Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken on November 13, 2019 by Lee Hill. 2. Waste is transported from the Highlands Transfer Station to the Macon County Landfill (5703-MSWLF-1992) by J&B Disposal, Inc. Operations Inspection of the Transfer Station (5704T-TRANSFER-2008) 3. The transfer station tipping floor is used Monday through Friday and is not used on Saturday. On Saturdays, customers dump their waste in a roll off container located to the north of the scale house. 4. Minimal waste was on the tipping floor and no unapproved material was observed. 5. The tipping floor was in good condition and the trench drains at the front appeared to be clear and working properly. 6. Minimal waste was observed on the loading bay floor and facility staff stated that it is cleaned at the end of each working day. Other Comments 7. Electronics are collected in a roll off container and are taken to the Macon County Recovery Center in Franklin for packaging. 8. Tires are collected in a van trailer located to the north of the scale house. Tires were stacked inside the trailer and no tires were on the ground. 9. Cardboard is collected in a van trailer next to the tire trailer. The collected cardboard is taken to the Macon County Recovery Center for processing. 10. White goods are collected on a concrete pad and are taken to the Macon County Landfill for refrigerant extraction. White goods containing refrigerants were observed to the stored upright. 11. The facility collects land clearing debris and yard waste to the southwest of the transfer building. No unapproved material was observed in the stockpiles. The collected material is ground and taken to the Macon County Landfill and mixed with soil for use as approved alternative daily cover.
