I. INTRODUCTION
The purpose of this Operations Plan is to identify protocols for the overall operation of the
Moore County Landfill Yard Waste Facility which is owned and operated by Moore County (County). The facility is located within the Moore County Landfill property and is permitted
under Construction and Demolition (C&D) Landfill (Permit #63-01). This Plan addresses
section 6.15.4 of the Moore County Construction & Demolition Debris Landfill Permit.
The yard waste facility areas are located as indicated on the attached Site Plan (Figure 1). The facility will store and/or stockpile unprocessed or ground material on designated site.
The ground material will not be distributed to the public or composted by the County. It will
be transported to either a compost facility, a wood waste burner, or used on-site.
II. HOURS OF OPERATION, SIGNS AND ACCESS
The facility’s hours of operation will be the same as the landfill. Notices are to be posted at
the scalehouse advising users of observed holidays.
Signs placed at the entrance of the landfill will provide the type of waste acceptable to be received at the C&D landfill and the yard waste facility along with the hours of operation for
each.
The access roads from the scalehouse to the facility will be of all weather construction.
III. WASTE ACCEPTANCE AND PROCESSING
A. Processing Procedures
This narrative is provided to give additional operational details of the facility.
1. Incoming Material
Incoming waste managed at the facility will primarily include curbside collected yard
waste from within Moore County including its municipalities, materials dropped off
by the general public, yard waste delivered by private companies, pallets and materials such as untreated, unpainted wood waste from processing plants, and storm
debris. A County staff person will manage the scale area where the material is
weighed. The scale attendant will confirm the material make-up of the load and direct

the customer to a waste receiving area. Yard trash consisting of landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material, will be
maintained in a pile in the waste receiving area. Pallet waste consisting of pallets,
woody waste (such as large tree limbs), engineered wood products (such as plywood and particleboard) and unpainted, untreated wood and other untreated, unpainted wood will be maintained in a separate pile in the waste receiving area.
The County subcontracts the grinding and stockpiling of the material. When the waste
receiving area is 75% full, the County will contact the grinding subcontractor.
Both yard trash and pallet waste will be processed through the grinder although yard
trash will generally be processed separately from the pallet waste. As each type of
waste is processed through the grinder, a front-end loader will create a stockpile of
that material. The stockpiles will be a maximum of 50 feet long, 20 wide, and 12 tall. Multiple stockpiles may be necessary depending on the quantity of incoming and outgoing material. The stockpiles will be spaced 25feet apart to allow for fire fighting
equipment in accordance with 15A NCAC 13B.1404(a)(8).
While the grinder is being operated, the loader operator will visually screen the material for contaminants. Contaminants include materials which would harm the equipment or which are not accepted at the facility but were not identified by the
scale attendant. Unacceptable waste (reject material) includes material such as
construction demolition waste, painted wood, and metal. The reject material will be
stockpiled in a reject area and be back-hauled to the County’s C&D landfill or the on-site municipal solid waste (MSW) transfer station.
2. Outgoing Material
Processed yard trash will not be composted at this facility. The processed material will be hauled directly from the stockpiles within 30 days. The following are current destinations for the processed material.

These companies are responsible for providing loaders and trucks to remove the material.
Pallet waste will be sent to area businesses for boiler fuel. Depending on the quantity
of pallet waste received, the County may combine the pallet waste with the yard trash.
The County will not distribute either product to the public.
B. Monitoring and Testing
Temperature monitoring of the ground yard trash will be conducted monthly or more
frequently as dictated by observations, weather patterns, or temperature trends concluded
from monitoring results. To monitor temperature, a County staff member will visually
inspect and use a proper instrument to routinely measure the product temperatures making sure that temperatures do not exceed 160 degrees Fahrenheit. To prevent the stockpiled products and wastes from ignition due to spontaneous combustion, the County
will routinely measure the stockpile temperature, maintain product moisture, and/or
increase the turning frequency. These activities will be documented accordingly and
place in the operating record.
C. Wastes Accepted
The facility will accept only the waste it is permitted to receive, including, but not limited
to, the following: yard trash (as defined in G.S. 130 A-290), pallets, and other untreated,
unpainted wood, leaves, and grass clippings.
D. Unacceptable Waste
Unacceptable wastes will not be processed within the yard waste facility. Unacceptable
waste (reject material) includes material such as construction demolition waste, painted
wood, and metal. The reject material will be stockpiled in a reject area and be back-hauled to the County’s C&D landfill or the on-site municipal solid waste (MSW) transfer station.

