STATUS OF PERMIT:
Active. The Small Type I Facility currently operates under active Yard Waste Notification (YWN) #61-002.
PURPOSE OF SITE VISIT:
Partial Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Per the YWN-61-002 Facility Renewal form, dated 6/14/19, the facility is permitted to receive land clearing debris
and yard trash.

2. Site access is located off Highway 226 South in Mitchell County, NC. Site access is controlled and signage
maintained.
3. Site access roads were maintained during this inspection (photo #1).
4. All minimum buffer requirements appeared to be maintained during this inspection.
5. The facility operational area appeared to occupy less than 2-acres during this inspection.
6. During this inspection, the amount of processed and unprocessed material on -site appeared to total less than 6,000
cubic yards (photo #2).
7. During this inspection, no unpermitted waste was observed on -site. As discussed on -site, continue to maintain waste
screening efforts at the facility.
8. As discussed during this inspection, the facility occasionally accepts a small amount of leaves (-30 cubic yards) in the
winter season and, if so, processes the material during the spring season. Compost temperature records were not reviewed
during this partial inspection. As discussed, if leaves are accepted at the facility, continue to segregate the leaves from
other land clearing debris on -site and ensure the compost process is maintained at or above 131' F for 3 days and aerated
to maintain elevated temperatures prior to usage of compost material. Continue to maintain compost temperature records
as necessary at the facility.
9. Surface water appeared to be diverted from all operational and storage areas at the site.
10. Continue to maintain access around the processed and unprocessed material areas at the site for hot load and/or fire
control.
11. Continue to maintain all erosion control measures at the site as necessary.
12. The facility appeared to be well operated and maintained.
13. While on -site, the facility owner/operator requested a copy of the YWN approval letter for the site. Post -inspection,
on December 12, 2019, the Section emailed Mr. McClure a current copy of the facility's YWN approval letter.
