The site location is presented in Figure 1. The Closed Landfill is permitted by the North Carolina Department of Environmental Quality (DEQ), Division of Waste Management (DWM), under Permit No. 58-02, which requires semiannual monitoring of groundwater and surface water quality. This report, prepared by Anchor QEA of North Carolina, PLLC, is being submitted in accordance with monitoring requirements for closed landfills as stipulated in DEQ DWM Permit No. 58-02 issued to the Madison County Solid Waste Department, with regulations codified in the DEQ Solid Waste Management Rules, Title 15A, Subchapter 13B, Section .1600 of the North Carolina Administrative Code (15A North Carolina Administrative Code [NCAC] 13B .1600). This report describes the second semiannual groundwater and surface water quality monitoring event performed in 2019. The water quality monitoring network for the Closed Landfill consists of four monitoring wells (MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD), a background groundwater quality sampling location (BG SPRING OLD), and two surface water sampling locations (SW-01 OLD [upstream] and SW-02 OLD [downstream]) located along Profitt Branch (Figure 2). Monitoring wells MW-03 OLD and MW-04 OLD are installed in bedrock near the top of a ridge in the western part of the landfill parcel. Monitoring wells MW-01 OLD and MW-02 OLD are at lower elevations within topographic drainages in the southern part of the landfill parcel and are screened in the upper saturated zone. The water sample collected from background sampling location BG SPRING OLD is treated as a groundwater sample for the following reasons: • Groundwater does not discharge to the ground surface at the sampling point. • Construction of the sampling point is similar to that of a temporary monitoring well and is located upslope and upgradient of a springhead. • The sampling point consists of a PVC casing extending below ground surface with a screened interval from which groundwater is collected and recharges. Fall 2019 Semiannual Water Quality Monitoring Report 1 January 2020 2 Methods Groundwater samples and a surface water sample were collected at the Closed Landfill by Anchor QEA personnel on October 17, 2019. 2.1 Monitoring Well Sampling Methods Prior to groundwater sample collection from the monitoring wells, the static water level was measured and recorded to calculate the well's volume. At each sample location, an initial round of field parameters (consisting of pH, specific conductivity [SC], dissolved oxygen [DO], oxidation reduction potential [ORP], turbidity, and temperature) was measured and recorded. Water level measurements, field parameters, and observations pertaining to water quality are included in the sampling logs in Appendix A. 2. 7. 7 Monitoring Wells MW-01 OLD, MW-02 OLD, and BG SPRING OLD Following initial field parameter collection, groundwater monitoring wells MW-01 OLD and MW-02 OLD and sampling point BG SPRING OLD were each purged using a new disposable polyethylene bailer. MW-01 OLD and BG SPRING OLD were purged and sampled with a disposable bailer due to poor well access. MW-02 OLD was purged and sampled with a disposable bailer because this monitoring well recharges too slowly to be sampled via low -flow methods. As each consecutive well volume was removed with the bailer, an additional round of groundwater parameters was recorded. Each well was purged until a minimum of three well volumes had been removed and field parameters had stabilized, or until the well had been bailed dry. Monitoring well MW-02 OLD, which was bailed dry after approximately two well volumes had been purged, was allowed to recharge prior to collecting the groundwater sample. A groundwater sample was collected by a technician wearing a new pair of non -reactive nitrile gloves. Each sample was placed directly into laboratory -supplied sample containers. 2. 