DESCRIPTION
EJE Recycling & Disposal, Inc./C&D Landfill, Inc. owns and operates the C&D Landfill located at 802
Recycling Lane in Greenville, North Carolina. The landfill is currently divided into two Phases for a total
of 160.14 acres. Phase 1 is unlined and closed consisting of 34.21 acres, and Phase 2 is unlined and active
consisting of 125.93 acres. In 2009 Phase 1 and Phase 2 were combined into one unit and permitted under
the Solid Waste Rules 15A NCAC 13B .0531-.0546 that became effective January 1, 2007. Phase 1 and
Phase 2 are separated by a drainage feature, and the Phases are adjacent to wetlands and two tributaries to
Grindle Creek which empties into the Tar River.
The Solid Waste Section issued a Permit to Construct (PTC) for Phase 1 of the landfill on April 26, 2001
to receive construction and demolition (C&D) waste. On July 21, 2009, a PTC was issued for Phase 2 of
the landfill.
Semiannual routine groundwater and surface water monitoring is currently being conducted at the landfill
(Phase 1 and Phase 2) in accordance with 15A NCAC 13B .0544 and 15A NCAC 2L. In addition, quarterly
routine methane gas monitoring is currently being conducted at the landfill (Phase 1 and Phase 2) in
accordance with 15A NCAC 13B .0544.
In 2009, concentrations of volatile organic compounds first exceeded the North Carolina 2L Groundwater
Standards within groundwater monitoring wells located at Phase 1, and an Assessment Monitoring Program
was initiated for Phase 1 in accordance with 15A NCAC 13B .0545. Then in 2013, Phase 2 was added to
the Assessment Monitoring Program for groundwater exceedances. Appendix II sampling has been
conducted, and additional groundwater monitoring wells have been installed to determine the nature and
extent of the groundwater contamination at both Phase 1 and Phase 2.
An Assessment of Corrective Measures was submitted in October 2017 in accordance with 15A NCAC
13B .0545(c). The Assessment of Corrective Measures evaluates the effectiveness of potential remedies to
address the groundwater contamination. EJE Recycling & Disposal, Inc./C&D Landfill, Inc. conducted a
public meeting to discuss the Assessment of Corrective Measures on December 14, 2018 in accordance
with 15A NCAC 13B .0545(e). Based upon the potential remedies listed within the Assessment of
Corrective Measures, EJE Recycling & Disposal, Inc./C&D Landfill, Inc. has selected a groundwater

remedy and has submitted a North Carolina Solid Waste .0545 Groundwater Corrective Action Permit
Modification Application dated December 2019 in accordance with 15A NCAC 13B .0545(e).
PUBLIC COMMENT PERIOD
In accordance with 15A NCAC 13B .0533 and .0545, the 45-day public comment period for the notice of
groundwater selected remedy begins on January 15, 2020 and ends on March 2, 2020. Persons wishing to
comment on the proposed groundwater selected remedy should submit their comments in writing by 5:00
p.m., March 2, 2020. All comments should be sent to the Division contact address shown below and include
the solid waste permit number. All comments received within the 45-day period may be considered in
making the final approval for the groundwater selected remedy.
