STATUS OF PERMIT:
Active. The McDowell County Transfer Facility currently operates under Permit No. 5602T-TRANSFER-1995 (FID
1319432, dated May 1, 2019).
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Post -inspection, on November 27, 2019, the Section discussed site operations and facility records with Mr. Doug
English, Transfer Station Supervisor — McDowell County Public Services Department.
2. During this inspection, site operations were discussed with Mr. Jimmy Lewis, Deputy Director — McDowell County
Public Services Department.
3. Facility access was controlled, and proper signage was displayed at the facility entrance.
4. The Permit to Operate (PTO), Operations Plan, and all necessary records were available for review.
5. Municipal Solid Waste (MSW) received at the facility is currently transferred to Foothills Environmental Landfill,
Permit No. 14-03, in Caldwell, NC.
6. During this inspection, the MSW tipping fee was $60 per ton.
7. The facility's operating hours are: Monday — Friday: 7:00 a.m. — 4:00 p.m.; and
Saturday: 8:00 a.m. — 2:00 p.m.
8. Access roads at the facility were maintained.
9. The facility collects cardboard for recycling from county convenience centers and bales the cardboard for
transport/further processing in a designated area located southeast of the transfer station. The facility is currently only
using the baler for cardboard, but as previously discussed it can be used to bale other recyclables. Household recyclables
including glass, cans, plastics, newspaper, etc., are also received from county convenience centers and delivered to the
facility. Glass recyclables are segregated and stored in designated concrete bins southeast of the transfer station.
Household recyclables (excluding glass) are co -mingled and collected in a semi -trailer located in a designated area
southeast of the facility. Cardboard, newspaper, and co -mingled plastics are transported as necessary by KRD Trucking
Inc., (sub -contractor for Republic Services) to a materials recovery facility (MRF) in Catawba County, NC. Glass
recyclables are transported as necessary from the facility for further processing by Republic Services to a MRF in
Atlanta, GA. No solid waste issues were noted in these areas.
10. Electronics are accepted at the facility in a designated area southeast of the transfer station. Electronic items were
palletized and ready for transport. Powerhouse Recycling Inc., located in Salisbury, NC, currently collects and
transports electronics from the facility for further processing. Per facility records, Powerhouse Recycling Inc., most
recently removed electronics from the facility on November 4, 2019. This area appeared to be well maintained.
11. Compact fluorescent light bulbs (CFLs) are accepted at the facility in a designated, sheltered area southeast of the
transfer station, adjacent to the electronics staging area. Intact bulbs (F-40, F-96, and U-shaped) are received and boxed
on -site. Lighting Resources, located in Johnson City, TN, transports the CFLs for recycling/processing as necessary.
This area was well maintained. Per facility records, Lighting Resources most recently removed CFL's from the facility
on August 26, 2019.
12. Scrap tires are accepted at the facility in a designated area southeast of the transfer station. Scrap tires are stored in
two semi -trailers and removed as necessary for processing by US Tire, located in Concord, NC. Scrap tire records were
reviewed from July 1, 2019, through November 20, 2019, and appeared to be well maintained.
13. White Goods and Scrap Metals are accepted at the facility in a designated area located west of the Scale House. The
facility utilizes a private contractor for White Goods and Scrap Metals removal/processing. White Goods and Scrap
Metals were most recently removed by Biltmore Iron and Metal Company (BIMCO) personnel in November 2019.
Chlorofluorocarbon (CFC) refrigerants are removed by BIMCO personnel. This area appeared to be maintained
(BIMCO was on -site during this inspection). Since the previous inspection, the facility maintained/repaired a sediment

basin located below/southeast of this area (photo #1). Additionally, since the previous inspection, the facility has
installed fencing/screening in this area as a hotel is under construction west of the facility. Continue to maintain this
area as necessary.

14. The Yard Waste/Wood Grinding unit is in a designated area located southwest of the transfer station (photo #2). The
facility accepts land clearing debris, yard waste, and clean, unpainted wood waste. Per the Operations Plan, a sub-
contractor provides all the equipment and labor to process and transport the yard waste, as necessary. McDowell County
does not retain or sell any processed yard waste from this area. Farmer's Mulch and Rock Inc., located in Dobson, NC,
most recently ground wood waste at the facility during the week of November 11, 2019. Continue to ensure no
unpermitted waste is delivered to this unit.

15. Gateway Fire and Safety, located in Marion NC, performed maintenance on facility fire extinguishers in January
2019.

17. Monthly tonnage records for waste received at the facility were reviewed from January 2019 through October 2019.

Per these records, during the month of October 2019, the facility accepted, on average, approximately 135-tons per day.
18. Initial waste screening is conducted at the facility scale house. After crossing the facility scale, vehicles are directed
to the transfer station where additional waste screening occurs by facility personnel as waste is dumped directly onto the
tipping floor. Waste screening records were reviewed from January 31, 2019, to November 4, 2019. Waste screening
records appeared to be maintained. As discussed during this inspection, continue waste screening efforts at the facility
per the approved Operations Plan.
19. As discussed post -inspection, on November 27, 2019, continue to maintain Transfer Station Supervisor Weekly
Duty List records as necessary.
20. Municipal water is not available at the facility. Wash -down water for the transfer station is supplied by a 2,500-
gallon water tank located on the northeastern side of the transfer station. If needed, the Marion Fire Department is
available to supply water and equipment to assist with transfer station cleaning/maintenance.
21. Continue to maintain the interior and exterior walls of the transfer station as necessary (photo #3). As discussed
post -inspection on November 27, 2019, continue to wash/spray down the interior walls of the transfer station as needed.

22. As noted in the previous inspection report, in June 2018, a central portion of the tipping floor was repaired. Continue
to maintain the tipping floor as necessary.
23. During this inspection, the leachate collection grates/drains inside the receiving bay of the transfer station appeared
to be functioning effectively. Leachate is collected in a 2000-gallon underground tank located on the western side of the
transfer station. Leachate is currently collected by Burgin & Son Septic Tank Service, located in Marion, NC, and
delivered to the Marion wastewater treatment plant. Leachate collection records dated 11/6/19, 11/l/19, 10/28/19, and
10/16/19 were reviewed during this inspection.
24. The trailer storage area located east of the Scale House was maintained.
25. No unacceptable waste was observed at the facility during this inspection.
26. Even though the region has recently experienced very windy conditions, minimal amounts of windblown litter were
observed at the facility. As discussed post -inspection, the Transfer Station Supervisor ensures facility personnel collect
windblown litter daily. Continue to maintain all daily windblown litter collection and disposal efforts.
27. Vector control measures were maintained at the facility.
28. Erosion control measures were maintained at the facility.
