Area 2-A Former Whitaker Park RJ Reynolds Industrial Property ("Whitaker Park") Revised Further Assessment Work Plan for WPDA Area 2-A Reynolds Boulevard Winston-Salem, Forsyth County Brownfields Project Number 22067-18-034 ECS Project No. 49-7968-B Dear Ms. Eckard: The North Carolina Department of Environmental Quality's ("NCDEQ") Brownfields Program (the Program) has previously determined that certain assessment would be required for completion by WPDA, Inc. as part of the Brownfields process. ECS Southeast, LLP ("ECS") was contracted to do the assessment work on behalf of WPDA, Inc. Subsequently, the Program indicated in an April 2, 2019 e-mail to ECS that "if the PD intends to install sub -grade level ventilated parking or ground floor parking with residential units above, the elevator shafts in Buildings 2-1 and 2-2 should be evaluated for VOCs, and in particular, TCE.". Subsequent elevator condition assessment research and follow up correspondence with the Program has indicated that indoor air and sub -slab sampling adjacent to each elevator shaft would be sufficient due to the sub -standard or inoperable condition of the elevators in Building 2-1 and Building 2-2. That Program correspondence also indicated that in addition to the EPA Method TO-15 analyte list, that fumigants would also be required to be analyzed. Therefore, on May 29, 2019, ECS submitted a work plan (ECS Project No. 49-7968-B) that was developed in response to April 2, 2019 e-mail and additional Program correspondence, and in accordance with the Environmental Site Assessment Work Plan Minimum Requirement Checklist, NCDEQ Brownfields Program — November 2018. Since the submittal of the May 29, 2019 dated work plan, building plans have been updated to incorporate additional residential units on the basement level of Building 2-1 and Building 2-2 of Area 2-A. Subsequently, additional Program e-mail correspondence to Kilpatrick Townsend & Stockton, LLP (Kilpatrick), the legal council of the Prospective Developer (PD), dated June 28, 2019, indicated that further assessment would be required. The further assessment requested by the Program included additional soil and groundwater sampling at key locations throughout Area-2A, based upon a conceptual preliminary master plan dated March 22, 2019 (Confidential). Additional further assessment requested by the Program included sub -slab vapor sampling from the basement level of Building 2-1 and 2-2, due to the newly incorporated plans dated March 22, 2019, that illustrate future residential use. Those plans also illustrate that of the four existing elevators, only one, identified as the freight elevator in Building 2-1 will be retained. Three new elevators are also depicted on those plans, one in Building 2-2, and two nested together in one location within Building 2-1. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 1.0 INTRODUCTION The North Carolina Department of Environmental Quality's ("NCDEQ") Brownfields Program has previously determined that certain assessment would be required for completion by WPDA, Inc. as part of the Brownfields process. ECS Southeast, LLP ("ECS") has been contracted to do the assessment work on behalf of WPDA, Inc. Assessment work was previously conducted in and around multiple buildings located on Areas 1, 2, and 4. The current Brownfields phase focuses on Area 2. Area 2 has now been divided into two redevelopment areas which are identified as Area 2-A and Area 2-B. Focus on Area 2-A is resultant from substantial interest in that area. Plans include renovation of two buildings within Area 2-A, which are identified as Buildings 2-1 and 2-2. Building 2-1 is the larger of the two buildings. All other development in Area 2-A will be new construction. Figure 1 depicts the site vicinity overlain a portion of the 7.5 minute USGS Rural Hall, NC topographic map. Figure 2 illustrates the site location overlain 2015 aerial photography. Figures 1 and 2 also indicate the locations of Area 1, 2, and 4. Former sub -slab soil vapor sample identified as SG-26 was collected on July 7, 2017 from Building 2-2. Laboratory EPA Method TO-15 analytical results for volatile organic compounds (VOCs) did not indicate an exceedance of either the Division of Waste Management (DWM) NCDEQ Residential or Non -Residential Vapor Intrusion Screening Levels (VISLs). However, a concentration of Trichloroethene (TCE) reported at 9.0 fag/m3 was reported. The published Residential VISL for TCE at the time of that sample collection was 13.9 pg/m3. Current and historical soil vapor analytical results from Buildings 2-1 and 2-2 have been summarized on the included Table 1. Soil vapor sample locations are depicted on the included Figure 3. Historical soil sample locations are depicted on Figure 4. Since 2017 no definitive source of the TCE reported in SG-26 has been identified. Additionally, due to