The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a Large Type 1 Solid Waste Compost facility.
2. Proper signage was observed at the entrance to the facility.
3. The facility is secured by a gate at the entrance to the facility.
4. All access roads were in good operational condition.
5. The facility only accepts wastes that are generated by the City of Salisbury.
6. A copy of the current permit and operations plan is kept on -site in a plastic document box.
7. Leaves and yard waste arrive on -site pre -ground from the City of Salisbury yard waste collection site, located at
1920 Wilkesboro Road, Salisbury, NC 28144. Windrows are formed by alternating one front end loader size scoop
of mulch, followed by one front end loader scoop of leaves. Once the desired length of windrow is achieved,
windrows are turned to mix the leaves and mulch together. Then the rows are numbered. Windrows passively
compost until temperatures are met. At that point, facility staff turn the windrows again. This process is repeated
three times. After the third turning of the windrows, temperatures are taken three (3) days in a row to ensure the
131 °F temperature is sustained as required for pathogen reduction.
8. Temperature records were reviewed. Temperature requirements were being met prior to distributing to the public.
9. If temperatures are not met in a windrow the process starts all over from the beginning. For fiscal year 2018-2019
(July -June), the facility received 6636 cubic yards of material and distributed 3760 cubic yards of compost. For
fiscal year 2019-2020 (July -December), the facility received 2870 cubic yards of material and distributed 2976
cubic yards of compost.
10. During leaf season, City of Salisbury leaf trucks deliver the leaves to the site when working in the area instead of
the yard waste collection site on the other side of town. During the inspection the facility was actively receiving
yard waste.
11. The facility currently has six windrows in the upper section and two in the lower section.
12. Finished compost is moved to the distribution pile. Facility is open every Friday and compost is free to the public.
13. The facility is well maintained.
14. No prohibited wastes were observed.
15. No standing water or leachate were observed.
16. No objectionable odors were observed.
