On behalf of Bank of America, N.A. as Agent for Cenco, Inc. (BofA) and DTJT Properties, LLC
(DTJT), Hart & Hickman, PC (H&H) is pleased to provide this response letter to your referenced
request dated July 18, 2017. H&H's responses to questions 1 (a) through 1 (f) and 2 (a) are
provided below. Mid -Atlantic Engineering & Environmental Solutions (Mid -Atlantic) will
provide responses to questions 1 (g) and 2 (b) through 2 (f) under separate cover.
Your questions are repeated below in italics (not in their entirety) with our responses in bold to
follow. Our response to the additional assessment and laboratory analytical portions of the
request letter will be provided in a Brownfields Work Plan following your review of this
correspondence, the letter prepared by Mid -Atlantic, and upon issuance of a Letter of Eligibility
to DTJT.
1) Property Re -Use
a) Have the production wells on the Brownfields Property been abandoned? — Currently
there are two water supply wells located on the Brownfields Property. One well is

located on parcel No. 057-123-02 and was likely a former residential supply well and
one well is located on parcel No. 057-121-02 and was used to supply a boiler unit
(the "boiler room located to the east of the operational area"). Both water supply
wells are inactive but have not been abandoned.
b) Please clarify if wells are located on this parcel, specifically, the private well No. 21
shown on the Receptor Survey Map included in the Brownfields Receptor Survey. —
Parcel No. 057-123-02 is part of the Brownfields Property and contains the apparent
former residential water supply well described above and identified as No. 21 in the
survey completed by Mid -Atlantic in June 2017.
c) What is the planned use, if any, of the following SWMUs and structures?
i) Remaining concrete pad associated with former SWMU No. 3 (truck wash rack) —
Metal recycling dumpster storage.
ii) Abandoned trough extending from SWMUNo. 16 (truck wash area) to SWMUNo.
S (sewer line) associated with SWMU No. 7 — Boat trailer storage.
iii) Concrete wastewater trough associated with SWMU No. 8 — Will not be used.
iv) Existing sanitary sewer line associated with SWMU No. 9 — The sewer line
currently in -use at the Brownfields Property is provided on the attached
figure. Above -ground cleanout lines are not present.
v) Collection sump associated with SWMUNo. 12 - Will not be used.
vi) Wastewater treatment building associated with SWMU No. 13 — Dry goods
storage.
vii) Treatment plant/sludge drying bed collection area associated with SWMU No. 14
- Will not be used.
viii) Solids/sludge drying beds associated with SWMUNo. 15 - Will not be used.
ix) The drain and trench system associated with SWMU No. 16 (truck wash area) has
not been closed.
1) Will this system be used or closed? — Will not be used.
2) Has FSI or the PD conducted any operations other than storage in the truck

wash area (SWMU No. 16)? — Tire repair.
3) What materials or substances are stored in the truck wash area? — Tires and
rims.
x) The mobile trailer. — Will be removed.
xi) The shed. — Was removed earlier this year and is no longer present.
xii) The storage building, scale house, and former boiler building and boiler room
described as being to the east of the operational area. — The storage building in
the photograph is actually the former wastewater treatment building
(SWMU No. 13) as discussed in vi) above. The former boiler building will
also be utilized for dry good storage. The boiler room located east of the
operation building will be removed and the adjacent supply well abandoned.
xiii) Please clarify if the wastes, media, and containers stored and utilized on the
property were removed by the time the PD and/or its affiliate operated on the
property. - Yes, all items were removed by the previous tenant prior to
vacating the Brownfields Property.
d) Is a figure available at this time that shows cut and fill locations? — No, only limited
surficial grading will be conducted.
e) Are there plans to pave, repair, or re -gravel this parking lot? — Additional gravel will
be added to those areas where needed.
Is the pond on parcel No. 057-122-17 accessible to the public and are people utilizing the
pond for recreational purposes? — The pond is not surrounded by fencing; however,
the northern portion of the pond is located on an off -site property not owned or
operated by Cenco, Inc. and not part of the Brownfields Property. As of August 3,
2017, no indications of recreational usage of the pond were observed.
2 FSIOperational Overview
a) The report states that 10 of the ASTs on the property are scheduled for removal from the
site. Has this occurred and what is the schedule? Are there any USTs remaining on the
property? — The ASTs have not been removed and have not been scheduled for removal

as of this date. An Environmental Management Plan will be prepared and submitted
for approval prior to conducting the removal activities. No USTs are remaining on the
Brownfields Property.