7.2 Monitoring Wells MW-03 OLD and MW-04 OLD Monitoring wells MW-03 OLD and MW-04 OLD were purged and sampled with a bladder pump using low -flow techniques in accordance with the procedures described in Low -Flow (Minimal Drawdown) Ground -Water Sampling Procedures (Puls and Barcelona 1996). During purging, pH, SC, DO, ORP, turbidity, and temperature were measured and recorded approximately every 3 minutes. Well purging continued until these parameters had stabilized for three consecutive readings. The following required stabilization criteria have been established by the U.S. Environmental Protection Agency (EPA) Region 4 Science and Ecosystem Support Division Operating Procedure: Groundwater Sampling (EPA SESD 2017): • pH values within ± 0.1 unit Fall 2019 Semiannual Water Quality Monitoring Report 2 January 2020 • SC values within ± 5% Temperature, DO, and turbidity values within ± 10% Following stabilization of these parameters, a groundwater sample was collected by a technician wearing a new pair of non -reactive nitrile gloves. Each sample was placed directly into laboratory -supplied sample containers. 2.2 Surface Water Sampling Methods Surface water samples SW-01 OLD and SW-02 OLD are collected semiannually at designated locations along Profitt Branch, which flows adjacent to the Closed Landfill's southern boundary in a westerly direction (Figure 2). The surface water sample collected at the SW-01 OLD location is interpreted to represent surface water quality upstream of the Closed Landfill, and the surface water sample collected at the SW-02 OLD location is interpreted to represent surface water quality downstream of the Closed Landfill. Surface water sample SW-01 OLD was not collected during the fall 2019 sampling event due an absence of surface water. For the sample SW-02 OLD, one set of field parameters, including temperature, pH, SC, DO, ORP, and turbidity was measured and recorded at the surface water sampling location prior to sample collection (Appendix A). The one surface water sample was collected and transferred into laboratory -supplied sample containers by a technician wearing a new pair of non - reactive nitrile gloves. 2.3 Domestic Well Sampling Methods Anchor QEA personnel attempted to contact the resident of the property owned by Mrs. J.V. Edwards (99 Log Branch Road, Marshall, North Carolina) but was not able to make contact. As such, Anchor QEA was unable to collect a sample from the water supply well (DW-01) owned by Mrs. Edwards during the fall 2019 sampling event. 2.4 Sample Handling, Documentation, and Analysis Field parameters and additional observations pertaining to water quality sampling at the Closed Landfill sampling locations are provided in the sampling logs in Appendix A. Following sample collection, groundwater and surface water samples were immediately placed on ice in sample coolers for transport to Prism Laboratories, Inc. (Prism), a laboratory certified in North Carolina and located in Raleigh, North Carolina. Anchor QEA submitted all collected groundwater and surface water samples to Prism for the following analyses: Appendix I volatile organic compounds (VOCs), using EPA Method 8260B — Appendix I parameters are identified in Appendix I of the Code of Federal Regulations, Title 40, Part 258 (40 Code of Federal Regulations 258). Fall 2019 Semiannual Water Quality Monitoring Report 3 January 2020 • Eight Resource Conservation and Recovery Act (RCRA) metals, using EPA Methods 601 OD and 7470A • 1,4-Dioxane, using method 8260SIM The North Carolina DEQ, DWM Solid Waste Section (SWS) issued the memorandum "1,4-Dioxane Analysis, Solid Waste Section Limits, and Laboratory Analytical Methods", dated May 29, 2018, which requires the analysis of 1,4-dioxane at landfills after July 1, 2018 (DEQ 2018a). Per this memorandum, 1,4-dioxane was included in the sampling suite for site monitoring wells and surface water samples during the fall 2019 sampling event. A summary of laboratory analyses performed on the samples is provided in Table 1. Trip blanks, provided by the laboratory and stored in each sample cooler, were analyzed for Appendix I VOCs and 1,4-dioxane. Proper chain -of -custody documentation procedures were followed during collection and transport of each sample. The laboratory analytical reports and chain -of -custody documentation are included in Appendix B. Fall 2019 Semiannual Water Quality Monitoring Report 4 January 2020 3 Findings The field parameter data and laboratory analytical results for the groundwater, surface water, and trip blank samples collected at the Closed Landfill are included