the recent heightened awareness of the environmental risks posed by TCE, particularly in what is designated for residential reuse, further evaluation was needed per Program correspondence to ECS and dated April 2, 2019. Project correspondence for Area 2-A has been included herein as Attachment 1. Figure 5 is a redevelopment concept map that depicts the boundaries between Area 2-A and 2B. As such, the Program's previous review of the existing environmental assessment information indicated a request for more data in select area(s) of the project site's focus area, Area 2-A. Additional review of the existing data was also performed by ECS. Following that review, ECS prepared a letter dated December 19, 2018 recommending two additional sub -slab soil vapor samples be collected from Building 2-2 on either side of the previous sub -slab soil vapor sample identified as SG-26. The Program indicated that plan was agreeable in an e-mail correspondence dated January 17, 2019 and ECS moved forward with that plan. The additional information was subsequently gathered on January 29, 2019 via the collection of the two authorized sub -slab soil vapor samples (SG-26A and SG-26B). Those samples (SG-26A and SG-26B) were collected from Building 2-2 in accordance with the approved work plan dated December 19, 2018 from the locations illustrated on Figure 6. The samples were analyzed for the full list of VOCs targeted by EPA Method TO-15. Laboratory analysis was performed by H&P Mobile Geochemistry, Inc. and did not detect target VOCs above the NCDEQ DWM Residential or Non -Residential VISLs (February 2018). The results were summarized in correspondence dated February 19, 2019 from ECS to the Program. Following the Program's review of the February 19, 2019 dated results summary and other existing site information, e-mail correspondence to ECS dated April 2, 2019 indicated a request WPDA, Inc. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 for additional environmental assessment. A scope of work for the additional requested environmental assessment items was presented in a May 29, 2019 dated Proposed Work Plan for Sub -Slab Soil Gas and Indoor Air Quality Sampling Adjacent to the Elevator Shafts of Buildings 2-1 and 2-2 in Area 2-A prepared by ECS. The Program reviewed that May 29, 2019 Work Plan and provided return e-mail correspondence dated June 28, 2019 to requesting further assessment. The further assessment work requested by the Program included: 1.) Additional soil and groundwater sampling at key locations throughout Area-2A based upon a conceptual preliminary master plan dated March 22, 2019 that was provided to the Program as a Confidential Document; 2.) Additional sub -slab vapor sampling from the basement level of Building 2-1 and 2-2 for every approximate 1,000 square feet of proposed ground floor residential space, due to the new proposed building plans dated March 21, 2019, that illustrate approximately 6,507 square feet of future residential use; and 3.) The collection of sub -slab soil vapor samples adjacent to elevator shafts in Building 2-1 and 2-2 that will be continued to be used in the redeveloped structures. As a result of the requested item 3 above, a revision of the May 29, 2019 Work Plan items associated with proximal elevator shaft sampling is also included. Due to the new proposed building plans illustrating that, of the four existing elevators, only one, identified as the freight elevator in Building 2-1 will be retained. Three new elevators are also depicted on those plans, one in Building 2-2, and two nested together in one location within Building 2-1. As such this revised work plan incorporates a reduced amount of sub -slab soil vapor sample locations (four sample sets reduced to three sample sets) to be collected from: Adjacent to the one existing freight elevator shaft in Building 2-1, Near the location of the one proposed single passenger elevator in Building 2-2, and Near the location of the two proposed nested passenger elevators in Building 2-1. Additionally as such, the revised work plan incorporates a reduced amount of indoor air quality sample locations (four samples reduced to one sample) to be collected from: • Adjacent to the existing freight elevator shaft in Building 2-1. A Revised Further Assessment Work Plan for WPDA Area 2-A scope of work is presented below. The scope of work to be conducted is specifically for the Program, and is not intended for use by any other NCDEQ department. 2.0 SCOPE OF WORK 2.1 Proposed Soil Sampling The below described soil sampling activity has been proposed to assess the following areas of the site per the Program's June 28, 2019 dated e-mail correspondence: Soil within the depth of disturbance for the one proposed hotel location, one new residential apartment building, five proposed new retail building locations, and two proposed sub -grade swimming pools; 2 WPDA, Inc. