HomeMy WebLinkAbout16056_Imperial Campus II_Email_20171025All – thank you for taking the time to get back with me today on the status of the Imperial Tobacco redevelopment. Although it was long in coming, I have now been able to complete my review of the Initial Abatement Action Report, Former Imperial Tobacco Site (Duncklee & Dunham, December 6, 2016), which I received back in March of this year. This report documents the UST and contaminated soil excavation work performed in July and August 2016 at the site. I understand that the City of Greenville is in the process of selecting a developer for this project. As Roger, Christian and I discussed this morning, shortly after a developer is selected, it would be appropriate to pull the technical team together including myself, Cardno, and Duncklee & Dunham staff in coordination with the City and their developer to review the available site data, and discuss the locations on the Brownfields Property where residual contaminants are located and what that may mean for the location of the planned redevelopment components. Of special interest is the evaluation of the locations of any planned residential, and especially ground floor residential, uses with respect to known site contaminants that exceed residential screening levels, and to ensure that any potential vapor intrusion risk can be mitigated through location of the design components and/or other mitigating measures. As a requirement of your recorded Brownfields Agreement, physical redevelopment of the Brownfields Property may not occur without an approved Environmental Management Plan (EMP) for that specific phase of work. A draft EMP for this next phase of redevelopment was submitted to me by Duncklee & Dunham this past May, but realistically, we need a better understanding of the redevelopment before modifying that draft and proceeding. As discussed with Roger and Christian, it looks like sometime in the early part of 2018 might be a good time to arrange that meeting.
