STATUS OF PAST NOTED VIOLATIONS:
A. 15A NCAC 13B .0105(c)(6): Resolved. Trailers that were in service at the facility appeared to meet the
requirements of 15A NCAC 13B .0105
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on November 4, 2019.
2. The facility is open Monday, Tuesday, Thursday, Friday and Saturday, 8:00 am to 4:55 pm.
3. The signage that was observed during the September 17, 2019 inspection stating that there is a ten ($10.00)
dollar charge for recycling items containing freon has been removed. That information has also been removed
from Clay County Recycling website and the facility has stopped charging for the disposal of white goods.
Operations Inspection of the Transfer Station (2202T-TRANSFER-1997)
4. No unapproved material was observed on the tipping floor.
5. No waste was observed behind the push walls and facility staff stated the area is cleaned daily.
6. A small amount of windblown waste was observed at the entrance of the loading bay. Please continue to clean
up windblown litter at the end of each day as required by 15A NCAC 13B .0402(7).
7. Two trailers were on site and the facility was filling trailer 941. Both trailers appeared to meet the requirements
of 15A NCAC 13B .0105. Trailer 768, which was cited for not conforming to the requirements of 15A NCAC
13B .0105, was not at the facility at the time of inspection. Continue to inspect each trailer before loading
to ensure that they can meet the requirements of 15A NCAC 13B .0105.
8. Minimal waste was noted on the loading bay floor and the area appears to be cleaned daily.
9. No loaded trailers were parked in the loaded trailer parking area and the area was clean.
Other Comments
10. The facility has recently installed a new cardboard baler in the Recycling Convenience Center.
11. White goods containing refrigerants were observed to be stored separately and upright on a concrete pad at the
Recycling Convenience Center.
12. Tires are collected in a van trailer located behind the transfer building. Tires were stacked inside the trailer and
no tires were on the ground.
