(ATC) is pleased to submit the results of groundwater sampling conducted on August 8, and November 9, 2017, at Circle K Store No. 5113 (formerly BP Station No. 24207 and Phillips 66 RM No. 2278), located at 3424 Matthews -Mint Hill Road in Matthews, Mecklenburg County, North Carolina. Figure I depicts the site on a topographic map. The groundwater sampling events were performed as requested in a Notice of Regulatory Requirements (NORR) letter, dated July 12, 2017, from the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). British Petroleum (BP) formerly owned the site, which was purchased by Circle K in July 1999. Site assessment activities, including a Phase I and Phase II Limited Site Assessment, were conducted in 1999. In 2001, the NCDEQ (formerly NCDENR) issued a NORR that classified the site as high risk. A Corrective Action Plan (CAP) was completed for the site in 2002. Upon approval of the CAP by the NCDEQ in 2003, a remedial system utilizing air sparge (AS) and soil vapor extraction (SVE) was installed at the site. The AS/SVE system ran from 2003 through 2012 and provided reductions of on -site petroleum constituents. By October 2012, the site groundwater impact had been reduced to concentrations below 2L Standards. On November 21, 2012, the NCDEQ issued an NORR requiring quarterly groundwater monitoring of petroleum constituents following shutdown of the AS/SVE system. The initial three sampling events following system shutdown indicated constituents below 2L Standards. In July 2013, during the fourth quarterly sampling event following system shutdown, groundwater samples collected Letter Report December 21, 2017 Circle K Store No. 5113 (Former BP Station No. 24207) Phillips 66 RM No. 2278 ATC Project: SLP2772301 from well GW 10 indicated a methyl tertiary butyl ether (MTBE) concentration above the 2L Standard. Continued periodic groundwater monitoring between July 2013 and May 2016 coupled with periodic aggressive fluid vapor recovery (AFVR) events showed a general decreasing MTBE concentration trend in well GW 10, at concentrations that fluctuated above and below the 2L Standard. During two consequtive sampling events (November 2016 and May 2017), MTBE concentrations in well GW 10 were below the 2L Standard. Based on these results, the NCDEQ issued the July 12, 2017, NORR, requesting two additional quarterly sampling events for well GW 10. On August 8, and November 9, 2017, monitoring well GW 10 was sampled. Monitoring well construction specifications are provided in Table 1. The depth to groundwater was gauged in monitoring well GW 10 during each sampling event. Depth to groundwater data are provided in Table 2. Groundwater elevation contour maps were not prepared due to only one data point; however, previous monitoring events have shown a southerly direction of groundwater flow. Prior to sampling, well GW 10 was purged of three well volumes of standing groundwater within the well and sampled using new disposable plastic bailers. The water samples were collected in laboratory -supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina -accredited SGS Acutest Laboratories in Orlando, Florida (North Carolina Lab Certification No. 573). The groundwater samples were analyzed by EPA Method 6200B for volatile organic compounds (VOCs) including petroleum constituents. The analytical reports are included in Appendix A. Figure 2 depicts a site map summarizing MTBE groundwater analytical data at the site from November 21, 2016, through Novmeber 9, 2017. Analytical results are summarized in Table 3. As part of ATC's quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During review of QA/QC procedures and information, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank and laboratory control sample data results were provided for the analytical method(s) performed. Refer to the laboratory reports in Appendix A for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable. Lab qualifications are defined on the corresponding tables. The groundwater analytical results for samples collected from well GW 10 during the last four quarterly monitoring events have demonstrated that VOC concentrations, including MTBE, are below their respective North Carolina 2L Standards. During the same time period, VOCs were not detected in groundwater samples collected from any other site wells at concentrations that exceeded their respective North Carolina 2L Standards. Historical analytical results are summarized in Table 4.
