Dear Mr. Carr:

The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
a request to export approximately 26,375 cubic yards of fill from the Camp North End (CNE)
Brownfields Property. DEQ Brownfields reviewed the soil analytical data available for the
Brownfields Properties from the Report-Insitu Soil Characterization CIP Improvement Project
dated November 6, 2019 and additional information provided on January 6, 2020 via email from
Matt Ingalls of Hart & Hickman. In addition, DEQ reviewed metals data available from the
Charlotte Douglas International Airport (CLT Airport).

Based on our review of the data, the DEQ Solid Waste Section and DEQ Brownfield’s agree that
these soils may be exported as outlined in the table below. Other Beneficial Fill and Land Clearing
& Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the
receiving facility be identified and approved prior to export. The receiving facility should have
metals concentrations which are consistent with those from the Brownfields Property. This
evaluation has already been completed for the CLT Airport.

Upon determination of the receiving facility (if not CLT Airport or 1516 Statesville Avenue),
please contact us and we will assist you in determining if additional sampling is needed for the
receiving facility.

Notes:
1) Depth listed is total depth of available analytical data. Additional sampling would
potentially be required beyond these depths prior to export.
2) 1516 = Placement of soils at an off-site property at 1516 Statesville Avenue; CLT Airport
= Charlotte Douglas International Airport, CDLF = Construction & Demolition landfill;
MSWLF = Municipal Solid Waste landfill (MSWLF) facility.

All soil export must be conducted under a DEQ Brownfields approved Environmental
Management Plan (EMP). Per the CNE EMP, the soils will be field screened during excavation
prior to export from the property. If unanticipated impacts are identified during excavation, please
refer to the EMP for further actions and cease transfer until appropriate characterization can be
completed. In addition, in accordance with the CNE EMP, an annual Redevelopment Summary
Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil
including but not limited to, total volume, general description of field screening efforts, etc. should
be included with the Redevelopment Summary Report.
