Gresham Dear Mr. Gresham: NORTH CAROLINA Environmental Quality December 12, 2019 Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(b) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Servco No. 00311 24 North Church Street, Concord Cabarrus County Incident Number: 27502 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the November 15, 2019 Groundwater Sampling Letter Report on November 19, 2019. The report recommending incident closure through a Notice of Residual Petroleum and issuance of a No Further Action for the incident was reviewed and approved on November 20, 2019. The paper report copies will be maintained in the MRO. The electronic copies have been loaded to the DWM's electronic document storage system (Laserfiche). The report states: • Excel obtained groundwater samples from monitoring wells MW-8, MW-9 and MW-IOR on November 1, 2019. • Laboratory analytical data indicates that overall dissolved phase hydrocarbon constituents continues to occur at the site and are decreasing with some seasonal fluctuations. Remaining constituent levels exceed NCAC 2L standards for all three monitoring wells for various constituents and at MW-1 OR exceed NCAC 2B standards for toluene. • Review of the current data indicates that the predominant groundwater flow at the site is in a northeasterly direction. • Based on previous receptor surveys completed by ECEA, there is one water supply well utilized for irrigation purposes only and located approximately 170 feet upgradient of the release source D_E Q� North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 area. The closest surface water body appears to be an unnamed tributary of Three Mile Branch located approximately 500 feet north of the subject property based on a review of the USGS topographic maps. It appears the surface water is classified as class "C" surface water. Based on the presence of the irrigation well located within 250 feet of the source area, the site is ranked as a "High" risk site. The soil and groundwater remediation system, consisting of a soil vapor extraction and air sparge system was started on June 28, 2010. Based on the TA dated September 13, 2018 Excel shut the system down on September 27, 2018. Current laboratory analytical data indicates that overall dissolved phase hydrocarbon constituents Per this Notice of Regulatory Requirements: • Sample monitoring wells MW-8, MW-9, and MW-10R for the May 2020 sampling event. • The remediation system can remain off. The AS/SVE remediation system must be properly maintained and the switch ready in case future use is necessary. • The next monitoring report is due prior to June 1, 2020 (letter report).
