The UST Section, Division of Waste Management (DWM), Mooresville Regional Office
(MRO) received the November 9, 2019 Monitoring Report on November 13, 2019. The report
requesting a risk reclassification was reviewed and approved on November 14, 2019. The paper
report copy will be maintained in the MRO. The electronic copy has been loaded to the DWM's
electronic document storage system (Laserfiche).
A Risk, Rank, and Abatement Rating evaluation was conducted on November 14, 2019 for
the site (H194D). The site is ranked as high risk due to the presence of two drinking water wells
located within 1,000 feet of the source area of the release (WSW-3 & WSW-9) and an irrigation well

located within 250 feet of source area (WSW-1 1). The site also contains soil contamination above
industrial/commercial Maximum Soil Contaminant Concentrations (MSCCs).
The report indicates:
• The petroleum source area for the Site is located in the median of NC Highway 24/27. The
contaminant plume encompasses the source area as well as a small area along the eastbound
right-of-way.
• Based on the available data, shallow groundwater appears to flow to the southeast.
• The primary constituents above the NC 2L Standards are limited to benzene, ethylbenzene, n-
propylbenzene, and naphthalene. However, these constituents continue to show a general
downward trend in the injection performance monitoring wells. Although other VOCs were
detected, their concentrations were below the NC 2L Standards. Benzene, chloromethane,
ethylbenzene, naphthalene, and n-propylbenzene, are below the GCLs and appear stable or
decreasing in the areas of highest concentrations.
Per this Notice of Regulatory Requirements:
• Continue annual monitoring (October) by conducting a groundwater sampling event of
monitoring wells MW-1, MW-4, MW-12, and MW-13 and supply wells in October 2020.
MW-3 can be omitted from the October 2020 sampling event.
• Seek permission to abandon water supply wells WSW-3, WSW-9, and WSW-11.
• The next monitoring report is due by November 30, 2020.
Please note that sampling, correction action, and reporting must be conducted in accordance
with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in
the manner and time specified may result in the assessment of civil penalties and/or the use of the
other enforcement mechanisms. See the following link for April 18, 2017 Monitoring Report

approved and are not reimbursable.
