PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On October 31, 2019 Chuck Kirchner conducted a comprehensive inspection of the Langley LCID Landfill on Brooks Bridge Road in Gibsonville, Guilford County.
1. The Langley Landfill is a notified land clearing and inert debris (LCID) landfill. 2. The landfill is known as Langley LCID Landfill.
3. The LCID landfill was previously noted to be open to the general public. 4. The LCID landfill is operated by William Brooks Langley, Jr. 5. The gate was open upon arrival at the site to conduct the inspection. The site did not appear to be
active during this inspection. Please note that 15A NCAC 13B .0566(8) requires that “ The facility shall be adequately secured by means of gates, chains, berms, fences, etc. to prevent unauthorized access except when an operator is on duty. An attendant shall be on duty at all times while the landfill
is open for public use to assure compliance with operational requirements and to prevent acceptance of unauthorized wastes.” 6. The LCID landfill does not appear to have been active for a long time. Landfill footprint still appears to be less than the two-acre limit for LCID landfills that may be operated with a notification rather than a full permit. The edge-of-waste should be clearly marked. 7. There is a good vegetative cover on top of the LCID Landfill and no LCID waste was visible this inspection. 8. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 9. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 10. Adequate soil for cover was observed on site. 11. 15A NCAC 13B .0566(5) states in part, “120 calendar days after completion of any phase of disposal operations, or upon revocation of a permit, the disposal area shall be covered with a minimum of one foot of suitable soil cover sloped to allow surface water runoff in a controlled manner.”
12. If you desire to close the landfill, submit a letter of certification, signed by a NC licensed professional engineer, that a minimum of one foot of suitable soil cover has been placed over the
entire landfill (utilizing at least 4 random test holes). Documentation must also be provided, to
verify that the disposal area is less than 2 acres in size, and that the following minimum buffer requirements have been met: (a) 50 feet from the waste boundary to all surface waters of the state as defined in G.S. 143-212. (b) 100 feet from the disposal area to property lines, residential dwellings, commercial or public
buildings, and wells.
13. Once cover and buffers are adequate and have been verified a “Letter of Closure” will be issued from the Solid Waste Section. The landfill closure letter can then be recorded with the Register of Deeds.
