Try to verify that there are no water supply wells within 150 feet (talk to Dan Bowser if you need some guidance) and then send Tracie Gorden a request to file a NRP for both soil and groundwater. The soil restriction can be for 5 feet on all sides and 5 feet below the heating oil UST.
