Bunnell-Lammons Engineering, Inc. (BLE) is pleased to submit this work plan to the North Carolina
Division of Waste Management (NCDWM) Solid Waste Section (SWS) for the Phase 2 construction
and demolition (C&D) landfill expansion area on behalf of Rutherford County, Odom Engineering,
PLLC (Odom), and McGill Associates (McGill). The work plan addresses the groundwater assessment
activities required by the SWS in support of the permit application (in progress) for the Phase 2 C&D
landfill expansion.
PROJECT INFORMATION
The project information below was obtained from multiple in -person and telephone meetings and
emails between BLE, McGill, Odom, Rutherford County, and the SWS.
The subject landfill site is located in Rutherford County, North Carolina, between the cities of
Rutherfordton and Spindale with a physical address of 656 Laurel Hill Dr, Rutherfordton, North
Carolina. Rutherford County owns and operates a closed Subtitle D municipal solid waste (MSW)
landfill and an active C&D landfill consisting of one waste unit designated Phase 1. The county
plans to expand the C&D landfill in an area designated Phase 2 which is approximately 17 acres and
construct one new approximate 5.5-acre C&D waste unit in the expansion area.
Rutherford County has retained McGill as design and permitting engineer for the project. Rutherford
County has also retained BLE (as a subconsultant to McGill) to provide design hydrogeologic services,
geotechnical engineering, monitoring plan services, and construction quality control services for the
project. Work on the project has begun. McGill has defined the limits of the expansion area and
developed a conceptual design plan. BLE has performed six (6) borings and installed five (5)
piezometers in the expansion area as part of the design hydrogeologic report (DHR).

Several discussions with the SWS occurred after the DHR work started. The SWS expressed concern
about development of a new waste unit in the expansion area due to an ongoing assessment of corrective
measures (performed by others) for the existing C&D and MSW waste units. As a result, the SWS
informed Rutherford County, McGill, and BLE that they will require a background assessment of the
groundwater quality in the expansion area as a condition of the permitting process for Phase 2.
Rutherford County, Odom, and McGill requested that BLE prepare this work plan to perform the
required sampling, analysis, data evaluation, and reporting for the background assessment.
WORK PLAN SCOPE OF SERVICES
The objective of this project is to collect and report the groundwater quality information required by
the SWS in support of the permitting process.
Work Plan Contents
Table 1— Groundwater Elevations and Well Data — This table includes all wells (piezometers,
groundwater monitoring wells, and landfill gas monitoring wells) in the facility records. Please
note that several of these wells may not currently exist; they may have been abandoned. The table
includes well construction information and the hydrogeology monitored by each well. Wells
selected for sampling as part of this plan have been highlighted in yellow. Water level data
collected by Scarlett Geophysical (October 2019) and BLE (November 2019) are presented on the
table. Please note that piezometers installed by BLE in the Phase 2 expansion area were not present
in October 2019.
• Table 2 -Background Sampling Matrix —Water Quality and Table 3 —Metals List -Background
Sampling — These tables include the laboratory and field parameters selected for analysis as part
of the work plan. The matrix includes those parameters currently utilized for monitoring of the
C&D waste unit plus dissolved metals.
• Figure 1- Composite Groundwater Elevation Contour Map (October & November 2019) — This
map shows the proposed limits of the Phase 2 C&D expansion area outlined in red and also includes
groundwater elevation contours for data from October and November 2019. The data indicates a
west-southwest groundwater flow direction in the Phase 2 expansion area. Based on our
preliminary review, these data appear to be similar to that in the historical facility records.
Sampling, Analysis, and Reporting Plan
BLE will provide the services of a geologist or environmental technician to conduct groundwater
sampling of the eight (8) wells identified on the tables. Water levels will be collected prior to each
sampling event. The wells will be purged and sampled within 24 hours of purging. We will attempt
to purge three (3) well volumes. If a well appears to be low yield, less than three well volumes
may be purged. Any well evacuated to dryness which does not recover within 24 hours will not
be sampled. Efforts will be made to reduce sample turbidity during sampling to reduce the potential
for false -positive metals results. Sampling logs will be prepared for each well sampled. Up to two
(2) sampling events approximately 30 days apart are proposed as part of this work plan.

• BLE will submit the groundwater samples to a North Carolina certified laboratory for analysis via
hand -delivery or overnight courier. The laboratory will perform the analyses indicted on the
matrix. Please note that field parameters will be measured in the field by BLE during sampling
and reported on the field sampling logs.
• BLE will compile, review, and evaluate historical groundwater elevation data and prepare
groundwater elevation contour maps (as the historical site data allows) to illustrate groundwater
flow direction at the site. A groundwater elevation contour map from each sampling event will be
included in each report. Supplemental historical maps may be included if necessary.
• BLE will prepare written reports for up to two (2) sampling events which will include a description
of field activities, sampling logs, summary tables, maps, laboratory data, and our conclusions and
recommendations. The reports will be submitted to the SWS for review.

control. This schedule does not include review time by McGill, Odom, or Rutherford County.
ASSUMPTIONS
We have assumed that any well identified in an approved sampling matrix will yield sufficient
groundwater for sampling. We have assumed that up to two sampling events will be required. We have
assumed that we may change the sampling plan based on the results of the first sampling event.
