Notified Site. No permit required. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This LCID facility segregates the material and recycles / reuses most of this waste. 02 – The large land clearing material is ground/chipped and sold as boiler fuel.
03 – The small land clearing material is put into the landfill and covered. 04 – The inert debris (concrete) is ground and sold or reused. 05 – Some of the concrete will be placed into the landfill if needed. 06 – There is a pile of scrap tires located outside of the landfill footprint. E&M Contracting uses these tires to protect sidewalks and roads during demolition of buildings around several cities and towns. Mr. Smith may have some pictures of this process. 07 – Facility has locking gate with signage. May need to add additional signage at landfill. 08 – Overall management of this facility appears to be in compliance. 09 – Digital pictures were not taken during this inspection.
