provide the County with a temperature log for the yard waste. 12. Since the last site visit the majority of the landfill had been mowed and trees and other woody vegetation had been removed from the side slope. Please continue to work to maintain the vegetation on the side slopes. 13. Continue to make repairs to any erosion on the side slopes. 14. SW discussed with the County better management practices for the electronic waste collection program. 15. At the time of the site visit the County had inmates working to collect windblown waste. 16. Windblown waste management has improved since the last inspection. Please remember that windblown must be collected and properly disposed at the end of each workday. 17. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