E. Stormwater Management
The stockpile area will be graded to minimize stormwater run-on. Stormwater that comes
in contact with the stockpiles will be diverted by the drainage channels to on-site sediment basins. Moore County is currently working with an engineering firm to submit a more current erosion control plan for these areas to be submitted to NCDENR.
IV. CONTINGENCY PLAN
A. Equipment Breakdown
Since the grinding and material removal operation is subcontracted, it is the responsibility
of the subcontractor to provide backup equipment.
B. Fire Contingency
The Moore County Landfill is located in the Pinebluff Fire Department fire district and the department is aware of the operation of the facility. It is the intent of the County to
remove the material from the facility as it is processed. The stockpiles will be adequately
spaced and sized to allow for inspection and fire fighting. Reporting procedures for fires
and explosions are the same as for the C&D landfill.
C. Vectors and Odors
Vectors are typically not associated with the type of waste handled at this facility. Odors
are not expected to be an issue. However, if the product is left on site for more than 30
days and the conditions for “passive composting” occur, the County will increase the frequency of stockpile turning events to help eliminate this problem.
D. Inclement Weather
During inclement weather, the incoming material will be stockpiled. The grinding
operation may not be operational during this time. When favorable conditions resume, the facility may need to increase operational hours temporarily in order to process the stored material.
E. Dust and Litter
If dust becomes a problem during processing the material, arrangements will be made to add water to minimize dust. At the end of each day of operation, windblown material resulting from the operation will be collected and returned to the area.

V. WORKER SAFETY AND TRAINING
The subcontractors that perform the grinding and hauling shall be responsible for training
personnel to carry out their assigned duties. County staff will be on-site to observe the waste
unloading, processing, and removal.
VI. RECORD KEEPING
The following daily operational records will be maintained and summarized into a monthly
report for use in the required annual reports:
(1) quantity in tons of waste received,
(2) quantity in tons of waste removed, and
(3) the location the rejected waste was sent to.
An annual report for the period July 1 to June 30 shall be submitted to DENR in accordance
with the permit, (typically August 1), and shall contain:
(1) the facility name, address, and permit number;
(2) total quantity in tons, of waste received at the facility during the year;
(3) total quantity in tons of waste removed from the facility during the year covered by the
report; and
(4) the location that the rejected waste was sent to.
Records shall be maintained in the facility operating record for a minimum of two years.
Records shall be available for inspection by the North Carolina Department of Environment
and Natural Resources (DENR) personnel during normal business hours and shall be sent to DENR upon request.

Facility, Moore County Construction and Demolition Debris Landfill (C&DLF)

Dear Chad,
The Division of Waste Management (DWM), Solid Waste Section has completed the review of the
“Moore County Landfill – Yard Waste Treatment and Processing Facility Operations Plan”
(Operations Plan, Doc ID 17716) dated December 2012. Moore County (the County) submitted
the DWM this Operations Plan as a permit modification application to formally request an
approval of the expansion of the existing two-acre Yard Waste Treatment and Procession Facility.
After completing the review of the Operations Plan, the Solid Waste Section (SWS) has several
comments stated below:
1. According to the Table of Contents there is Figure 2 in the Operations Plan which is not
available. Please provide the Figure 2.
2. (Section I) Please provide the following information of each of the four yard waste units:
i. The approximately lateral extents (acreage).
ii. Functions (e.g. treatment, processes, and storage unit or storage unit only as shown on
the Figure 1).
iii. Specific description of storages – staging for raw material (yard wastes) and/or
stockpiling for processed (ground or chipped) material.

iv. The maximum capacity (cubic yards) which can be the combination of the volumes of
stockpiled raw material (wastes) and volumes of the processed material at any given
date.
3. (Section I & Figure 1) Three areas on Figure 1 called as Yard Waste T&P / Storage /
Emergency Storm Debris. Please be advised that “Emergency Storm Debris Site” shall not
be operated in the same manners as the permitted “Yard Waste T&P Unit.” The
Emergency Storm Debris Site may be allowed to temporarily accept waste streams (such as
C&D, white goods, tires, etc.) in addition to yard wastes and pallets and must be
accomplished the activities (waste separation, removal, and final disposal) and closed
within six (6) months of initial site approval. The SWS does not believe it is the County’s
intention for this permit modification. Therefore, on Figure 1 please delete the “Emergency
Storm Debris” from the two units (the old borrow pit and the existing yard waste T&P
unit). Only label the one unit on the north side of the Figure 1 as the “Proposed Emergency
Storm Debris Site.” If the County plans to use the two areas for emergency storm debris
sites in a natural disaster event, please describe /note the additional purposes of these two
units in Section I (or Section IV. D in the Operations Plan) and Figure 1. Operation of the
Emergency Storm Debris Site is subjected to DWM approval.
4. (Section III.A.1.) Please address the following concerns:
i. (First paragraph, Page 1 of 5) For the sake of clarification please revise the first
sentence of this subsection as follow: “Incoming waste managed at the facility will
primarily include curbside collected yard waste from within Moore County including
its municipalities, material….”
ii. (First paragraph, Page 2 of 5) Please describe the maximum dimensions (length,
width & height or base diameter & height) of each staged waste pile and fire aisle
distance between staged waste piles which may need to be confirmed by the local fire
marshal.
5. (Section III.B.) Please address the following concerns:
i. The plan must address what will be done with the products (processed or grounded
yard trash and pallets) that do not removed off-site after 30 days. In a minimum the
plan must address the maximum duration and capacity (in cubic yards) of the
processed material can be stored at the proposed areas.
ii. The temperature monitoring must be conducted at least monthly or more frequently as
dictated by observations, weather patterns, or temperature trends concluded from
monitoring results. Please add this requirement to this subsection.
iii. (The 3rd sentence) Please delete the phrase of “if the product is hot” which is very
disputable. Instead of conducting visual inspection of stockpiles, the SWS

