The Solid waste completes a review of the permit application (FID 1357005) for Union County C&DLF, on top
of the closed unlined MSWLF, Permit No. 9001-CDLF-1998 and Union County Transfer Station, Permit No.
9005-TRANSFER-1999 and other non-disposal solid waste management units inside the landfill facility.

Our facility was inspected yesterday and Theresa Bradford of DENR inquired whether we had prepared permit renewals 
for the transfer station and c &d facility.  They expire May 13, 2019 and we were supposed to apply for renewal back in 
the fall.   I specifically remember seeing a letter early last year or in late 2017 that I believe was addressed to our then 
County Manager (that I looked for this morning but didn’t immediately find) stating something to the effect that due to 
staffing shortages in the permits area of DEQ that they were suspending permit renewals until further notice and I never 
saw any subsequent correspondence after that.  That’s irrelevant at this point however as we should have caught this 
ourselves. 

In any event I’m glad we got inspected yesterday so we could be made aware of the issue.  I spoke to Mr. Ming‐tai Chao 
this morning who followed up with the email below.  Please contact me as soon as possible so we can get the ball rolling 
on preparation of documents needed.  We have an excellent record of permit adherence and certainly wish to rectify 
this issue as soon as possible.  Thanks.

Dear Mr. Yvars:

Thank you to call in this morning and discuss the permit renewal application for both Union County Transfer
Station, Permit # 9005T-TRANSFER-1999 and the Union County CDLF unit on top of the closed unlined
MSWLF, Permit # 9001-CDLF-1998.  To assist you in preparing the permit application, please allow me to
reiterate the approaches and permit processes below:

If you locate the electronic copy of the permit renewal application for above-mentioned waste management
facilities which was sent to the Solid Waste Section (SWS) earlier, please re-send the application document to
Larry Frost at [e-mail] who can be also reached by phone at 828-296-4704 or 919-608-
3523. You can cc the document to my supervisor Sherri Stanley at [e-mail] who also can be
reached by phone at 919-707-8235.

Should the  permit renewal application is not available, please contact your consultant to prepare one and send
the application to Larry and Sherri on or before the permit expiration date of May 13, 2019. If you need more
time to prepare the permit application and can’t meet the deadline of May 13, 2019, please send a written
notification to Larry and request an approval of one-time extension, which may not be more than 60 days or a
time-frame that mutually agree between both sides.

Upon receiving the completed permit application document, Union County can continue operating the above-
mentioned waste management facilities according to the existing permit dated May 13, 2014(DIN 20697) until
the SWS makes the final permit decision.

If the permit application is approved by the SWS, the new permit for both CDLF and Transfer Station shall be a
life-of-site permit per NCGS 130A-294(a2), which shall not exceed 60 years.
