On behalf of Avery County (County), Smith Gardner, Inc. (S+G) is pleased to present this
report regarding the operation and maintenance (O&M) of the Avery County Closed MSW
Landfill (Permit No. 06-01) Landfill Gas Collection and Control System (LFGCCS), and the
perimeter monitoring probes for the time period July 2019 through December 2019. Site
details are provided below.

Based on previous monitoring events, repairs were deemed necessary to address air
intrusion into the system, as well as broken laterals running from wells to monitoring
probes. Repairs to the system were made in August 2019 and include:
1. Repair of the drain line running from the flare station to the condensate tank; and,
2. Repair of laterals connecting select monitoring probes to wellfield.
Figure 1 (attached) identifies the wellfield and monitoring network, as well as the location of
these repairs. The drain line was repaired by excavating around the condensate tank, then
removing and replacing the one (1) inch PVCdrain line. Three monitoring probes (P1, P3, and
P7) are connected via two (2) inch PVC pipe to extraction wells, allowing vacuum to be pulled
on the probes. Previously, these lines were exposed which led to breaks in the line from
weather and mowing. Repairs of these lines included repairing broken or disjointed sections
of pipe. Once all laterals were determined to be completely jointed, the three (3) laterals
were buried.

Wel I field and flare station data are provided in the attached Tables 1 through 6.
0o W 1 through W 10: S+G performed methane (CH4), oxygen (02), carbon dioxide
(CO2), and pressure monitoring. S+G observed several wellheads that may
require repair or replacement in the near future. S+G is working with the County
on a plan for this work.
0o Orifice Plates: S+G continues to evaluate orifice plate sizes at wells W-5, W-7, W-
9, and W-10 during each site visit. LFG flow potential at these locations continues
to remain stable, the correct orifice plate sizes are currently installed and no
changes were made.
0o Condensate Tank: The condensate tank liquid level was observed and was at an
acceptable level during this site visit.
S+G performed monitoring of the perimeter LFG monitoring network during each event.
Results of monitoring events are included in Attachment 1, and the data indicates several
probes had exceedances of the LEL during the monitoring time period. Typically, these were
the probes that historically have shown exceedances, and were previously connected to the
LFG system. The recurrence of LFG in these areas is likely due to system shut down during
repair, as upon completion of the system repairs recorded levels of methane dropped below
the LEL. Attachment 2 provides a CH4 concentration graph over time for monitoring wells
that have historically had methane present. Monitoring of the current well network will
continue, and data will be reported to NCDEQand the County.

In general, the landfill gas extraction system continues to operate nominally. Operational
outages during system repair likely caused the observed LEL exceedances. Methane
concentrations observed in the monitoring network returned to levels below the LEL
beginning in October, indicating this was a short term condition. S+Gwill continue to monitor
the methane concentrations at the site monthly, and advise the County on repairs required to
maintain an effective collection system.