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 Representative soil samples in shallow soil that will not be covered by streetscape or building foundations; Representative soil samples in shallow soil located within the footprint of the proposed dog park; and Representative soil samples in shallow soil located in the area of the former boiler house. A comparison of former soil sample locations to the preliminary master plan (Confidential) for WPDA Area 2-A, has been conducted. Upon comparison, much of the area requested to be assessed appears to have already been conducted. However, the comparison has indicated that potential data gaps do exist in select locations. Figure 9 has been included to illustrate both former and proposed soil and groundwater sample locations overlaid upon overall demolition plans dated November 2018, and in Figure 10 overlaid upon a November 2018 existing lot access plan with aerial photography. The proposed depth of disturbance soil sample locations and the proposed groundwater sample locations illustrated on Figure 9 and 10 have been chosen based upon the locations of planned future new buildings and swimming pools. The proposed shallow soil sample locations illustrated on Figure 9 and 10 have been chosen based upon the locations of planned future open spaces (not planned to be covered by streetscape or building foundations) as well as within the footprint for a future planned dog park. 2.2 Proposed Groundwater Sampling The below described groundwater sampling activity has been proposed to assess the following areas of the site per the Program's June 28, 2019 dated e-mail correspondence: • Groundwater within the building footprints for the one proposed hotel location, one new residential apartment building, and five proposed new retail building locations. A comparison of former groundwater sample location(s) to the preliminary master plan (Confidential) for WPDA Area 2-A, has been conducted. The comparison has indicated that potential data gaps do exist in select locations. Figure 9 has been included to illustrate both former and proposed soil and groundwater sample locations overlaid upon overall demolition plans dated November 2018, and in Figure 10 overlaid upon a November 2018 existing lot access plan with aerial photography. The proposed groundwater sample locations illustrated on Figure 9 and 10 have been chosen based upon the locations of planned future new buildings. 2.3 Proposed Sub -Slab and Indoor Air Sampling Further assessment work requested by the Program includes additional sub -slab vapor sampling from the basement level of Building 2-1 and 2-2 then was originally proposed, due to the newly incorporated plans dated March 21, 2019, that illustrate future residential use. Those plans also illustrate that of the four existing elevators, only one, identified as the freight elevator in Building 2-1 will be retained in the redeveloped structure. Three new elevators are also depicted on those plans, one in Building 2-2, and two nested together in one location within Building 2-1. As such this revised work plan includes three sub -slab soil vapor sample locations to be collected from: • Adjacent to the one existing freight elevator shaft in Building 2-1, • From near the location of the one proposed single passenger elevator in Building 2-2, and • From near the location of the two proposed nested passenger elevators in Building 2-1. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 Additionally as such, this revised work plan incorporates one Indoor Air Quality (IAQ) sample location to be collected from: • Adjacent to the existing freight elevator shaft in Building 2-1. Buildings 2-1 and 2-2 have a combined four existing elevator shafts. Building 2-1 has a total of three existing elevator shafts, and Building 2-2 has one existing elevator shaft. Attachment 2 includes existing building plans for Buildings 2-1 and 2-2. Figure 7 also highlights the three elevator locations in Building 2-1, and Figure 8 highlights the one elevator shaft in Building 2-2 on those building plans. The approximate locations of the previous sub -slab soil vapor samples, including SG-26, SG-26A, SG-26B, and SG-27 are also illustrated on the existing basement level building plans for Building 2-2 included as Figure 6. The building plans illustrated in Figure 6, Figure 7, and Figure 8 have been field verified on April 26, 2019 to ensure that sample locations, both historical and proposed, are accurately reflected in more detail on future documentation. Historical sub -slab soil vapor sample SG-27's location is illustrated as an approximate location, as its location was unable to be verified. Additionally, building columns are currently designated by Letter/Number with labels in the field. The building columns are also designated by Letter/Number as illustrated on