(S+G) has prepared this request to fully restore the Flowers LCID landfill to open space within the developing community of San Marino (see Master Plan attached). In consideration of the development of the subdivision, impacts to the existing landfill will occur along the northeast and southwest sides of the site depicted in Figure 1 (attached). Based on historical operations and current investigations, it is feasible that the existing debris areas can be excavated and sorted in such a manner that only topsoil and/or concrete may remain. This plan is proposed to outline the methods and measures to be taken to assure a stable and inert open space may remain. Background As the Division may be aware, the site was originally owned by the late Mr. Billy Flowers'. At the time of purchase by Mr. Lynch, the site was under a Notice of Violation'. In order to recapture the property for future development, Mr. Lynch agreed to remediate through excavation and processing of the existing landfill under 15A NCAC 13B 0.300. Following the recession in 2008-2009, Mr. Lynch sought temporary closure of the facility3 in a manner that could be resumed in the future. Throughout the prior remedial efforts prior to 2009, no materials other than those classified as LCID were encountered. Existing Conditions In 2009, the site was confirmed with interim closure of 12" of soil and vegetated. As shown in Figure 1, the site is surrounded by a berm that centralized processing operations on the site. Within the limits of this berm, unprocessed debris remains. One (1) additional area on the eastern portion of the site also includes unprocessed debris. The eastern portion of the site was demonstrated to be clean based as previously documented in 2009 and includes a processed topsoil stockpile and a small pile of two (2) inch coarse inert and woody debris materials considered as "overs" from the prior screening process. A test pit investigation was also conducted in November within the unprocessed LCID areas and is shown on Figure 1. The test pits revealed greatest debris thickness at 12' as each investigation was terminated into natural ground. Proposed Sorting Operation The site will include complete removal (excavation) of materials that are proposed within the sub -divided home parcels. The excavation of these areas will occur into natural ground and will include the identification of woody debris such as stumps, logs, and large limbs. Once identified, these materials will be separated or loaded out and hauled to other areas of the overall subdivision development (attached) for burning, grinding, or other processing within ongoing clearing and grubbing operations. The excavated areas within the subject property, specifically shown as unprocessed LCID, will include both horizontal (by dozer) and vertical separation (by excavator). The horizontal separation will include stripping of interim closure layers followed by pushing of unprocessed landfill materials with a typical dozer mounted "root rake" allowing separation of woody debris from soil for sorting, loading, and hauling to other areas of the development. The sorting will generally include pushing debris/soil from the northwest side of the site to the southeast side of the site over top of the previous clean areas to disburse the layers for woody waste identification. Final Development Final development of the site will include a gently graded field (open area) consisting of topsoil, excess fill soils, and concrete debris that could be classified as "beneficial fill" that will be stabilized and vegetated. Documentation The site operations will include daily logs and weekly photo logs as well as rough (load counts) estimates of woody debris removed. Furthermore, any materials that are not classified as LCID will be identified, removed, and disposed at an appropriately permitted landfill facility. In the event, materials are encountered that are of potential environmental concern, sampling and analysis may be warranted and will be communicated on a case by case basis with the department for appropriate action. Once the site is restored, this documentation will be submitted to NC DEQ for review and request to remove further deed restrictions and no further action to render the site clean for unrestricted use.