in Appendices A and B, respectively, and are also submitted separately to the DEQ DWM SWS in the Electronic Data Deliverable format (DENR 2014). All laboratory analytical results were reported and appropriately qualified as follows: • Non -Detections: Non -detections are values reported by the laboratory as "below method detection limits (MDLs)" and are flagged with a "U" qualifier in Table 2. The MDL is the minimum concentration of a substance that can be measured and reported by a laboratory with 99% confidence that the constituent concentration is greater than zero. • Estimated or "J" Qualified: A "Y' qualifier is used by the laboratory for parameters that are detected at estimated concentrations greater than the MDL but less than the laboratory's method reporting limit (MRL). The MRL is the minimum concentration of a target analyte that can be accurately determined by the referenced method. • Groundwater Quality Standards: Detected concentrations of constituents in groundwater samples were compared to applicable North Carolina groundwater quality standards. For most constituents, this standard is the 2L standard, defined in 15A NCAC 02L .0202. Detected concentrations of analytes in groundwater with no established 2L standard were compared to the interim maximum allowable concentrations (IMAC) for Class GA and GSA groundwater (in accordance with 15A NCAC 02L .0202). For the purposes of this report, groundwater standards were taken from the October 15, 2018 list published by the North Carolina SWS (DEQ 2018b). • 2B Standard: Detections of analytes in surface water samples were compared to the surface water quality standards described in 15A NCAC 02B (213 standards). Hardness -dependent 2B surface water standards were calculated using the average analyzed hardness value (calculated from the upstream and downstream surface water sampling location results) via the most stringent hardness -dependent metal calculation. Table 2 summarizes the field parameter results and laboratory analytical results for detected constituents. The following discussion outlines constituents detected at concentrations that exceeded their respective groundwater quality standards or 2B standards. 3.1 Groundwater The following sections summarize the results of field parameter and laboratory analyses of groundwater samples collected on October 17, 2019. Fall 2019 Semiannual Water Quality Monitoring Report 5 January 2020 3.7. 7 Field Parameters The pH readings obtained from monitoring wells MW-01 OLD, MW-03 OLD, and BG-SPRING OLD (6.07 to 6.48 Standard Units [SU]) were less than the range for pH (6.5 to 8.5 SU) specified in the 2L standard (Table 2). The pH readings obtained from monitoring wells MW-02 OLD (7.06) and MW-04 OLD (6.57) were within the 2L standard. Turbidity in the monitoring wells ranged from 1.92 Nephelometric Turbidity Units (NTUs) in monitoring well MW-03 OLD to 98.3 NTUs in MW-01 OLD. Measured DO values ranged from 0.58 milligrams per liter (mg/L) in MW-03 OLD to 7.66 mg/L in MW-02 OLD. Specific conductivity values ranged from 154.9 microsiemens per centimeter (pS/cm) in BG-SPRING OLD to 1,007 pS/cm in MW-03 OLD. ORP values in the monitoring wells ranged from -29.3 millivolts (mV) in MW-03 OLD to 151.9 mV in BG-SPRING OLD (Table 2). These parameters do not have established groundwater quality standards. Concentrations of field parameters are generally consistent with historical concentrations. 3.7.2 RCRA Metals Four metals (arsenic, barium, chromium, and lead) were detected in groundwater samples collected from one or more monitoring wells (Table 2). Except for barium, these detections were all estimated concentrations (J-flagged) and occurred in a maximum of two of the wells. Only barium exceeded its 2L standard of 700 micrograms per liter (pg/L) in the samples collected from two monitoring wells, MW-03 OLD (920 pg/L) and MW-04 OLD (720 pg/L). Barium was also detected at 130 pg/L in the background sampling location, BG SPRING OLD. 3.7.3 Appendix 1 VOCs and 7,4-Dioxane Twelve VOCs were detected in groundwater samples collected from one or more of the monitoring wells (Table 2). Of the detected compounds, three (1,4-dichlorobenzene, 1,4-dioxane, and vinyl chloride) were detected at concentrations above the associated groundwater quality standard. These exceedances occurred in a single monitoring well, MW-01 OLD, as follows: • 1,4-Dichlorobenzene at 6.0 pg/L • 1,4-Dioxane at 9.0 pg/L • Vinyl chloride at 0.96 pg/L The VOC detections are generally consistent with historical data. 3.2 Surface Water The following sections summarize the results of laboratory and field parameter analyses of surface water sample SW-02 OLD. Fall 2019 Semiannual Water Quality Monitoring Report 6 January 2020 3.2. 