the building plans. On April 26, 2019 it was verified that what is labeled in the field matches the plans' illustrations with the exception of the plans for the Basement of Building 2-2 (Figure 6). Review of Figure 6 indicates the differences in labeling between the building plans and the labeling observed in the field. Additionally, horizontal distances from the building's exterior walls to building columns, and distance between columns within the buildings were measured to accurately reflect what is illustrated on the plans. On April 26, 2019 ECS conducted building column identification verification as related to the historical building plans, and inspected the condition of the four elevators. Only one elevator was capable of operation. Follow up research with the North Carolina Department of Labor (NCDOL), whom oversees elevator permits and inspections in the State of North Carolina, resulted in the following information that is also summarized in the included NCDOL Elevator Inspection Reports (Attachment 5): • Elevator 2-1 East (State Number 10892): This elevator has been "Properly Landed", i.e. all lift mechanisms have been cut and the elevator is in the down position. Access doors are bolted shut, and it would require an elevator company and NCDOL approval to reopen. • Elevator 2-1 Center (State Number 9289): This elevator has been "Removed" from service as of November 19, 2018. • Elevator 2-1 West 4' St. (State Number 8967): This elevator's certificate has been re- issued as of November 19, 2018; however, was given a list of nine violations that needed to be rectified by January 18, 2019 or it will be removed from service. • Elevator 2-2 (State Number 2263): This elevator has been "Removed" from service as of November 19, 2018. Subsequent correspondence with the Program indicated that due to the surveyed elevators' conditions, the indoor air and sub -slab soil vapor sampling may be conducted adjacent to each elevator shaft. Subsequently a revision to the Building 2-1 and 2-2 building plans were received as dated May 21, 2019. The updated plans indicated three key components that have driven this portion of the further assessment work plan including: 11 WPDA, Inc. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 • The notation of which existing elevators are to be retained in the redeveloped structures, • The notation of where new elevators will be constructed in the redeveloped structures, and, • The indication of approximately 6,507 square feet of residential living space divided up between nine individual units. Figure 11 has been included to illustrate new proposed passenger elevators (green), the existing freight elevator that is to be retained in the redeveloped structure (red), and rooms that are proposed to be residential units (yellow). Figure 11 also illustrates previously collected sub -slab soil vapor sample locations as well as proposed sub -slab and indoor air quality sample locations. Sub -Slab and IAQ Scope The proposed sub -slab and IAQ sample locations have been chosen based upon elevator locations that are to be retained in the redeveloped structure. As only the existing freight elevator is to be retained, one sample location is illustrated on Figure 11 that is to be sampled for both sub -slab vapor and indoor air quality. The samples will be collected from immediately adjacent to the elevator shaft on the basement level. Sampling personnel will complete contemporaneous indoor air sampling followed by sub -slab air quality sampling at this location adjacent to the freight elevator. Each sample will be submitted for NC Certified and National Environmental Laboratory Accredited (NELAC) laboratory analysis by EPA Method TO-15, which includes the analyte Methyl Bromide, and EPA Method TO-10A for Pesticides which includes, but is not limited to the analytes Aldrin and Dieldrin. Sub -Slab Scope The proposed sub -slab vapor sample locations have been chosen based upon the locations of the new proposed passenger elevators, and the amount of square feet of proposed residential units on the basement level of Building 2-1 and 2-2. Since there is an approximate total of 6,507 square feet of proposed residential units, and based upon a sub -slab sampling frequency of approximately 1 sample per every 1,000 square feet of proposed residential space, a total of 7 individual sub -slab soil vapor sample locations have been illustrated on Figure 11 to be associated with proposed residential space assessment. Another two sample locations are also illustrated on Figure 11 and have been located in order to assess sub -slab soil vapor adjacent to proposed future passenger elevators. An Environmental Site Assessment Work Plan Minimum Requirements Checklist is included in Attachment 3. 