STATUS OF PERMIT:
A Permit to Operate “1805-TRANSFER-2001 GDS Recycling Services” was issued to Republic Services of North
Carolina, LLC on January 24, 2017. The Permit to Operate was issued for the life-of-site.
PURPOSE OF SITE VISIT:

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source-
separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste
generated within Catawba County. Waste is received from overflow from the GDS hauling division and the City
of Conover’s garbage collection.
2. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03).
3. The Permit and Operations Plan were verified. Both documents were current and available upon request.
4. Tonnage records for January 2019 to present were verified. The facility received 4,507.48-tons of waste during
this time.
5. A gate was provided at the entrance to the facility to prevent unauthorized access.
6. The previous inspection report requested that the permit number on the facility signage be changed to the
appropriate number of “1805-TRANSFER-2001”. Inspection of the facility on November 20, 2019 found that the
appropriate permit number had been provided as requested. Thank you for your attention to this matter.
7. Waste Screening Reports were verified for October 2018 through January 2019. The facility has not received
waste from the City of Conover since January 25, 2019, and there are no plans to receive waste from the City of
Conover in the future. The facility now only receives intermittent waste loads from Republic vehicles. As a
result, no waste screenings had been performed since January 2019
x Although the waste stream has decreased, please continue to ensure that waste screenings are performed tp
monitor the waste entering the facility.
x Waste screenings performed between October 2018 through January 2019 were performed with good
frequency and provided good documentation.
8. Transfer Station Operation Specialist Certifications:

9. A small amount of waste was observed on the floor of the transfer station at the time of inspection.
10. No unacceptable waste streams were observed.
11. Please ensure that any waste observed on the I-beams above the push walls of the tipping floor is removed at the
end of the working day.
12. The leachate drains within the transfer trailer loading bay were free of heavy residues and appeared functional.
13. Staff were in the process of removing wastes from the floor of transfer trailer loading bay at the time of inspection.
14. No windblown waste resulting from operations of the transfer station tipping floor was observed.