encourages the County use a proper instrument to routinely measure the product
temperatures which shall not exceed 160 degree of Fahrenheit (0F). This is because
the spontaneous combustion will occur when the product temperature exceeds 160 0F.
To prevent the stockpiled products and wastes from ignition due to spontaneous
combustion, the County must routinely measure the stockpile temperature, maintain
product moisture, and/or increase the turning frequency. Please revise the monitoring
protocols and propose the minimum frequency for the turning event accordingly. The
County may want to document the activities of monitoring temperature, turning, or
damping stockpiles. The document needs to be placed in the operating record.
6. (Section III.D.) Please describe how to manage the unacceptable waste. [please refer the
approaches describe in the last paragraph of Section III.A.1 (Page 2 of 5)]
7. (Section III.E.) This subsection needs to describe the implementation and maintenance of
best management practices (BMPs) at each of the four units in the approved erosion and
sediment control plan.
8. (Section IV.C.) The Plan indicates that odors are not expected to be an issue. The SWS
believes the statement may be acceptable if the products (processed material) will be stored
on site for less than 30 days. However, if the products left on site more than 30 days, the
conditions for a “passive composting” will occur, and the County has to deal problems
associated with odors and vectors. To prevent the problems, the County may want to
increase the frequency of stockpile turning events to eliminate any pocket of anaerobic
conditions within the products. Please address the odor and vector problems if the product
will be stored on site more than 30 days.
9. (Section IV.D.) If the County plan to use the yard waste units as the Proposed Emergency
Storm Debris Sites (please see the Comment No. 3) during or after the inclement weather,
this subsection must address the following concerns:
i. Clearly define “incoming wastes” which can be either the acceptable waste streams
for the yard waste T&P units or storm debris including C&D wastes, plastics, roofing
material, white good, and yard wastes.
ii. Address the waste separation and management at the each unit. Storm debris shall be
stored at the designated area in each unit which is physical separated from the
existing staged yard wastes or stockpiled products by berms, signs, cordons, and/or
markings and approved by the SWS. The trained landfill staff must be present at the
units to manage the waste operations.
iii. The Emergency Storm Debris Sites must be operated according to the DWM
guidance document including Emergency/Disaster Vegetative and Land Clearing
Debris Guidance and/or Emergency/Disaster Construction and Demolition Debris

Guidance. If the storm debris will be temporarily staged at the same areas used for
yard waste T&P and/or storage units, the plan must clear describe that the storm
debris will be physically separated from the yard waste stream.
10. (Section VI) Please add “in tons” next to the “quantity” in the items (1) & (2) in the first
paragraph.

I hope all is well. In response to your comment letter, please accept this formal request to extend our
Yard Waste Treatment and Processing area within the footprint of the Moore County C & D Landfill.
Attached you will find our updated operations plan for handling yard waste and also a map illustrating
the designated areas that we discussed. Please note that there was a typo and should have been only
one figure submitted that illustrates the designated yard waste receiving areas, storage areas,
maximum capacity, 50’ foot buffer, etc… Also, please be aware that Moore County Engineer, Lex Kelly
and I have met with NCDENR Division of Land Quality to make sure that we are in compliance with
extending our yard waste management area as shown. Moore County has also entered a contract with
Golder Associates NC, Inc. to prepare an Erosion and Sediment Control Plan for this area.
We ask for your consideration to approve this plan as a modification to our current operations plan
which has been a part of the Moore County C & D Landfill. Upon approval, this plan should be made
a part of Moore County Solid Waste Permit No. 63-01. I hope that this addresses all of your concerns
but please feel free to contact me with any questions or concerns that you may have. Thank you for all

Ming,
Sorry that I missed your call. Hopefully I can clarify in this email your concerns of why we have hired
Golder Associates for the updated erosion control plan in the Yard Waste Treatment and Processing
areas of the Moore County Landfill. We felt like we needed to re-submit a more operator friendly plan
based on current site conditions and current standards from Land Quality. Please let me know if we
should set up a time to discuss further and once again thanks for all of your help on this. Hope you