3.0 SAMPLING METHODOLOGY 3.1 Soil Sampling Methodology ECS will observe the advancement of two soil borings to a depth of approximately ten feet below ground surface (bgs) where only soil is proposed to be assessed. Redevelopment plans indicate that the deepest cuts onsite will occur in the eight to ten foot bgs range. Additionally, ECS will observe the advancement of seven soil borings to a depth of approximately twenty feet bgs in order for them to be completed approximately 5-feet into the water table. Depth to groundwater has previously been measured to be approximately 15-feet bgs in former sample location identified as GP-6/GW-6. WPDA, Inc. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 Soil sampling will be conducted utilizing 5-foot macro core tubes driven into the ground by a track mounted direct push technology (DPT) drill rig. Soils will be collected at two and a half foot intervals from the macro cores to the termination depth of the soil borings. Soils will be screened in the field for volatile organic vapors using a photoionization detector (PID). If volatile organic vapors or visual staining are not detected, the deepest soil sample from each boring will be selected for laboratory analysis. Refer to Figure 9 and Figure 10 for proposed sample locations. The October 2015, Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup, Standard Field Protocols will be maintained. Deviations include, a minimum of one blind duplicate sample will be collected per analytical method per every 20 samples, not per day. Additionally, during the course of drilling activities, a minimum of one drilling rinsate blank will also be collected per analytical method per 20 samples. Decontamination will be performed prior to and between each location to prevent potential cross -contamination. Soil quality comparison criteria shall include the DWM NCDEQ Inactive Hazardous Sites Branch (IHSB) Residential and Non -Residential Preliminary Soil Remediation Goals (PSRGs) (May 2019). 3.2 Groundwater Sampling Methodology As detailed above, seven of the nine proposed soil borings will be advanced by DPT to a depth of approximately 20 feet bgs in order to have them advanced 5 feet into the water table. The DPT tooling will then be removed from the ground and solid stem augers will be utilized to construct 2- inch diameter temporary wells completed with sand and bentonite in accordance with NCAC 2C well construction standards. Soil cuttings will be spread out adjacent to the boreholes if not characteristic of hazardous waste. Seven temporary monitoring wells will be located as illustrated on Figure 9 and Figure 10. ECS anticipates that each temporary monitoring well will be completed to a depth of approximately 20 feet bgs. A 15-foot section of well screen and casing will be placed in the bottom of each boring. The well material will be 2-inch diameter, flush threaded schedule 40 PVC pipe. The well screen will have 0.010-inch machine cut slots to allow water to enter the well. A sand pack will be placed around and approximately 2 foot above the well screen at each well. A 2-foot (approximate) bentonite seal will be placed above the sand pack in each well. The remaining annular space above the bentonite seal will remain void with 2-inch PVC well casing left stuck up above grade. Each well will be completed with a 2-inch locking expandable well cap. Following installation, well development will occur by the driller. Development water will be discharged to the ground surface near each well as permitted by North Carolina environmental regulations if not characteristic of hazardous waste. The October 2015, IHSB Guidelines for Assessment and Cleanup, Standard Field Protocols will be maintained. Groundwater sampling will occur at least 24 hours after completion and development of the temporary monitoring wells. This will allow particulate matter in wells to settle and mitigate issues with turbidity. ECS will measure the depth to water in each well before sampling. Groundwater samples will be collected by low flow sampling techniques. The pump intake will be positioned between 2 and 3 feet below the top of water in each well. Field parameters including temperature, dissolved oxygen, specific conductivity, turbidity, and oxidation-reduction potential (ORP) will be measured using a flow cell as water is removed. Purge water will be discharged to the ground surface near each well as permitted by North Carolina environmental regulations. Groundwater quality comparison criteria shall include the North Carolina Administrative Code (NCAC) 2L groundwater quality standards (April 2012), and the NCDEQ Residential and Non -Residential Vapor Intrusion Screening Levels (VISLs) (February 2018). 