Pursuant to Rule 15A NCAC 13B .020l(g), no later than February 03, 2020, the permittee must submit a request to the Section for permit renewal. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 1. The facility is permitted to receive non-hazardous solid waste from Bladen, Brunswick, Columbus, Cumberland, Duplin, Harnett, Hoke, Johnston, New Hanover, Pender, Robson, Sampson, and Scotland counties. 2. Records were reviewed during inspection. 3. Waste screening forms were available during this inspection. Please ensure screenings are done in accordance with Operations plan, which states, “At least one vehicle per week, but not less than 1% by weight of the waste stream entering the facility (based on the previous week’s total), will be randomly selected by inspection personnel.” This is at a minimum and any suspicious wastes should be removed to ensure compliance. 4. Facility is secured by fence/gate. 5. Roads in good condition. 6. Reviewed monthly report for September 2019. 7. Scrap tire records were viewed. Tires are removed by Central Carolina. 8. Recyclables were organized well and are sent to PRATT. No longer accepting glass in recycling. 9. Windblown waste appeared to be well managed. Some waste observed loading bay. The waste is picked up daily and as needed. 10. Firefighting equipment is present at the transfer facility. Directly across the drive from the tipping floor is a one-inch water hose available for fire suppression. 11. Tipping floor is washed daily. The push walls were clean and look well maintained. Continue to do a good job cleaning each day. 12. Leachate from tipping floor and loading bay is captured and pumped to a holding tank. “Safety Clean” takes leachate for proper disposal. 13. Upon inspecting loading bay, the trailer in loading bay and waiting to leave, had a slight leak from trailer door. This should be fixed immediately, as discussed onsite. 14. Certified operator certifications were checked in scale house. Derek Harris and Brandon Smith both had their Certified Transfer Station Operations Specialist certificates posted on wall. Both had an expiration date of December 6, 2021. 15. Copies of the permit and operations plan were onsite and available during the inspection. 16. White goods and scrap metal is piling up. Need to keep waste within confines of the impervious surface. Email David Powell within 30 days of receiving this inspection that the scrap metal has been hauled off please.
