The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos included in this report were taken by Susan Heim on November 19, 2019 during this inspection.
2. This facility serves as the yard waste treatment and processing site for Forsyth County. Composting is no longer
a permitted activity at this facility.
3. The facility is permitted to receive wood waste, including: yard waste; unpainted and untreated wood waste and
wood pallets; woody waste from disaster debris management and land clearing activities; and, leaves and grass
clippings.
4. The facility's service area consists of Forsyth, Davie, Stokes, Yadkin and Surry Counties.
5. The City of Winston-Salem contracts with Wallace Farms, Inc. to manage operations at the facility. Wallace
Farms provides a site supervisor who manages operations at the facility and is on duty during operating hours.
In addition, Wallace Farms provides 4 additional staff who perform operational tasks that include sorting,
moving, processing and loading material. A City of Winston-Salem staff member serves as the scale house
operator.
6. All incoming and outgoing loads are weighed and recorded. The scale house operator uses a closed-circuit
camera system to screen incoming loads prior to directing them to the proper tipping location.
7. Mr. Rickett provided tonnage records of waste received at the facility from July 1, 2015 through October 31,
2019. For the current fiscal year, materials received at the facility totaled 10,341.38 tons, generated from 8,646
customer loads. This tonnage amount represents a slight increase over the tonnage received during this same
time period in the previous fiscal year.
8. Copies of the facility Permit to Operate and approved Operations Plan were available in the scale house and the
operating conditions and procedures defined in those documents were reviewed.
9. The site is surrounded by a chain link fence, and unauthorized access is prevented by two locking gates. One
gate is located in the northwest corner of the site and serves as the facility entrance; the other is located in the
southeast corner of the site and is used, when needed, for tractor trailer access.
10. Proper signage was observed at the entry gate, and included emergency contact information, operating hours,
permit number and acceptable wastes. Inside the facility, directional signs are strategically placed to assist
customers in finding the correct location for unloading specific materials.
11. The facility was observed to be clean and well -maintained.
12. Operations are divided into two sections. The northern half of the site is used to stockpile large truck loads of
incoming wood waste, and the southern half includes an area dedicated to the unloading of small loads brought
in by residents. Loading ramps for processed wood waste are located near the eastern end of the operations area
and near the southern property line.
13. The yard waste tipping area is located to the southeast of the scale house and provides easy access and egress
for residential loads. Mr. Rickett pointed out new signs that had been added to the residential tipping area to
help ensure the separation of small residential loads from larger trucks.
14. The entire site is paved, and access roadways were found to be in good condition. No ponding water was
observed in any of the wood waste storage or processing areas. Mr. Rickett pointed out an area on the northern
side of the facility where broken and missing paving had been filled in with gravel as a temporary repair. He
further stated that repair work would be done to repave this area and ensure and impervious surface. During the
previous inspection on February 4, 2019, spreading gravel in this same area was discussed as an interim
measure. Mr. Rickett added that he expected the paving repairs to take place after leaf season is over.
15. A roll -off container is staged on the north side of the site and is used to collect unacceptable waste that is
separated from incoming loads. The container is taken to Hanes Mill Landfill (Permit # 3402) as necessary to
properly dispose of the waste.
16. The main operations area, where large loads of wood waste are received and sorted, was found to be almost

clear of unprocessed material. A small accumulation of large logs and stumps was stockpiled on the western
end. Mr. Rickett explained that these large pieces of wood are handled as time permits, and that anything
determined to be too big for grinding is taken to the landfill for disposal.
17. A large tub grinder was staged in the middle of the main operations area; however, no grinding was taking place
during the inspection.
18. Horizontal grinders are located on the west side of the site, and one is permanently installed, with safety railing
installed around the walkways and a fire extinguisher mounted near the control panel.
19. An above ground fuel storage tank is installed in the southwest corner of the facility. This area is also used to
store equipment and parts.
20. Large stockpiles of processed wood waste were observed on the south side of the site and appeared to meet the
size restrictions of 30' high and 50' wide. Facility staff were working to load processed material into tractor
trailers for transport to the Wallace Farms facility in Davie County for additional processing and composting.
21. The site layout includes ample room for vehicles and equipment to maneuver safely and fire lanes to allow
emergency equipment access to all areas.
22. Storm water disperses and sheet flows across the site. An asphalt berm, situated near the top of the driveway
leading to the back (southeastern) gate, slows the flow of surface water and directs it to the grassy area along
the southern property line. No evidence of erosion or sedimentation was visible during this inspection.
23. The facility appeared to be in compliance with required setbacks.
24. Some unacceptable waste was observed in a pile of clean wood pallets near the loading operations. Several
pieces of wet cardboard, some scrap metal and a broken, painted pallet could be seen mixed throughout the pile.
Mr. Rickett spoke with facility staff who stated that these materials would be separated from the clean wood
waste and placed into the roll -off container prior to the end of operations that day. Mr. Rickett provided photos
of the area shortly after the inspection concluded that showed that the unacceptable waste had been separated
and removed as required. No other unacceptable materials were observed at the facility.