3 WPDA, Inc. Area 2-A Elevator Shaft Sampling Work Plan — July 15, 2019 Brownfields Project No. 22067-18-034 3.3 Sub -Slab and Indoor Air Quality Sampling Methodology Sampling procedures will be conducted per the DWM NCDEQ Vapor Intrusion Guidance, dated March 2018, Version 2. Comparison criteria shall include the DWM NCDEQ Residential and Non - Residential VISLs. As both sub -slab soil vapor and indoor air quality sampling is proposed to be conducted, an Indoor Air Building Survey and Sampling Form will be completed for each building to document site - specific conditions associated with the day of sampling. An example copy of the survey form to be utilized has been included in Attachment 4. The information to be gathered will focus on building conditions that are pertinent to assessing potential soil vapor entry points such as conduits, cracks or floor drains, utilities, basements, type of sub -slab backfill, and the thickness of the concrete flooring. General weather conditions on the day of the assessment will also be recorded. 3.3.1 Indoor Air Quality (IAQ) Sampling IAQ sampling will be conducted contemporaneously with sub -slab sampling conducted adjacent to the one freight elevator shaft located within Building 2-1 that is to be retained within the redeveloped structure. Prior to sampling an Indoor Air Building Survey and Sampling Form (Attachment 4) will be completed. Indoor air samples will be collected just prior to the collection of each corresponding sub -slab soil vapor sample from approximately 4 to 5-feet above the floor and adjacent to each elevator shaft. The IAQ sample will be collected for EPA Method TO-15 analysis with the use of 1 Liter Summa canisters with a regulator and vacuum gauge set to collect an approximate 24-hour sample since a component of the proposed future redevelopment includes residential use on the basement level, and because residents are commonly home for 24 hours a day. The vacuum will be measured and recorded at the beginning and the end of the sampling cycle. Negative pressure remaining in each Summa canister at the conclusion of each sample should be approximately -5 inches of mercury ("Hg) or greater. The IAQ sample collected for EPA Method TO-10A analysis will be collected with the use of Polyurethane Foam (PUF) media (per the TO-10A requirement) and a continuous -flow sampling pump capable of flow rates of 1 to 5 Liter per minute (L/min). Prior to sampling, the pump will be calibrated to ensure correct flow rates. Each TO-10A sample will be set to sample for a duration of 24-hours at a flow rate of 5 L/min to demand the lowest possible analytical laboratory detection limits. 3.3.2 Sub -slab Sampling Sub -slab soil vapor samples will be collected adjacent to the existing elevator shafts to be retained in the redeveloped structure as well as adjacent to proposed new elevator locations as illustrated on Figure 11. Sampling will be accomplished by drilling through the concrete slab utilizing a hammer drill and bit. Once each drill hole penetrates the slab, the slab thickness and underlayment material will be observed and recorded, and a vapor implant will be installed. New clean nylaflow tubing connected to the vapor implant will extend to the surface and the drill hole will be sealed with VOC free putty. The tubing will be extended further through a shroud emplaced over the drill hole. A leak test will be performed at each location as a quality assurance control measure to confirm the integrity of the sub -slab drill hole seal. The shroud will be placed and sealed over the sampling point and purged with helium. The vapor implant sample nylaflow tubing and tracer gas tubing will 7 WPDA, Inc. During the purging stage, the shroud will be flooded with helium via the tracer gas tubing placed through the shroud wall. A Model MGD-2002 Multi -Gas Leak detector, or similar, will be connected to the sample tubing and measured for helium. A helium concentration of less than five percent helium will be considered acceptable and indicate a proper seal. If concentrations greater than five percent helium are measured, the probe tube seal will be reseated and the leak detection process will be repeated. Next, a shut in test will be conducted in order to detect potential breaches in the sample train. After the leak test and shut in test are completed, a vacuum syringe will be used to remove three volumes of the air from the sample tubing prior to collection of the sub -slab soil vapor sample. The soil vapor samples will then be collected using a 1 Liter Summa canister with a regulator and vacuum gauge set to collect an air sample at a rate of 200 mL per minute for a 5-minute long sample duration. The vacuum will be measured and recorded at the beginning and the end of the sampling cycle. Negative pressure remaining in each Summa canister at the conclusion of each sample should be -5 "Hg or greater. Drill holes will be abandoned with VOC free putty. 