7 Field Parameters The pH reading collected from SW-02 OLD was 8.01 SU. The reading was within the 2B standard range established at 6.0 to 9.0 SU. The turbidity reading collected from SW-02 OLD was 2.74 NTUs. The reading was below the 2B standard of 50 NTUs. The DO reading collected from SW-02 OLD was 11.28 mg/L. The value is within the 2B standard for Class C waters (greater than or equal to 5.0 mg/L). The SC measurement in SW-02 OLD was recorded at 186.4 pS/cm. The ORP value for this sample was recorded at 113.1 mV (Table 2). These parameters do not have established surface water quality standards. 3.2.2 RCRA Metals One metal was detected in the surface water sample collected at SW-2 OLD. Barium was detected at a concentration (46 pg/L) less than its respective 2B standard in SW-02 OLD (Table 2). 3.2.3 Appendix 1 VOCs Acetone was detected in the sample collected from SW-02 OLD at 6.0 pg/L, which is below the 2B standard of 2,000 µg/L. Acetone is a common laboratory artifact. No other VOCs were detected in the surface water sample. 3.3 Site Hydrogeology Groundwater levels were measured in the four monitoring wells, MW-01 OLD, MW-02 OLD, MW-03 OLD, and MW-04 OLD, at the Closed Landfill at depths of 6.39, 8.16, 42.42, and 43.33 feet below the top of the well casing (TOC), respectively (Appendix A). The spatial distributions and screened intervals of the monitoring wells at the Closed Landfill prohibit an accurate calculation of groundwater flow direction. However, within the upper saturated zone, the shallow groundwater is interpreted to generally mimic topography, flowing primarily southward toward Profitt Branch. The Closed Landfill is situated on the southwest side of a knoll with an elevation of approximately 2,100 feet above mean sea level and slopes downward toward Profitt Branch. Fall 2019 Semiannual Water Quality Monitoring Report 7 January 2020 4 Summary Anchor QEA completed the second semiannual water quality monitoring event of 2019 at the Closed Landfill on October 17, 2019. Table 1 summarizes the sampling and analyses that were performed. Table 2, the field sampling logs (Appendix A), and the Prism Reports of Laboratory Analysis (Appendix B) provide detailed analytical results and field data related to groundwater and surface water quality at the Closed Landfill. The following bullets summarize the results of the sampling event: • The detected concentration of barium exceeded its 2L standard of 700 pg/L in the samples collected from two of the monitoring wells, MW-03 OLD (920 pg/L) and MW-04 OLD (720 pg/L). Barium was also detected in the background monitoring well at 130 pg/L. • Three VOCs, 1,4-dichlorobenzene (6.0 pg/L), 1,4-dioxane (9.0 pg/L), and vinyl chloride (0.96 pg/L) were detected in the sample collected from MW-01 OLD at concentrations exceeding the associated groundwater quality standards (2L standards). These detections are comparable to analytical results since spring 2018. • The measured depths to groundwater in the upper saturated zone within the topographic drainages at the landfill ranged from 6.39 to 8.16 feet below TOC. The groundwater depths in the bedrock monitoring wells at top of the ridge ranged from 42.42 to 43.33 feet TOC. The shallow groundwater is interpreted to generally mimic topography, flowing primarily southward toward Profitt Branch. 4.1 Future Activities Anchor QEA will continue to measure field parameters and collect water quality samples from groundwater and surface water monitoring points associated with the Closed Landfill. Water quality samples will be submitted to a North Carolina -certified laboratory for analysis of RCRA metals and Appendix I VOCs, including 1,4-dioxane, on a semiannual basis. The next sampling event is scheduled for March 2020.
