(Golder) is submitting this Addendum to the December 2015, Assessment Monitoring Work Plan and the October 2016 Addendum for the above -referenced facility. The addendum is proposed due to groundwater standard exceedances of inorganic constituents that include barium, cobalt, iron, and manganese at quantifiable concentrations above laboratory practical quantitation limits (PQLs) in samples from downgradient groundwater monitoring wells during recent semi-annual water quality monitoring events. Cobalt, thallium, and vanadium have also been detected at estimated concentrations below the PQLs, but above their respective water quality standards, in samples from downgradient wells during recent sampling events. As the concentrations are estimated (i.e., non -quantifiable) concentrations below the method reporting limits, per the 15A NCAC 02L .0202 (b)(1), no regulatory actions should be taken for estimated values below the reporting limits (a.k.a. PQLs) that are above groundwater standards. A summary of historical inorganic detections from groundwater monitoring wells is included as Table 1. The current background well, MW-1, is screened within bedrock. Waste Industries proposes to obtain additional background data (i.e., inorganic constituents) for groundwater within saprolite. We propose to sample existing piezometer P-3, which is located in the eastern portion of the facility as seen on Figure 1. Piezometer P-3 will be sampled on a semi-annual basis to acquire additional data for Appendix I metals plus iron, manganese, and mercury over a proposed five-year period to establish background levels for inorganic constituents. Piezometer P-3 was installed by Bedford Well Drilling, Inc. on February 2, 2002, with oversight by Joyce Engineering, Inc. The boring for P-3 was advanced with 4.25-inch hollow stem augers to a depth of approximately 25 feet (ft) below ground surface (bgs). Standard penetration tests (SPTs) were preformed continuously to total depth using 2-foot split -spoon samplers and an automatic hammer to split -spoon refusal depth of 25 ft bgs. The monitoring well was constructed with 2-inch schedule 40 polyvinyl -chloride (PVC) screen and riser pipe. The 0.010-inch slotted screen was installed from 10 to 25 ft bgs. (DSI) #2 sand from 8 to 25 ft bgs. A filter pack seal was installed from 5.5 to 8 ft bgs and consists of 3/8-inch bentonite chips. The remaining annular space was filled with Type I Portland cement. The boring log is attached. In order to evaluate the condition of P-3 and prepare the piezometer for groundwater sampling, the piezometer was developed on June 18, 2019, using an inertial pump until field parameters stabilized and relatively sediment -free water was obtained. The piezometer was purged for approximately 5.5 hours and approximately 110 gallons of water were removed. The development form is attached. Piezometer P-3 was sampled on July 11, 2019, during the routine semi-annual water quality event to acquire initial analytical data from the piezometer. Iron was detected in the sample at a quantifiable concentration above the PQL and above the NC 2L Standard. Barium, manganese, and mercury were detected at quantifiable concentrations above the PQL, but below their respective water quality standards. Chromium and nickel were detected at estimated concentrations below the PQL and their respective water quality standards. The sampling log and laboratory certificate -of -analysis are being submitted with the Second Semi -Annual 2019 Water Quality Monitoring Report. We propose to sample piezometer P-3 up to 10 times over the next five years to establish revised background levels of inorganic constituents. Waste Industries of High Point will have the samples analyzed for the NC Appendix I list of metals plus iron, manganese, and mercury.