4.0 LABORATORY ANALYSES 4.1 Soil Quality Laboratory Analyses Soil quality samples will be collected for North Carolina certified laboratory analysis for VOCs by EPA Method 8260, for SVOCs by EPA Method 8270, RCRA-8 Metals, Pesticides by EPA Method 8081, and Hexavalent Chromium by EPA Method 7199. The laboratory will be instructed to analyze the samples with method detection limits applicable to North Carolina Brownfields Project sites with instructions to report with Level II Quality Assurance/Quality Control (QA/QC). 4.2 Groundwater Quality Laboratory Analyses Groundwater quality samples will be collected for North Carolina certified laboratory analysis for VOCs by EPA Method 8260, for SVOCs by EPA Method 8270, RCRA-8 Metals, and Pesticides by EPA Method 8081. The laboratory will be instructed to analyze the samples with method detection limits applicable to North Carolina Brownfields Project sites with instructions to report with Level II QA/QC. 4.3 Sub -Slab and Indoor Air Quality Laboratory Analyses Summa canisters utilized for IAQ and sub -slab sampling will be labeled and shipped to the NELAC laboratory to be analyzed for VOCs using EPA Method TO-15 which includes the analyte Methyl Bromide. Additionally, the PUF media utilized for the collection of IAQ samples will be labeled and shipped to the same laboratory to be analyzed for pesticides by EPA Method TO-10A. Duplicates will be submitted to the laboratory as blind duplicates and notated in the samplers' field notes as such. 5.2 Proposed Groundwater Sampling QA/QC Groundwater samples will be collected into new laboratory supplied/preserved sample containers by sampling personnel wearing new disposal powder free nitrile gloves changed prior to and between each sample location. Following collection, the samples will be labeled, emplaced within an ice chilled cooler, and shipped to the North Carolina Certified laboratory under proper COC procedures throughout the sample collection and transportation process. One trip blank is to be included and analyzed per cooler/per shipment of groundwater analysis for VOCs by EPA Method 8260. The trip blank(s) will be recorded on the COC to ensure laboratory analysis. Additionally, QA/QC protocol for groundwater sampling will include the analysis of one duplicate groundwater sample per 20 groundwater samples, per analytical laboratory method. 5.3 Proposed Sub -Slab and Indoor Air Quality Sampling QA/QC Each Summa canister will be individually certified for both the proposed indoor air samples, and the proposed sub -slab soil vapor samples. Following sample collection, the canisters will labeled and shipped to the NELAC laboratory under proper chain -of -custody (COC) procedures throughout the sample collection and transportation process. 6.0 INVESTIGATION DERIVED WASTE (IDW) MANAGEMENT Since previous assessment data collected at this site has indicated that it is unlikely that listed or characteristic hazardous waste will be encountered soil and groundwater Investigation Derived Waste (IDW) will be spread onsite immediately adjacent to each respective borehole or temporary well. If field observations indicate grossly impacted conditions, similar to that of free product, or that is characteristic of hazardous waste, the material will be drummed. If waste is containerized for disposal, it will be properly labeled, manifested, and transported offsite for disposal in accordance with 15A NCAC 02T.1503 and 15A NCAC 02H. 0106. 7.0 REPORTING A report of the procedures and findings obtained from the soil, groundwater, and contemporaneous indoor air quality and sub -slab soil vapor sampling conducted from adjacent to the existing elevator shafts that are to be retained and proposed elevator shafts to be constructed in Buildings 2-1 and 2-2 of the WPDA, Inc. Area 2-A, will be provided to the Program within approximately one week of the receipt of the analytical results. Therefore, the scope of work will need to be revised to more fully address the potential for TCE or other volatile contaminants in sub -slab vapor below a subset of these units. As you, Steve, and I discussed yesterday (6/26/2019), we think it is appropriate to assess other media as well at this juncture rather than push that off as we had originally discussed and documented in the draft BFA we have been working on. Moving forward I've got some remaining questions on history at Area 2-A: 1) What were the activities in the westernmost building? Was this also tobacco warehousing or were other activities such as vehicle maintenance or storage of fuels/haz substances conducted there? 2) Can you confirm where Building 2-5 was located? Page 45/1742 (pdf version) of the Phase I indicates that there was a release of used oil near 2-5. If not included in the earlier assessment we would want to get soil/water at a minimum at this location. Also same page is a reference to "current hazardous waste storage areas at Building 2-1 and 2-2. Reference on pg 49/1742 (pdf version) also notes "hazardous waste storage area located at building 2-2. 