The facility is located on the east side of New Hope Road south of the closed Wilders Grove Landfill. The facility address is: 900 New Hope Road Raleigh, NC 27602 (919) 250-2728 The Yard Waste Center accepts only land clearing debris, yard waste, unpainted wood waste, and silvacultural waste. Materials are accepted for treatment and processing or composting only. No disposal is conducted at the Yard Waste Center. This facility is a Large Type 1 facility on the basis of the definition contained in Section .1402 (f)(1) and (f)(7) of the Solid Waste Regulations. Portions of the facility are occasionally used to process storm debris from hurricanes, ice storms, and other natural disasters. Such debris may be processed by City staff or by a US Army Corps of Engineers contractor. These activities are generally confined to the permitted processing areas. Finished compost, wood chips, mulch, and leaves are sold directly to the public after processing. City departments use finished product at no charge for various applications. 1.2 Observed Violations On August 30, 2017, a Facility Compliance Inspection was conducted by the NCDEQ, DWM, Solid Waste Section followed by two follow-up inspections on October 31, 2017, and December 6, 2017. The following violations were observed: • Windrow dimensions for active composting shall not exceed 8 feet in height x 15 feet in width unless approved by Division. o The facility is now in compliance with this requirement. • Stockpiling of all feedstocks and finished product must be limited to a maximum of 30 feet in height by 50 feet in width. • The leaf storage area did not have any discernable windrows at the time of the inspection and appeared to be over one acre in size. • City of Raleigh, Yard Waste and Recycling Facility needs to immediately stop adding incoming material to the stockpile (backlog) areas. 1.3 Facility Modifications This mitigation plan is constructed in phases to allow for budget approval steps. The priority will be to process all incoming material (feedstock) into composting windrows and stop adding material to backlog stockpiles. The second priority will be to address a large stockpile area east of the scale house that was created using Hurricane Mathew Debris, herein referred to as stockpile 1, and one large stockpile north of the scale house, herein referred to as stockpile 2. Both stockpiles are shown in Appendix A, Figure 1. Yard Waste Center Inspection Mitigation Plan (Rev. 1) — January 2017 City of Raleigh Yard Waste Center 1.4 Source of Waste Processed The Yard Waste Center is intended to serve the residents and businesses of the City of Raleigh and Wake County, as was established in the 2017 Permit Renewal. The City intends to accept yard waste from Wake County or other local governments as needed on a mutually agreeable basis. The City does anticipate the need for additional personnel and equipment to manage both stockpiles in addition to the current volume of incoming material. The following information completes this Section: Appendix A — Figures "Site Map with Existing Stockpiles", Figure 1 Yard Waste Center Inspection Mitigation Plan (Rev. 1) — January 2017 City of Raleigh Yard Waste Center 2 Inspection Mitigation Plan 2.1 Phase 1 - Initial Corrective Action • An area south of the leaf stockpile within the permitted operating plan has been cleared and properly graded. In this location, all incoming leaf collection material from 2017 will be placed in stockpiles that meet permitted requirements. • All incoming material will be processed and placed into windrows beginning immediately. No incoming material will be added to the backlog stockpiles. To achieve this, the City will need to purchase additional equipment and increase staff resources. • The Yard Waste Center will procure needed rental equipment to process all incoming material and improve the sites operational layout, allowing material to be processed more efficiently. • All windrows have been processed from the operational area closest to the paved pad south of the scale house. This area will be graded to improve drainage. Once this area is graded, it will be used for compost production and stockpile 1 will be removed. • The Yard Waste Center will complete a Business Plan in preparation for Fiscal Year 2019 Budget. The plan will include any additional equipment and personnel needed to process all incoming material in a timely manner to prevent future backlog of unprocessed material as well as processing stockpile 2 and the leaf stockpile. • A sample collected from Stockpile 2 was tested for STA Certification and passed. 2.2 Phase 2 - Modification of "The City of Raleigh Yard Waste Center Operations Plan" The City of Raleigh Yard Waste Center Operations Plan will be modified to reflect the revisions needed to facilitate the processing of all incoming materials into marketable products. The Yard Waste Center projects to be operating 100% in accordance with the new operations plan by February 2019. The Yard Waste Center will procure needed equipment identified during the business plan development to operate in accordance with the new operations plan. The needed equipment will not be received before February 2019 at the earliest. The rental equipment procured in phase 1 will be utilized until then to maintain compliance. 2.3 Phase 3 - Processing of Stockpile 2 and Leaf Stockpile • The City of Raleigh Yard Waste Center is exploring the possibility of utilizing an external contractor to assist in removing all or a portion of the stockpiled material. The possibility of utilizing an external contractor to assist in rearranging stockpile 2 onsite is also being explored. Yard Waste Center Inspection Mitigation Plan (Rev. 1) — January 2017 City of Raleigh Yard Waste Center • If the decision is to separate and rearrange stockpile 2 onsite, the City of Raleigh personnel or contractor will break up stockpile 2 and place the material in the designated areas shown in Appendix A, Figure 2. What remains of stockpile 2 and the material being placed in designated areas will be placed in stockpiles that meet permitted requirements. • Material from stockpile 2 may also be used to repair erosion on Wilders Grove Landfill. • The screening of stockpile 2, or its multiple smaller piles after rearranging, will resume by February 2019, once additional resources are procured. o Material from the leaf stockpile will be added to windrows during construction of the compost windrows. o The mulch material will be collected in stockpiles that meet the permit requirements and sold. o The compost (fines) will be collected in stockpiles that meet the permit requirements and sold. o The overs will be collected and placed in windrows for composting. • The plan will have a goal to process, sell or rearrange all material in stockpile 2 and the leaf stockpile within two years. Any material that has not been processed at that time will be stockpiled to meet the permitted requirements.
