The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On January 8, 2020, Chuck Kirchner met with Robbie Stone and Ron Taylor to conduct a comprehensive inspection of the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point,
Guilford County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material. 3. The facility creates engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment Plant (WWTP) is approved for use in the engineered soil mix. 4. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm. Facility may expand operational hours in the spring. Permit modification is not required to expand hours.
5. The facility permit, site plan, and operations plan were discussed.
6. The facility receives yard waste from the City of High Point collection operations and from businesses and residents. 7. The City of High Point collects leaves annually from about November through January. 8. Material is generally received from Guilford County.
9. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for City projects. 10. A new inbound scale has been added to the scale house. The old one was replaced due to age. The old
scale has been repurposed into a loading platform to load mulch. 11. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil. 12. Mulch is ground and put into windrows near the scale house on the north side of the facility. Leaf
material is staged south of the compost windrows. Leaf material is currently ground and added into the compost mix. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard waste storage and active composting and curing.
13. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height. Windrows shall be separated by a twenty-five foot fire lane. 14. Some logs are kept near the center of the facility and are given away to the public for free firewood according to Mr. Taylor. 15. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months. 16. Grass clippings are generally received at the facility from March through October. 17. The facility maintains windrow temperature records. Temperature records were observed for July 1, 2019 through January 6, 2020. Records indicate temperatures maintained at or above 55 degrees Celsius/131
degrees Fahrenheit for three days. 18. Temperatures of the windrows shall be taken from the center of the compost pile every fifty to sixty feet.
19. The facility maintains two temperature probes used for windrow temperature readings.
20. Onsite thermometers shall be calibrated per manufacturing specification or at least annually and records of calibration shall be maintained per 15A NCAC 13B .1406 (10).
21. The facility has inbound and outbound scales. The inbound scale has just been replaced due to the age of the old scale. Old Scale has been repurposed into a tractor trailer loading platform for mulch product.
22. Routine waste screenings of the received wastes are conducted at the scale house and where vegetative material is dropped off. No unpermitted wastes were observed on site.
23. The facility maintains records of the quantity, type, and source of material received for processing. The
amount of material received from July 2019 through January 8, 2020 is 11,543.42 tons. 24. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from July 1, 2019 through January 8, 2020 is 6,990.23 tons. 25. Mr. Stone stated that there is currently about 4,553.19 tons of material on site.

26. The facility did not receive incinerator ash during the last collection season/within the last year and a half due to incinerator problems at the WWTP. WWTP sludge has been rerouted to the Uwharrie Landfill according
to Mr. Stone.
27. When incinerator ash is received again the facility shall continue to obtain analysis test results from the WWTP.
28. The facility annual report (FAR) dated July 3, 2019 was received by the SWS. Material received for July 2018 through June 2019 is 19,929.89 tons. The amount of compost, mulch, and topsoil created is 18,778.38
tons, the amount sold is 11,615.69 tons, the amount stockpiled is 5,162.28 tons, and the amount used internally/not marketed is 2,000.00 tons.
29. The facility operates under NPDES permit # NCG240000 which expires September 30, 2022.
30. There is no erosion control plan at this facility. Total disturbed area appeared to be under one acre. If disturbed area is to exceed one acre at any time than an erosion control plan shall be submitted to and approved by NCDEQ Land Quality Section prior to grading activities.
31. The facility does not use odor control spray or fly spray.
32. There was no odor detected at the facility boundary.
33. Mr. Stone stated that there had been no odor complaints on this facility in the last sixteen years 34. The facility appeared to be graded appropriately to ensure positive stormwater drainage.
35. The facility has two tub grinders and two screeners.
36. Per 15A NCAC 13B .1406 (19) Compost Facility Training Requirements rule readoption states:
(a) Facilities permitted as Large Type 1, Large Type 2, all Type 3, and all Type 4 shall have an operator, supervisor, or manager trained in accordance with the requirements in G.S. 130A-309.25. No less than one trained operator, supervisor, or manager meeting the requirements of this Sub-item shall be onsite during the facility's operating hours or available at a phone number provided in the facility permit.
(i) Training in accordance with G.S. 130A-309.25(c) shall be required every five years.
(ii) Persons who have achieved and maintain compost operator certification by the US Composting Council Certification Commission or equivalent shall be considered as having met the training requirements in G.S. 130A-309.25 for the permitted facility.
(b) Owners or operators shall provide annual training for facility staff, including a review of the operations plan and permit documents.
(c) Documentation of training required in Sub-items (a) and (b) of this Item shall be maintained at the facility and made available to the Division upon request.
(d) Facilities permitted before the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within three years of the readopted effective date of this Rule. Facilities permitted after the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within 18 months of permit issuance.
37. 15A NCAC 13B .1410 Closure Requirements rule readoption states:
(a) When the permitted compost facility ceases operations, the owner or operator shall meet the following conditions:
(1) all feedstock and unfinished compost materials shall be removed from the site and taken to a permitted solid waste facility within 180 days;
(2) finished compost materials left onsite shall comply with G.S. 130A-309.05; and
(3) the owner or operator shall notify the Division in writing upon completion of the requirements of Subparagraph (1) of this Paragraph.
(b) When a permitted compost facility has been closed in accordance with the requirements of Subparagraph (a) of this Rule, the permit shall be terminated. Future compost operations at the site shall require submittal of a new permit application in accordance with Rule .1405 of this Section.

38. The City of High Point Fire Department can be contacted to address an emergency at the facility. 39. The facility is secured by a metal gate with lock. Personnel are on site during operating hours. 40. Access roads are of all-weather construction. 41. The facility has proper signage. 42. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001). Disaster debris shall be managed within the parameters of the facility permit.