3) Were there any hazardous substances/fuels coming in by rail to this site? If so, we should incorporate assessment along the former rail spur. Will this area be covered by hardscape/clean top soil or left as is after redevelopment? 4) Confirm which existing elevator locations in Buildings 2-1 and 2-2 will be used in the redeveloped space. With regards to further assessment, after confirming the conceptual plans with the developer, we will need to get a revised work plan that incorporates these sampling objectives: 1) Soil within the depth of disturbance for the hotel or other new proposed buildings, including in the area of any sub -grade swimming pools or other sub -grade features. 2) Representative soil samples in shallow soil that will not be covered by streetscape or building foundations to evaluate risk from potential soil contaminants. 3) Groundwater data within the footprint of any newly proposed buildings. 4) If a dog park is included in the plans, we will need soil sampling in this area to evaluate whether there is a risk to dogs digging in soil. 5) There was a second boiler house that was later demolished — if this area was not included in the earlier assessment work, we should grab some shallow soil samples in this area. 6) Sampling of sub -grade soil vapor proximate to elevator shafts in existing buildings that will continue to be used in the redeveloped structures. 7) Sampling of sub -grade vapor in a sub -set of residential apt units following the guidance, which starts I believe at 1 sample per 1,000 sf of space. We can discuss the number of samples necessary and their location at a later date. With regards to specific comments on the 5/29/2019 Work Plan, I have the following: 1) 1 see an analysis for methyl bromide, but what about the phosphine? Is it included in the TO-10A analysis? 2) Although the attached completed work plan checklist had this checked off, I did not see a figure that noted the location of proposed samples; since this is a proposed work plan, this is one of the key pieces of information that we need to evaluate in a draft work plan. Please include a figure with proposed sample locations identified on the site redevelopment plans with any existing locations also identified on the revised work plan. 3) 1 am checking on the PUF media as I am not familiar with that. Is that the media specified by method TO-10A? 4) It is not acceptable to exclude QA/QC samples for BFs sampling. 5) Please refer to other specifics to guide the work plan revisions as identified in my email to Matt McDuffie (cc: Rick, Steve, & Bruce Nicholson) on April 2, 2019. These data will be used to evaluate environmental risks for construction and residential scenarios to protect: construction worker, future workers, future residents and their pets. Generally, the reasoning for the sample locations selected. Describe depths of samples to be collected (Reference Table 1) or how that decision will be made / in the field, if needed. ISHB, EPA SESD, VI Guidance, Well Construction Rules (NCAC 2C). Note deviations or methodology planned that is not covered by such guidance (e.g., multi -increment sampling, passive air samplers). Describe what will be installed (soil boring, temporary well, permanent well, sub slab, soil gas, etc.). / Include construction details. Discuss installation methodology (Hand Auger, DPT, etc.) Discuss sample collection procedures. Discuss laboratory certifications. Please note, NC does not certify labs for air samples. Please Specify what certification the proposed air lab holds. Indicate the Reporting Limits/Method Detection Limits will meet applicable screening criteria (to the extent feasible). Include Reporting of J-Flags to meet criteria. Indicate what Level QA/QC will be reported by the laboratory. Level II QA/QC is typically acceptable. Section 5 — QA/QC Specify the duplicate sample frequency. Minimum requirement: 1 duplicate per 20 samples, per / media, per method. Discuss Trip Blank. 1 Trip Blank per cooler/shipment of groundwater VOC analyses. Discuss how the lab will have sufficient sample volume for MS/MSD analyses. Discuss chain of custody and shipping. Section 6 — Investigation Derived Waste (IDW) Management Discuss what IDW will be generated and how it is proposed to be managed. Management recommendations should be in accordance with 15A NCAC 02T.1503 and 15A NCAC 02H. 0106. Generally, if the Brownfields Property has not previously been assessed, then all IDW must be containerized and characterized prior to management. Previous assessment data that indicate no Hazardous Waste (listed or characteristic) is likely to be encountered in the area of proposed assessment will be required before thin spreading of IDW on -site is permitted. Section 7 — Reporting This section should discuss the components of the assessment report which will be prepared as a result of the above sample collection.
