This letter report presents the results of the recently completed sampling at the C&D Landfill and constitutes the second semi-annual sampling event for 2019. The approved monitoring well network for the C&D Landfill consists of background wells CD -Is and -1d; compliance wells CD-2, -4 Rep, -7, and -9; and surface water sample location SW-3. CD-4 Rep was installed in January 2009 as part of the proposed Phase 1 C&D Landfill expansion. Monitoring well CD-7, formerly piezometer B-7, was added to the monitoring program in July 2014 as part of the Phase 2 C&D Landfill expansion. Monitoring well CD-9 was installed on March 19, 2017, as part of the Phase 3 C&D Landfill expansion. Field activities and sampling results for the groundwater and surface water samples are discussed below. Field Activities Groundwater samples from the Cabarrus County C&D Landfill were collected on November 5-7, 2019. Groundwater samples were collected from the monitoring wells by use of disposable, laboratory decontaminated TeflonT" bailers or a QED bladder pump system using low -flow sampling techniques. Monitoring well locations and the surface water location for the C&D Landfill are provided on Figure 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 1. Well construction details for each monitoring well are also provided in Table 1. These groundwater elevations were used to construct potentiometric contours for this sampling event and are presented on Figure 1. After depth to groundwater was measured, each well was purged prior to sampling to provide fresh formation water within the well water column. Each purge volume was measured for pH, Of WATER + ENVIRONMENT +TRANSPORTATION + ENERGY + FACILITIES Smith Ms. Jaclynne Drummond January 9, 2020 Page 2 conductivity, turbidity, temperature, dissolved oxygen, and oxidation-reduction potential using a YSI Pro Plus multi -parameter water quality meter and Micro TPI or TPW turbidity meters. The water quality parameters at the time of sampling are presented in Table 2. The headspace of each monitoring well was screened for methane gas using a RKI Eagle multi -gas monitor. Screening results are provided in Appendix A. Sampling Results Pace Analytical Services, Inc., located in Peachtree Corners, Georgia, analyzed the groundwater samples for North Carolina Appendix I volatile organic compounds (VOCs) plus tetrahydrofuran, North Carolina Appendix I metals plus iron, mercury, and manganese, alkalinity, total dissolved solids (TDS), chloride, and sulfate with the exception of CD-4 Rep. Samples collected from CD-4 Rep were analyzed for North Carolina Appendix I VOCs and metals. SW-3 was dry during the November 2019 sampling event. In a letter dated May 28, 2019, the Solid Waste Section requested that all groundwater and surface water samples collected from landfills be analyzed for 1,4-dioxane after July 1, 2018. On July 1, 2019, the Solid Waste Section approved the removal of 1,4-dioxane from the sampling program due to two consecutive non -detect events (January and May 2019). The analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the method reporting limit (MRL). All monitoring wells for the C&D Landfill had detections of analytes above the MDL but below the MRL. These detections were qualified as estimated or "J" flags. All detections of copper and zinc were qualified with "B" flags, indicating that the analytes were detected in the associated method blank. Detections of lead in samples collected from CD-2, -7, and -9 were qualified with "B" flags. In samples collected from CD-1s and -1d, TDS was qualified with an "H1" flag, indicating that the analyte was analyzed outside of hold time due to laboratory error. The following list indicates the analytes detected above the MRL at each sampling location. No "J" flag detections are provided. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) or Interim Maximum Allowable Concentration (IMAC) Standard. These constituents along with their location are listed below. Cobalt: CD-2, -4 Rep, and -9 Vanadium: CD-1s, -1d, -2, -7, and -9 Tetra chloroethene: CD-7 A duplicate sample was analyzed for quality control. The duplicate sample, identified as DUP3, was collected from CD-9. The duplicate sample had similar analyte concentrations as those detected in CD-9, with the exception of an estimated detection of trichloroethene in the parent sample below its NC 2L Standard. Metals detected above the standards are likely naturally occurring based on concentrations in the background monitoring wells or are from elevated turbidity at the time of sample collection. Benzene and an estimated detection of tetra chloroethene were detected in monitoring well CD-7 above their 0 Smith Ms. Jaclynne Drummond January 9, 2020 Page 4 respective NC 2L Standards. This was the first detection of benzene above the NC 2L Standard at CD-7. Note that the NC 2L Standard for benzene is 1 part per billion (ppb) and it was detected at 1 ppb. Tetra chloroethene was previously detected above the NC 2L Standard in January and May 2019. Additionally, vinyl chloride was detected above its NC 2L Standard during the January and May 2019 sampling events, but was not detected above the MDL in samples collected from CD-7 during the November 2019 sampling event. A groundwater monitoring well will be installed at the compliance boundary near CD-7 to determine if further assessment is needed. A complete summary of all detected constituents from the November 2019 sampling event is presented in Table 3. The laboratory analytical report is provided in Appendix A. The next semi-annual sampling event will be completed in the spring of 2020.
