All photos included in this report were taken by Susan Heim on 11/12/2019 during the inspection.The
property contains 555.36 acres and includes a large manufacturing plant with appurtenant structures, a
steam power plant, internal access roadways, and this structural fill. Information in the recorded closure
document states that the fill area contains 50,000 CY of material.
The structural fill comprises approximately 2.5 acres. The structural fill was observed to be stable with a
well -established and well -maintained vegetative cover. No evidence of erosion was found. No exposed ash
was visible.
The correct location of the structural fill is: Lat.: 36.2427360; Long.:-80.3639590. SWS records should be
amended to reflect this location.
An area of concern was noted to the west of the structural fill (lat.: 36.243542D; long.:-80.368005°).
Concerns were based on aerial photography of the site from March 2002 through February 2005. Mr.
Hopkins stated that this area had been cleared in preparation for construction of a large manufacturing
plant; however, plans were abandoned before construction began. Mr. Hopkins further stated that no coal
ash was ever stored in that area. Mr. Hopkins did not have access to this portion of the site at the time of
the inspection.
